Approval of the Consent Agenda (Items 1 - 8) Item 2 was removed from the Consent Agenda for separate consideration. Councilmember Noecker moved approval of the Consent Agenda as amended. Adopted 3 RES 17-1400 Acknowledging receipt of District Energy St. Paul, Inc. notice of rate changes as of October 1, 2017, and directing the Office of Financial Services to review and analyze the rate changes. Adopted City of Saint Paul Page 1 City Council Minutes - Final September 13, 2017 4 RES 17-1352 Establishing the rates of the pay for the new classifications of Historic Preservation Planner and Historic Preservation Senior Planner in EG 06, PEA, Grades 010 and 014, respectively. Adopted 5 RES 17-1379 Accepting the gift of transportation and lodging expenses from The Center for Law and Social Policy (CLASP) for David Gorski to attend the “Making Paid Sick Days Work: Sharing Strategies 2017” conference convening in Washington, D.C., September 24 - 26, 2017. Adopted 6 RES 17-1437 Approving the Mayor’s appointments of Shannon Eckman and Eric Wojchik to serve on the Planning Commission. Adopted 7 RES 17-1452 Approving the Mayor’s appointments of Mary Clem, Lida Gilbertson, and Paige Sumera; and reappointments of Kathleen Kelso, Edie Meissner, Carol Neumann, and Karen Vento to serve on the Advisory Committee on Aging. Adopted 8 RES 17-1411 Authorizing the Police Department to enter into a Joint Powers Agreement with the State of Minnesota, 2nd Judicial District Court. Adopted FOR DISCUSSION 2 RES 17-1464 Encouraging downtown property owners to develop shared arrangements for skyway security and requesting the Department of Safety and Inspections to engage all skyway easement property owners and skyway users of changes to the skyway code. Councilmember Noecker said this resolution addressed two of the concerns she encountered during the process of creating the ordinance amendments. She said it requested that DSI engage building owners in education, and encouraged cooperation among owners with different resources and needs. She moved approval of the resolution. Representatives of St. Paul Youth Services and Youth Power spoke about the organization and program, and the importance of considering the needs of youth in every decision the Council made. Council members made brief comments. Received and filed 10 SR 17-122 Shared Mobility Action Plan presentation by the Shared Use Mobility Center. Council President Stark introduced Aaron Westling, Program Associate at the Shared Use Mobility Center. Mr. Westling spoke about the Shared Mobility Action Plan for the Twin Cities Region, and answered Council member questions. Received and filed 11 RES 17-1406 Modifying a special use permit granted June 26, 1971 in C.F. 254526 regarding the maintenance of a fence between real property at the southwest corner of Lower Afton and McKnight Roads and 2217 Londin Lane East. Councilmember Prince said the item had been laid over to allow time to finalize language for an amended resolution. She moved approval of the amended version. Adopted as amended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 12 RES 17-1439 Approving the Housing and Redevelopment Authority (HRA) 2018 proposed budget and certifying the proposed HRA tax levy payable in 2018. Council President Stark said this was the City version of the same resolution they'd considered during the HRA meeting earlier in the afternoon. Councilmember Brendmoen moved approval. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 City of Saint Paul Page 3 City Council Minutes - Final September 13, 2017 ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 13 Ord 17-35 Amending Chapter 140 of the Saint Paul Legislative Code pertaining to Skyway Conduct. Councilmember Thao spoke in opposition and said the ordinance changes disproportionately impacted members of the disability community. Council members Tolbert and Prince, and Council President Stark thanked Councilmember Noecker and Deputy Mayor Beckmann for their work. They said they felt it was a good compromise and could be changed in the future if necessary. Councilmember Noecker thanked everyone for their support and said she agreed that the previous week's public hearing was a good embodiment of the discussions with the Deputy Mayor over the last six months. She said she knew not everyone was entirely happy with where they were at, but she felt it was a good beginning, and she remained open to additional thoughts and discussion as the ordinance went into effect. She moved approval. Laid over to September 20 for third reading/public hearing 18 Ord 17-43 Granting the application of East Seventh Street Building Company LLC to rezone property at 1125 7th Street East from IT Transitional Industrial to I1 Light Industrial, and amending Chapter 60 of the Legislative Code pertaining to the zoning map. Laid over to September 20 for third reading/public hearing 19 Ord 17-40 Amending Chapter 66 of the Legislative Code to establish six new ‘Ford’ zoning districts and amending the Zoning Map as recommended in the Ford Site Zoning Study. Councilmember Bostrom said he had been reading about possible sites for the second Amazon headquarters and he suggested the Hillcrest Golf Course.
