Prince COMMUNICATIONS & RECEIVE/FILE 1 AO 18-5 Authorizing the Saint Paul Public Library Agency to reallocate budgeted amounts within the 2017 Adopted Budget between spending accounts, thereby adjusting the budget to allow for a temporary increase to the library various accounts budget using savings from vacancies and worker compensation. Adopted 3 RES 18-16 Preliminary Order setting the date of City Council public hearing for February 21, 2018 to consider approval for completing the sidewalk network on local streets bounded by Randolph Avenue, Hamline Avenue, Highland Parkway, and Snelling Avenue (Project No. S1801). Adopted 4 RES 18-54 Approving a grant agreement with the Metropolitan Council, which contains an indemnification clause, for the Great River Passage River Balcony project. Adopted 5 RES 18-31 Approving adverse action against the Wine On Sale and Malt On Sale (3.2) licenses held by Kyong Ye Firnstahl, d/b/a Sole Café (License ID #19980001653) at 684 Snelling Avenue North. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 6 Ord 17-61 Administrative Ordinance establishing the minimum qualifications for the vacancy for the position of Fire Chief pursuant to the provisions of Section 9.01(a) of the Administrative Code and Section 12.12.1 of the Saint Paul City Charter. Councilmember Bostrom moved approval. Councilmember Bostrom moved approval. Adopted as amended (amended December 20) Yea: 7- Councilmember Bostrom, City Council President Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 Second Reading 8 Ord 18-1 Amending Chapter 65 of the Legislative Code pertaining to land use definitions and development standards. Laid over to January 17 for third reading/public hearing SUSPENSION ITEMS Councilmember Prince moved suspension of the rules. Rules suspended Yea: 7- Councilmember Bostrom, City Council President Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Stark, Councilmember Noecker and Councilmember Prince Nay: 0 RES 18-71 Approving the Mayor's appointment of Butch Inks to serve as the Interim Fire Chief effective January 6, 2018. Councilmember Tolbert moved approval of the resolution. Council President Brendmoen invited Chief Inks to the podium. City Clerk Shari Moore administered the oath of office. Mayor Carter congratulated Chief Inks. Chief Inks made brief comments.
