ORDINANCES
An ordinance is a city law enacted by the City Council. It is read at four separate
council meetings and becomes effective after passage by the Council and 30 days
after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are
held at the third reading.

Skyway Conduct.
Councilmember Thao spoke in opposition and said the ordinance changes
disproportionately impacted members of the disability community.
Council members Tolbert and Prince, and Council President Stark thanked
Councilmember Noecker and Deputy Mayor Beckmann for their work. They said they
felt it was a good compromise and could be changed in the future if necessary.
Councilmember Noecker thanked everyone for their support and said she agreed that
the previous week's public hearing was a good embodiment of the discussions with the
Deputy Mayor over the last six months. She said she knew not everyone was entirely
happy with where they were at, but she felt it was a good beginning, and she remained
open to additional thoughts and discussion as the ordinance went into effect. She
