into a Joint Powers Agreement with the Metropolitan Airports
Commission and the State of Minnesota, through the Department of
Administration for the Gateway Certification Portal initiative.

5 RES 17-390 Approving reimbursement for finalists for the Historic Preservation
Team Lead position with the Department of Planning and Economic
Development up to a total of $1,000, for travel expenses incurred
while traveling to Saint Paul for interviews.

6 RES 17-372 Authorizing the Police Department to enter into a Facilities Use
Agreement, which includes an indemnification clause, with the State of
Minnesota, Dakota County.

FOR DISCUSSION
Michael Solomon, Office of Financial Services gave a staff report on the bond sales.
He said the reaffirmation of the City's three AAA bond ratings, the launch of the new
Investor Relations website, and the record high number of bidders led to very
aggressive interest rates that came in well below their market estimate. He reviewed
the results of each sale.
Council members commended Finance staff for their good work on the new website,
on maintaining the favorable rating resulting in cost saving to the City, and on their
participation in the Green Bond program.
8 RES 17-391 Awarding the sale of General Obligation Capital Improvement Bonds,
Series 2017A, in order to finance certain capital improvements in the
City and taking other required actions including levying a tax for the
Series 2017A Bonds.
Councilmember Bostrom moved approval of the resolution as amended with the sale
results.

results.

Councilmember Noecker invited Lou Michaels to the podium and read highlights from
the resolution. Mr. Michaels made brief comments.
Councilmember Noecker moved approval of the resolution.
