Adopted 2 RES 17-1038 Amending the Civil Service Rules, eliminating Civil Service Rule 34, Unclassified Positions. Adopted City of Saint Paul Page 1 City Council Minutes - Final July 12, 2017 3 RES 17-1011 Authorizing the Parks and Recreation Department to enter into a 10 year lease agreement with Hallie Q. Brown Inc. for the use and management of the Martin Luther King Community Center. Adopted 4 RES 17-1012 Memorializing City Council action taken on June 21, 2017 to approve the preliminary and final plat for 199 Kellogg Boulevard et al. Adopted 5 RES 17-1029 Authorizing the Police Department to enter into a License Agreement, which includes an indemnification clause, with the State of Minnesota. Adopted 6 RES 17-1035 Adopting the 2016 Stormwater Permit Annual Report. Adopted 7 RES 17-877 Approving the joint powers agreement between the City and the cities of West St. Paul and Mendota Heights regarding the Erosion Stabilization of Cherokee Heights Upper Ravine. (Laid over from July 12) Councilmember Noecker moved a two week layover. (To be withdrawn) Adopted City of Saint Paul Page 2 City Council Minutes - Final July 12, 2017 FOR DISCUSSION 9 RES 17-975 Proclaiming Saturday, July 15, 2017 as Planting People Growing Justice Day in the City of Saint Paul. Councilmember Thao read the resolution. Artika Tyner addressed the Council and thanked them. Thao moved approval. 7 in favor, none opposed Resolution is adopted Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 10 RES 17-480 Authorizing the Department of Parks and Recreation to enter into a three year lease agreement with District 16 Community Council for office space at Linwood Recreation Center. (Laid over from May 3, May 17, and June 14) Councilmember Noecker moved approval. 7 in favor, none opposed Resolution is adopted Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 ORDINANCES An ordinance is a city law enacted by the City Council. Public hearings on ordinances are held at the third reading. Second Reading 11 Ord 17-24 Amending Chapter 329.02 of the Saint Paul Legislative Code pertaining to False Alarm Fee Increases. Laid over to July 19 for third reading/public hearing First Reading 13 Ord 17-16 Opting out of the requirements of Minn. Stat. § 462.3593 by reenacting reserved Legislative Code Chapter 14A for the purpose of complying with Minn. Stat. § 462.3593, Subd. 9 regarding temporary family health care dwellings. Laid over to July 19 for second reading SUSPENSION ITEMS Rules suspended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 RES 17-1064 Identifying the need for livable communities transit oriented development funding and authorizing an application for grant funds for the Ramsey West and River Balcony Connection project. Council President Stark moved suspension of the rules and said he would appreciate being in front of the process in the future. Councilmember Brendmoen said that this is not the first time we have asked for information to be in front of the action. It is an achievable goal and very important. Councilmember Prince concurred, and said she has a problem with this. It is a significant thing and has policy implications. It raises issues of priority. She thought about not voting for it. Council President Stark moved to suspend the rules and the motion was carried. Stark mentioned the three projects and moved approval. 7 in favor, none opposed Resolution is adopted Councilmember Tolbert said he is looking at them for the first time. The applications were submitted two weeks ago and they are being approved now. He is concerned. Councilmember Noecker agreed. She is not voting against them today. If they give up grant funding, then we have to do it. Stark responded he will follow up. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 RES 17-972 Identifying the need for Livable Communities Transit-Oriented Development funding, and authorizing applications for grant funds. Council President Stark moved to suspend the rules and said the projects are not listed and his document is not opening quickly on his computer. Councilmember Tolbert asked are there copies of the resolution. (He was handed one.) He asked doesn't the Council usually receive copies when there are suspension items. Stark responded that he apologizes for that; however, it is avalable now in Legistar. Stark moved approval.
