Adopted 7 RES 17-82 Celebrating the Saint Paul District Councils' 2016 Neighborhood Honor Roll Volunteer Awards Night on Friday, January 27, 2017. Adopted 8 RES 17-28 Preliminary Order setting the date of City Council public hearing for February 15, 2017 to include new above standard street lighting improvements in the Jackson Street improvement project between 2nd Street and 11th Street, including the refurbishing of existing above standard lighting on the east side of Jackson between Kellogg and 6th; and approving the annual operation and maintenance costs for the new above standard lighting, which will be assessed to affected properties. (File No. 19173L, Assessment No. 175101) Adopted 9 RES 17-103 Preliminary Order setting the date of City Council public hearing for February 15, 2017 to consider approval of the improvement to the easterly North-South alley in the block bounded by Payne, Idaho, Edgerton, and Iowa. (File No. 19224, Assessment No. 175001) Adopted City of Saint Paul Page 2 City Council Minutes - Final January 25, 2017 10 RES 17-151 Approving a two-year unpaid leave of absence for John Serier, Commander, Saint Paul Police Department. Adopted 11 RES 17-153 Approving the Mayor’s appointments of Luis Rangel Morales, Tats Tanaka, and Lue Vang; and reappointments of Melanie McMahon, Christopher Ochs, Trevor Oliver, Elizabeth Reveal, and Wendy Underwood to serve on the Saint Paul Planning Commission. Adopted 12 RES 17-138 Authorizing the Police Department to enter into Organized Crime Drug Enforcement Task Force agreements from January 1, 2017 through December 31, 2017. Adopted 13 RES 17-139 Authorizing the Police Department to accept the donation of travel costs from NC4 for the Chief of Police to attend the 2017 Crime Fighting Symposium. Adopted FOR DISCUSSION 4 RES 17-76 Appointing a Legislative Advisory Committee on Poverty. Councilmember Prince moved an amendment to add Tonya Draughn as a community representative to the commission. Councilmember Noecker spoke in support and provided some background on the resolution. Councilmember Prince moved approval of the resolution. Adopted as amended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 5 RES 17-109 Approving the FY2017 Innovation Fund allocation. (Laid over from January 25) Councilmember Prince asked for a one-week layover to allow time for input from district councils. Public hearings on ordinances are held at the third reading. Final Adoption 15 Ord 17-1 Amending Chapters 65 and 66 of the Saint Paul Legislative Code pertaining to outdoor commercial uses. Councilmember Noecker moved approval. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 16 Ord 17-2 Amending Chapter 338 of the Saint Paul Legislative Code pertaining to the House Sewer Property Owner Requirements and Contractor License. Councilmember Prince moved approval. Deputy Mayor Kristin Beckmann and Human Rights and Equal Economic Opportunity Director Jessica Kingston gave a report and answered Council members' questions.
