thanked them.

funding and authorizing an application for grant funds for the Ramsey
West and River Balcony Connection project.
Council President Stark moved suspension of the rules and said he would appreciate
being in front of the process in the future.
Councilmember Brendmoen said that this is not the first time we have asked for
information to be in front of the action. It is an achievable goal and very important.
Councilmember Prince concurred, and said she has a problem with this. It is a
significant thing and has policy implications. It raises issues of priority. She thought
about not voting for it.

Stark mentioned the three projects and moved approval.

Councilmember Tolbert said he is looking at them for the first time. The applications
were submitted two weeks ago and they are being approved now. He is concerned.
Councilmember Noecker agreed. She is not voting against them today. If they give
up grant funding, then we have to do it. Stark responded he will follow up.

listed and his document is not opening quickly on his computer.
Councilmember Tolbert asked are there copies of the resolution. (He was handed
one.) He asked doesn't the Council usually receive copies when there are suspension
items. Stark responded that he apologizes for that; however, it is avalable now in
Legistar.
Stark moved approval.
