Prince Absent 1 - Councilmember Chris Tolbert COMMUNICATIONS & RECEIVE/FILE 1 AO 17-46 Authorizing the Department of Parks and Recreation to reallocate a total of $394,547 within its various accounting units in the 2017 adopted budget, thereby adjusting the budget to most accurately reflect the projected actual spending in each accounting unit, while also providing the appropriate levels of spending authority. Adopted 4 RES 17-926 Approving the use of Neighborhood STAR Program grant funds for the 2017 Right-of-Way Maintenance program. Adopted 5 RES 17-878 Acknowledging a public purpose for the Annual City Employee Cookout and granting permission to the City Employee Cookout Committee to spend City funds and to solicit for an accept donations on behalf of the City to defray the cost of the cookout to be held on Tuesday, August 15, 2017. Adopted 6 RES 17-499 Approving a change in the rate of pay for the unclassified title of Assistant Chief of Police from EG 17, Non-Represented City Managers, Grade 034, to EG 17, Non-Represented City Managers, Grade 035. Adopted 7 RES 17-665 Approving establishment of the rate of pay for the new unclassified position of Deputy Chief of Police in Grade 034, of the EG 17, Non-Represented City Managers. Adopted 8 RES 17-812 Approving the Memorandum of Agreement for the June 1, 2017 and January 1, 2018 Wage and Fringe Adjustment between the City of Saint Paul and the Sprinkler-Fitters Local 417. Adopted 10 RES 17-864 Approving the Maintenance Labor Agreement (May 1, 2017 - April 30, 2020) between the City of Saint Paul and the International Association of Sheet Metal, Air, Rail, and Transportation Workers, Local 10. Adopted 11 RES 17-895 Authorizing the Department of Parks and Recreation to apply for $10,860 in funding through the Capitol Region Watershed District Stewardship Grant program to enhance a vegetative buffer and improve wildlife habitat within a CRWD easement on the golf course in Como Regional Park. Adopted 12 RES 17-900 Approving adverse action against the Health/Sport Club license held by JM Cascalenda, LLC, d/b/a Fit Body Boot Camp at 375 Jackson Street, Suite 230. (To be withdrawn) Withdrawn FOR DISCUSSION 14 SR 17-38 Presentation by Mike Hahm, Director of the Parks and Recreation Department, on the Parks and Recreation Asset Management Study. Parks Director Mike Hahm introduced Ameresco consultant Tim Detlef, and Parks staff Brad Meyer. They provided a report and answered Council members' questions. Received and filed City of Saint Paul Page 3 City Council Minutes - Final June 14, 2017 15 RES 17-480 Authorizing the Department of Parks and Recreation to enter into a three year lease agreement with District 16 Community Council for office space at Linwood Recreation Center. (Laid over from May 3, May 17, and June 14) Councilmember Noecker moved a four-week layover to allow more time for the Summit Hill Association to work with Parks on the conditions of the lease. Laid over to July 12 Yea: 6- Councilmember Bostrom, City Council President Brendmoen, Councilmember Thao, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 Absent: 1- Councilmember Tolbert 16 RES 17-925 Directing the Department of Public Works to include traffic circles at the intersection of Idaho and Atlantic, and at the intersection of Idaho and Chambers in the 2017 Saint Paul Streets Program (2017 SPS). Council President Stark moved approval of the resolution. He said Idaho was included in the Citywide bike plan and bike boulevard, and it was important to stay consistent across the City Council members Bostrom and Prince spoke in opposition. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Second Reading 17 Ord 17-21 Amending Chapter 409 of the Saint Paul Legislative Code to allow for intoxicating liquor off-sale on Sunday. Laid over to June 21 for third reading/public hearing SUSPENSION ITEMS Councilmember Noecker moved suspension of the rules. Following brief discussion by Council members, Councilmember Noecker moved approval of the resolution. Yeas - 6 Nays - 0 City of Saint Paul Page 5 City Council Minutes - Final June 14, 2017 RLH TA 16-543 Ratifying the Appealed Special Tax Assessment for Property at 847 HUDSON ROAD. (File No. VB1703, Assessment No. 178803; amended to File No. VB1703A, Assessment No. 178809) (Public hearing held January 4 and February 15; laid over from May 17) Councilmember Prince moved to impose the full vacant building fee for one year, with 50% imposed immediately and payable over five years, and the other half imposed in October 1 unless there had been substantial progress. Adopted as amended Yea: 6- Councilmember Bostrom, City Council President Brendmoen, Councilmember Thao, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 Absent: 1- Councilmember Tolbert Council members shared good news from their wards.
