Prince COMMUNICATIONS & RECEIVE/FILE 1 AO 18-6 Amending the 2017 operating budget in the Police Special Fund to more accurately reflect the spending in the Chief's Training Fund. Received and filed 2 AO 18-7 Amending the 2017 budget in the General Fund to capitalize expenditures. Received and filed CONSENT AGENDA Items listed under the Consent Agenda will be enacted by one motion with no separate discussion. Adopted 4 RES 18-94 Celebrating the Saint Paul District Councils' 2017 Neighborhood Honor Roll Volunteer Awards Night on Friday, January 26, 2018. Adopted 5 RES 18-44 Authorizing the Department of Emergency Management to pay for all costs for Emergency Management training and/or costs associated with the operation of the Emergency Operations Center (EOC) during emergencies and declared disasters in 2018. Adopted 6 RES 18-39 Changing the rate of pay for the existing classification of Supervisor of Rehabilitation from Grade 023 to Grade 019, EG 09, SPSO. Adopted 7 RES 18-114 Approving adverse action against the MAD-Game Machine and MAD Music Machine licenses held by American Amusement Arcades (License ID #0076265). Adopted 8 RES 18-135 Amending the financing and spending budgets in the Department of Public Works to reduce Municipal State Aid (MSA) funding by $100,000 in the 2018 Bicycle, Pedestrian, and Traffic Safety Program; and to increase MSA funding by $100,000 in the 2018 Mill and Overlay Program. Adopted 9 RES 18-141 Approving the application with conditions, per the Deputy Legislative Hearing Officer, for Walmont Inc. (ID #0016211), d/b/a Tiffany Lounge, for an expansion of the indoor liquor service area into an approximately 1,600 square foot space located to the west of and immediately adjacent to the existing liquor service area, and the outdoor liquor sidewalk service area approximately 20 feet to the west for an establishment, 2051 Ford Parkway. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 10 Ord 17-60 Establishing sustainable building regulations for buildings owned, operated, or funded by the City. Councilmember Prince said Green Globes would be coming out with new standards later this year, and City staff and University of Minnesota consultants would evaluate the standards and make a recommendation about whether they should be incorporated going forward. Council President Brendmoen said she felt that made sense, and, as was discussed the previous week, it should be a living ordinance that the City could continually improve. Councilmember Stark moved approval of the resolution. Laid over to February 7 for third reading/public hearing 13 Ord 18-2 Granting the application of PDMC, LLC to rezone their property at 739 Selby Avenue from B2 Community Business to T2 Traditional Neighborhood, and amending Chapter 60 of the Legislative Code pertaining to the zoning map.
