The meeting was called to order by Council President Brendmoen at 3:30 p.m.

1 AO 18-5 Authorizing the Saint Paul Public Library Agency to reallocate budgeted
amounts within the 2017 Adopted Budget between spending accounts,
thereby adjusting the budget to allow for a temporary increase to the
library various accounts budget using savings from vacancies and worker
compensation.

February 21, 2018 to consider approval for improvements to pedestrian
crossings on Grand Avenue between Hamline Avenue and Victoria
Street (Project No. 19241).

3 RES 18-16 Preliminary Order setting the date of City Council public hearing for
February 21, 2018 to consider approval for completing the sidewalk
network on local streets bounded by Randolph Avenue, Hamline Avenue,
Highland Parkway, and Snelling Avenue (Project No. S1801).

4 RES 18-54 Approving a grant agreement with the Metropolitan Council, which
contains an indemnification clause, for the Great River Passage River
Balcony project.

Council President Brendmoen invited Chief Inks to the podium. City Clerk Shari Moore
administered the oath of office. Mayor Carter congratulated Chief Inks. Chief Inks
made brief comments.
