Adopted 10 RES 17-77 Authorizing the Department of Parks and Recreation to apply for and accept youth employment grant funds from DEED, Saint Paul Foundation, FR Bigelow Foundation, Mardag Foundation, Pohlad Foundation, Otto Bremer Trust, and Saint Paul Chamber of Commerce Foundation in the total amount not to exceed $1,131,000. Adopted FOR DISCUSSION No items City of Saint Paul Page 2 City Council Minutes - Final January 11, 2017 ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Second Reading 11 Ord 17-1 Amending Chapters 65 and 66 of the Saint Paul Legislative Code pertaining to outdoor commercial uses. Laid over to January 18 for third reading/public hearing 12 Ord 17-2 Amending Chapter 338 of the Saint Paul Legislative Code pertaining to the House Sewer Property Owner Requirements and Contractor License. Laid over to January 18 for third reading/public hearing SUSPENSION ITEMS Councilmember Prince moved suspension of the rules. Rules suspended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 City of Saint Paul Page 3 City Council Minutes - Final January 11, 2017 RES 17-107 Launching the Saint Paul Business Awards. Councilmember Prince said this was part of the Open for Business initiative and provided the opportunity to recognize and celebrate St. Paul businesses in a number of categories. Councilmember Noecker said in conversations about making St. Paul more business-friendly, they'd heard from business owners that recognition was lacking. She said this also presented an opportunity to involve local business owners and associations in a new way. She said the selection committee would be made up of some of the business owners and associations representing the geographical and cultural diversity of the city, with the idea being that in subsequent years the winners in the seven categories would become part of the selection committee. Councilmember Brendmoen asked whether there was a reason the item had to come in under suspension. Councilmember Noecker said the hope was to start taking nominations sooner rather than later, but a week delay would not be a problem if people felt they needed more time to consider it. Council President Stark said it was a non-controversial item. He said he would support the motion and felt it was a great opportunity to bring some attention to great businesses in the city. Councilmember Thao said Council members Prince and Noecker, DSI and PED staff, and community members and organizations had worked very hard to get to this point. He said this served as a call out to any businesses interested in being part of this, and it would take everyone working together to perfect the program. He said they'd made a lot of headway, and departments were talking to each other in a way they hadn't in a long time. He said this was a positive step and good for the City. Councilmember Noecker said, pending adoption of the resolution, OTC would make the nomination form live on the City's website. Councilmember Bostrom asked whether there would be efforts to make sure the awards were distributed throughout the city. Councilmember Thao said the selection committee was mindful and intentional, but the concern would be passed along to them. Councilmember Prince said this was also an opportunity for Council members to get the word out about nominations into each of their wards. Councilmember Noecker moved approval.
