Councilmember Noecker said there was a bit of miscommunication with the Summit
Hill Association, and they'd like a little more time to pass the agreement by their

Kris Hageman, Recycling and Solid Waste Program Manager for Public Works, gave a
staff report including the status of the program at the 90-day point, follow-up on issues
discussed during the February report, and plans going forward.
Lynn Hoffman, Eureka Recycling, gave a report.
Eureka representatives and Ms. Hageman answered questions and responded to
concerns from Council members.

28 ABZA 17-6 Public hearing to consider the appeal of Holiday Station Stores to a
decision of Board of Zoning Appeals (BZA) denying two sign variances
for a new Holiday Station Store at 1770 Old Hudson Road.
Karen Zacko, Department of Safety and Inspections (DSI), gave a staff report on the
application and appeal.
Appellant:
No one appeared.
In opposition to the appeal:
John Slade (3 Linder Court), chair of land use committee of District 1, said based on
the review of materials presented by a representative of Holiday, the land use
committee voted unanimously to oppose the variance request, in keeping with the
White Bear Area Small Area Plan. He said they supported the goals of Traditional
Neighborhood zoning and were in favor of transit and pedestrian uses.
Councilmember Prince moved to close the public hearing. Yeas - 7 Nays - 0
Councilmember Prince said she had carefully reviewed the file, findings of staff, and
appeal documents. She said the appellant claimed there was a procedural error by the
Board of Zoning Appeals (BZA) in that the appellant was not allowed to re-open public
hearing to provide testimony on additional ideas they had around the project. She said
they were welcome to resubmit an application, but based on the findings on this
appeal, she was convinced the BZA did not make any mistakes, and she moved to
deny the appeal.
Councilmember Bostrom said he wished a representative from Holiday was present. He
said he felt having a dynamic sign fit right in with that active neighborhood, and Holiday
had done a great job of cleaning up what had been a blighted corner for years. He said
he didn't understand requiring monochromatic signs in this high tech age, and
prominent signs were important for people driving on the highway looking for a place to
get gas. He said if the City wanted to be business friendly and had people who had
invested millions of dollars into the community, he didn't understand why the Council
was stopping them from doing the maximum they could to maximize their investment.
Councilmember Prince noted that both the County and Public Works recommended
against the location of one of the signs from an engineering perspective. She said in
terms of dynamic display, the time interval between message changes was an issue in
addition to monochromatic. She said they and they could make some alterations and
come back in terms of the issues Public Works had.
Council President Stark spoke in support of the motion. He said he understood
Councilmember Bostrom's perspective but felt the sign regulations were the sign
regulations. He said if there was a desire to re-look at those, that would be the route to
consider some changes.

In opposition:
Theresa Tichich, author of the CIB grant, said she was not opposed but was asking for
a postponement of installation until the ongoing study of LED colors was done. She
distributed a handout about the dangers of white lights.
Councilmember Brendmoen said she would be concerned about delaying given the
budget situation and she wouldn't want to get the project pushed to the bottom of the
list. She said she could push to get the area included as part of the pilot project.
Following additional discussion between Ms. Tichich, Councilmember Brendmoen, and
Public Works staff Ben Hawkins, Ms. Brendmoen moved to lay the matter for one
week.

The City Council is paperless, which saves the environment and reduces expenses. The
agendas and Council files are all available on the Web (see below). Councilmembers use iPads
to review the files during the meeting. Using the iPad greatly reduces costs since most
agendas, including the documents attached to files, are over 1000 pages when printed.

Meetings are available on the Council's website. Email notification and web feeds (RSS) of
newly released minutes, agendas and meetings are available by subscription. Please visit
www.stpaul.gov/council for meeting videos and updated copies of the Agendas, Minutes and
supporting documents.
Cable
Meetings are live on St Paul Channel 18 and replayed on: Thursdays at 5:30 p.m., Saturdays at
12:30 p.m., and Sundays at 1:00 p.m. (Subject to change)
