Adopted City of Saint Paul Page 1 City Council Minutes - Final April 12, 2017 2 RES 17-497 Approving the re-conveyance to the State of Minnesota of two Use Deed Parcels adjacent to 1400 and 1407 Marshall Avenue, and their purchase by the Department of Public Works. Adopted 3 RES 17-575 Authorizing and directing the execution of certain documents in connection with the renewal of the letter of credit securing the City’s Taxable Variable Rate Demand Sales Tax Revenue Refunding Bonds (RiverCentre Arena Project), Series 2009A. Adopted 4 RES 17-420 Amending the Salary Plan and Rates of Compensation to establish policy for prorated holiday pay for part-time employees in the event three holidays occur in one pay period. Adopted 5 RES 17-549 Accepting the gift of coffee and treats from Pipefitters Local 455 for the State of the City event. Adopted 7 RES 17-533 Authorizing the Police Department to enter into an agreement, that includes an indemnification clause, with the Saint Paul Public Housing Agency for the ACOP program. Adopted FOR DISCUSSION 6 RES 17-532 Authorizing the Department of Parks and Recreation to enter into a five year management agreement with Saint Paul Urban Tennis at Eastview Recreation Center. Councilmember Prince invited representatives from St. Paul Urban Tennis and Parks and Recreation to the podium, and thanked them for their work. They made brief comments. Councilmember Prince moved approval of the resolution. Adopted Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 Absent: 1- Councilmember Noecker City of Saint Paul Page 2 City Council Minutes - Final April 12, 2017 8 RES 17-579 Authorizing continued negotiations between the City of Saint Paul and currently licensed residential trash collectors, and establishing an Organized Collection Options Committee. Kris Hageman, Public Works, gave a staff report. Council President Stark and Council members Bostrom and Prince commented. Council President Stark moved approval of the resolution. Adopted Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 Absent: 1- Councilmember Noecker 9 RES 17-581 Requesting that the Citizens League convene a work group to study and make a recommendation on the implementation of a Payment In Lieu of Taxes (PILOT) and Services in Lieu of Taxes (SILOT) program for the City of Saint Paul. Council members Prince and Thao and Council President Stark commented. Councilmember Prince moved approval of the resolution. (File No. S1507, Assessment No. 155307) (Public hearing held April 5) Council President Stark moved approval of the resolution. Adopted Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 Absent: 1- Councilmember Noecker City of Saint Paul Page 3 City Council Minutes - Final April 12, 2017 11 RES PH 17-73 Final Order approving the reconstruction of streets in the 2017 Saint Paul Streets Program (2017 SPS). (Public hearing held April 5) Council President Stark moved approval of the resolution. Councilmember Bostrom moved to amend the resolution to remove the roundabouts on Idaho. In response to a request from Councilmember Brendmoen, who had not been present for the public hearing, Dan Haak and Reuben Collins, Public Works, provided information about the traffic circles. Following additional discussion among the Council members, the vote was taken on the amendment. Yeas - 4 Nays - 2 (Brendmoen and Stark) Council President Stark moved approval of the resolution as amended. Adopted as amended Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 Absent: 1- Councilmember Noecker 12 RLH VBR 17-19 Appeal of Bill Bernier to a Vacant Building Registration Fee Warning Letter at 786 ORANGE AVENUE. (Public hearing held April 5) Legislative Hearing Officer Marcia Moermond gave a status report and recommended that a Code Compliance inspection be required. Councilmember Bostrom asked for clarification of the recommendation. Ms. Moermond clarified. Councilmember Bostrom moved to adopt Ms. Moermond's recommendation. Adopted (appeal denied) Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark and Councilmember Prince Nay: 0 Absent: 1- Councilmember Noecker City of Saint Paul Page 4 City Council Minutes - Final April 12, 2017 ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Final Adoption 13 Ord 17-8 Amending Chapter 62 of the Administrative Code to allow charging of fees for street maintenance service charges. Councilmember Brendmoen moved to lay the matter over to May 3. Laid over to April 19 for third reading/public hearing 15 Ord 17-12 Granting the application of JSK Limited Partnership to rezone property at 33, 39, and 45 Syndicate Street South from RM2 multiple family, T1 traditional neighborhood, and OS office, to T2 traditional neighborhood; and amending Chapter 60 of the Legislative Code pertaining to the zoning map. Laid over to April 19 for third reading/public hearing 16 Ord 17-13 Establishing the classification titled Deputy Chief of Police in the unclassified service pursuant to Section 12.03.02(H) of the City of Saint Paul Charter. Councilmember Bostrom asked for clarification as to where the position fit in the hierarchy of the police department. Council President Stark said it would be clarified for the following week.
