Consent Agenda adopted Yea: 5- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 Absent: 2- Councilmember Thao and Councilmember Noecker 2 RES 16-1743 Approving the settlement agreement and release between the City of St. Paul, Anthony Spencer, Richard Beard, Steven Jaworski, and Joseph Dick; and Deontrae Morehead and his attorney Tim Phillips. Adopted 3 RES 16-1753 Accepting the gift of the costs of travel expenses from CDP Cities for Budget Manager John McCarthy to attend the 2016 CDP Cites workshop to be held in Las Vegas, Nevada October 26 - 27, 2016. Adopted 4 RES 16-1727 Authorizing the Fire Department to enter into a joint powers agreement with Inver Hills Community College to allow paramedic students from Inver Hills Community College to participate in clinical ride alongs with the Saint Paul Fire Department. Adopted 5 RES 16-1730 Authorizing the Fire Department to accept the donation of 375 stovetop fire stops from Minnesota State Fire Chiefs Association for the Fair Plan Grant funding program. Adopted 6 RES 16-1732 Approving the Labor Agreement (May 1, 2016 - April 30, 2019) between the City of Saint Paul and the North Central States Regional Council of Carpenters. Adopted 8 RES 16-1738 Approving the Mayor’s Appointment of Anivuin Xiong to serve on the Workforce Innovation Board. Adopted 9 RES 16-1745 Approving the Mayor’s appointment of Pete Verdeja to serve on the Saint Paul Public Housing Agency Board of Commissioners. Adopted 10 RES 16-1754 Approving the Mayor’s appointment of Casie Radford, and reappointments of Robert Ferguson, David Riehle, and Steven Trimble to serve on the Heritage Preservation Commission. Adopted 11 RES 16-1765 Approving the Mayor’s reappointment of Kris Taylor to serve on the District Energy St. Paul Board of Directors. Adopted 12 RES 16-1736 Accepting the gift of airfare and lodging for Wes Saunders-Pearce, Water Resource Coordinator, to attend the MetroLab Network’s Water and Green Infrastructure Lab Workshop. Adopted 13 RES 16-1737 Approving a waiver of the 45-day notice requirement in order to issue Liquor On Sale - 101-180 Seats and Liquor On Sale - Sunday licenses to Eclectic Culinary Concepts, Inc., d/b/a Pajarito (License ID #20160002945) at 605 7th Street West. Adopted 14 RES 16-1710 Approving adverse action against all licenses held by Ortega Enterprises, LLC, d/b/a Senor Sol Mexican Grille at 990 Payne Avenue. Adopted City of Saint Paul Page 3 City Council Minutes - Final October 12, 2016 FOR DISCUSSION 15 RES PH 16-248 Ratifying the assessment for improvements along Wheelock Parkway from Rice Street to Edgerton Street-Phase I, Part A. (File No. 19175B, Assessment No. 165201) (Public hearing held October 5; laid over from October 19) Councilmember Brendmoen moved an additional one week layover to have questions answered. Laid over to October 19 Yea: 5- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 Absent: 2- Councilmember Thao and Councilmember Noecker 16 RES 16-1540 Approving the Street Design Manual and Complete Streets Action Plan. Anton Jerve, Planning and Economic Development, gave a staff report and answered Council member questions. Council President Stark moved approval. Adopted Yea: 5- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 Absent: 2- Councilmember Thao and Councilmember Noecker ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 17 Ord 16-38 Granting the application of Phalenview Real Estate LLC to rezone property at 419 Whitall Street from RT1 Two-Family Residential to RM2 Multiple Family Residential, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. Councilmember Brendmoen moved approval. Adopted Yea: 5- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 City of Saint Paul Page 4 City Council Minutes - Final October 12, 2016 Absent: 2- Councilmember Thao and Councilmember Noecker 18 Ord 16-39 Amending Saint Paul Legislative Code section 409.07(b), expanding the allowable hours of liquor off-sale to 10:00 p.m. Monday - Saturday. Council members made brief comments. Councilmember Tolbert moved approval. Adopted Yea: 5- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 Absent: 2- Councilmember Thao and Councilmember Noecker Council members shared good news from their Wards.
