Approval of the Consent Agenda (Items 1 - 11) Councilmember Bostrom moved approval of the Consent Agenda. Adopted 4 RES 17-421 Approving the agreement for transfer of St. Paul Police employee, Steven J. Frazer, to the Ramsey County Sheriff's Office. Adopted 5 RES 17-698 Approving the Memorandum of Agreement for the May 1, 2017 Wage and Fringe Adjustment between the City of Saint Paul and the Plumbers, Local 34. Adopted 6 RES 17-737 Establishing the rate of pay for the new classification of Business Outreach Coordinator in Grade 026 of EG 06, PEA, Salary Schedule. Adopted 7 RES 17-736 Approving the Mayor’s appointment of Hanna Getachew-Kreusser to serve on the Community Health Services Advisory Committee. Adopted 8 RES 17-712 Authorizing the Department of Parks and Recreation, Como Park Zoo and Conservatory, to enter into an agreement with Washington County for payments not to exceed $200 for services performed by Como Park Zoo and Conservatory education staff on June 30, 2017. Adopted 9 RES 17-726 Authorizing the Department of Public Works to enter into a Master Partnership Contract (#1028167) with the Minnesota Department of Transportation in order to undertake collaborative efforts for the design, construction, maintenance, and operation of state and local roads; and to authorize the proper city officials to execute the agreement. Adopted 10 RES 17-715 Approving a waiver of the 45-day notice requirement in order to add a Wine On Sale and Malt On Sale (Strong) license with conditions to the existing Sidewalk Café license held by Depth Charge Coffee, LLC, d/b/a Quixotic Coffee (License #20170001273) at 769 Cleveland Avenue South. Adopted City of Saint Paul Page 2 City Council Minutes - Final May 10, 2017 11 RES 17-724 Approving the addition of an Entertainment (B) license to existing Liquor-Outdoor Service Area (Sidewalk), Liquor On Sale - 181-290 Seats, and Liquor On Sale-Sunday licenses held by Sakura Restaurant, Inc., d/b/a Sakura Japanese Restaurant (License ID #20050000245) at 350 St. Peter Street, Suite 195. Adopted FOR DISCUSSION 12 RES 17-738 Celebrating May, 2017 as Preservation Month. Councilmember Prince acknowledged representatives of the Heritage Preservation Commission in attendance. She read the resolution. She thanked staff and volunteers for their preservation work in St. Paul. She moved approval of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 13 RES PH 17-86 Final Order approving installation of lantern style LED lighting on Como Avenue from Dale Street to 300’ past Jessamine Avenue. ( Project No. 19227, Assessment No. 175103) (Public hearing held May 3) Councilmember Brendmoen said she had followed up with Public Works on concerns expressed by a resident over the brightness of the lights, and felt it made sense to move forward with the project. She said if it was possible she thought Public Works would install light fixtures that could accommodate where technology was headed, but that any changes would be in the brightness and not the color of the lighting. Councilmember Thao said this conversation had also come up in the Lexington neighborhood, and he was in support of Councilmember Brendmoen's motion. Councilmember Brendmoen moved approval of the resolution. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 14 Ord 17-15 Granting the application of Porchua Xiong to rezone property at 1024 Ross Avenue from B3 Community Business to T2 Traditional Neighborhood, and amending Chapter 60 of the Legislative Code pertaining to the Saint Paul zoning map. Councilmember Bostrom moved approval. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 PUBLIC HEARINGS 15 ABZA 17-3 Public hearing to consider the appeal of McKenna Skrypek to a decision of the Board of Zoning Appeals (BZA) denying a variance of the minimum floor area ratio (FAR) in order to construct a new commercial building with three business spaces in the T2 Traditional Neighborhood zoning district at 373 Ruth Street North. (Public hearing continued from May 3) Councilmember Prince said McKenna Skrypek had withdrawn the appeal, and the project was moving forward without a need for a variance. Withdrawn 16 RLH RR 17-14 Granting a stay of enforcement for 180 days of City Council File RLH RR 15-44 ordering the rehabilitation or razing and the removal of the structures at 689 CONWAY STREET within 180 days after the November 2, 2016 City Council Public Hearing. (Public hearing continued from May 3) Legislative Hearing Officer Marcia Moermond said this was a straightforward request for 180 days to complete a rehabilitation, and all of the usual conditions had been met. No one was present to testify. Councilmember Prince moved approval of the resolution. No one was present to testify. Councilmember Bostrom moved to close the public hearing and approve the resolution. Councilmember Thao moved approval of the resolution.
