Received and filed 2 AO 17-27 Amending CDBG activities to account for $1,200,000 spending and financing budget increase as approved by RES PH 17-44 and allocate funding to Weyerhauser and Animal Ark projects. Approval of the Consent Agenda (Items 3 - 7) Councilmember Thao moved approval of the Consent Agenda. Adopted 4 RES 17-398 Authorizing HREEO staff, on behalf of the City of Saint Paul, to enter into a Joint Powers Agreement with the Metropolitan Airports Commission and the State of Minnesota, through the Department of Administration for the Gateway Certification Portal initiative. Adopted 5 RES 17-390 Approving reimbursement for finalists for the Historic Preservation Team Lead position with the Department of Planning and Economic Development up to a total of $1,000, for travel expenses incurred while traveling to Saint Paul for interviews. Adopted 6 RES 17-372 Authorizing the Police Department to enter into a Facilities Use Agreement, which includes an indemnification clause, with the State of Minnesota, Dakota County. Adopted 7 RES 17-363 Approving adverse action against the Auto Repair Garage and Second Hand Dealer - Motor Vehicle Parts license applications submitted by AAA Enterprise, d/b/a Affordable Tire at 1324 Arcade Street. Adopted City of Saint Paul Page 2 City Council Minutes - Final March 8, 2017 FOR DISCUSSION Michael Solomon, Office of Financial Services gave a staff report on the bond sales. He said the reaffirmation of the City's three AAA bond ratings, the launch of the new Investor Relations website, and the record high number of bidders led to very aggressive interest rates that came in well below their market estimate. He reviewed the results of each sale. Council members commended Finance staff for their good work on the new website, on maintaining the favorable rating resulting in cost saving to the City, and on their participation in the Green Bond program. 8 RES 17-391 Awarding the sale of General Obligation Capital Improvement Bonds, Series 2017A, in order to finance certain capital improvements in the City and taking other required actions including levying a tax for the Series 2017A Bonds. Councilmember Bostrom moved approval of the resolution as amended with the sale results. Adopted as amended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 9 RES 17-393 Awarding the sale of General Obligation Public Safety Bonds, Series 2017B, in order to finance the acquisition and construction of public safety training facilities and advance refund certain outstanding public safety general obligation bonds of the City and take other required actions including levying a tax for the Series 2017B Bonds. Councilmember Tolbert moved approval of the resolution as amended with the sale results. Adopted as amended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 10 RES 17-395 Approving Supplemental Resolution No. 17 supplementing the General Resolution (CF 88-835) relating to Sewer Revenue Bonds and providing for the issuance of Sewer Revenue Bonds, Series 2017C (Green Bonds) and taking other required actions. Councilmember Noecker moved approval of the resolution as amended with the sale results. Councilmember Thao acknowledged the exceptional work of Dr. Fred Lewis in his service to the community. He read the resolution. Councilmember Thao moved approval of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 12 RES 17-397 Honoring Lou "The Photo Guy" Michaels for his 50th year of business and his ongoing commitment to Saint Paul. Councilmember Noecker invited Lou Michaels to the podium and read highlights from the resolution. Mr. Michaels made brief comments. Councilmember Noecker moved approval of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 ORDINANCES An ordinance is a city law enacted by the City Council. Councilmember Prince invited representatives from Indigenous Roots to the podium. She read the resolution. Mary Anne Quiroz and Sergio Cenoch Quiroz made brief comments. Councilmember Prince moved approval of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 Council members shared information about events in their wards.
