Consent Agenda adopted as amended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 5 RES 16-1896 Memorializing City Council action taken September 21, 2016 denying an appeal of the Summit Hill Association of a decision of the Board of Zoning Appeals to grant variances at 210 Victoria Street South subject to the Council's modification of a condition imposed by the BZA pertaining to environmental review. Adopted 6 Min 16-40 Approving the minutes of the April 6, 13, 20 and 27, 2016 City Council meetings. Adopted 7 RES 16-1901 Requesting that the Planning Commission undertake a study of the Zoning Code’s definitions and regulations pertaining to wall signs. Adopted 8 RES 16-1897 Approving supplemental resolution #16 supplementing the general resolution (CF 88-835) relating to sewer revenue bonds and providing for the issuance of Sewer Revenue Refunding Bonds, Series 2016D; delegating to a pricing committee the authority to set the terms thereof within parameters set forth in this resolution; and fixing the form and specifications of the Series 2016D Bonds. Adopted 9 RES 16-1813 Authorizing the Horticulture Department at the Marjorie McNeely Conservatory to apply for a grant of up to $400 from the Mid-America Orchid Congress, and, if awarded, accept it for the purchase of orchid plants in the year 2017. Adopted 12 RES 16-1808 Authorizing the City to enter into a two-year lease agreement with the Minnesota State Agricultural Society for the Saint Paul Police Department's use of interior office and exterior vacant land for its overflow impound lot during the winter months. Adopted 13 RES 16-1862 Authorizing entrance into Minnesota Department of Transportation Agency Agreement No. 1025948 allowing the Commissioner of Transportation to act as the City’s agent to accept federal aid funds for a preliminary multimodal design study of the Canadian Pacific Rail Spur (Ward 3, District 15 and Ward 2, District 9). Adopted City of Saint Paul Page 3 City Council Minutes - Final October 26, 2016 FOR DISCUSSION 14 RES 16-1894 Approving the application with conditions, per the Deputy Legislative Hearing Officer, to add a Gambling Location license to the existing Liquor On Sale - 101-180 Seats, Liquor On Sale - Sunday, Liquor On Sale - 2AM Closing, Liquor Outdoor Service Area (Patio), and Entertainment (B) licenses, for RAS Ethiopian Bar & Restaurant LLC (I.D. #20100000062), d/b/a RAS Restaurant & Lounge at 2516 7th Street West. Councilmember Tolbert moved a two-week layover. Laid over to November 9 Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 15 SR 16-92 Presentation of the Urban Libraries Council Top Innovators Award for Race and Social Justice to the Saint Paul Public Library. Councilmember Tolbert invited Library Director Jane Eastwood, Mayor Coleman, and Urban Library Council President and CEO Susan Benton to the podium. Ms. Eastwood introduced Ms. Benton, who made brief comments. Mayor Coleman made brief comments. Council members acknowledged Ms. Eastwood, retired Library Director Kit Hadley, and library staff for their work. Ms. Eastwood acknowledged City staff who were founders and leaders in the Urban Library Program. Received and filed 16 RLH RR 16-50 Granting request for stay enforcement for 180 days of City Council File RLH RR 13-62 which ordered the rehabilitation or razing and the demolition of the structures at 929 SEVENTH STREET WEST within 180 days after the March 5, 2014 City Council Public Hearing. (Public hearing held October 19) Councilmember Noecker moved approval. She said the item had been laid over from the previous week for a couple more pieces of evidence to document that the project was really moving ahead. She said this was another historic theater being rehabilitated along West Seventh Street, and the owners, Ryan and Tina North, had been doing yeoman's work and working through a lot of City processes to get it up to speed and ready. She asked for the Council's approval to stay enforcement again and provide 180 days to rehabilitate the structure rather than razing it. Council President Stark said he assumed the requested information had been provided. Councilmember Noecker said that was also her assumption. (File No. 19175B, Assessment No. 165201) (Public hearing held October 5; laid over from October 19) Councilmember Brendmoen said she was going to move approval after laying the item over several times. She said she'd had some conversations and made some clarifications on the administrative assessments, although the conversation needed to continue to the next year with the policy conversations. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Second Reading 18 Ord 16-43 Granting authority to the Port Authority of the City of Saint Paul to issue and sell general obligation bonds to which the Port Authority pledges the full faith and credit of the City under Minnesota Statutes, Section 469.060. Laid over to November 2 for third reading/public hearing Council members shared good news from their wards. ADJOURNMENT Councilmember Noecker moved adjournment.
