read the resolution.
A representative of the NAACP made brief comments.

21 RLH CO 18-12 Appeal of John Krenik to a Correction Notice at 1270 CLEVELAND
AVENUE SOUTH.
Legislative Hearing Officer Marcia Moermond gave a staff report on the correction order
to address two vehicle issues, both of which were addressed at the time of the hearing.
She said the correction order also stated that vehicles that were the subject of a 2015
summary abatement order would be towed if they were not in compliance. She said the
appeal of that order was denied by Council, and appealed to the district court. She said
the Council's decision was affirmed at the district court and Supreme Court.
Council President Brendmoen clarified that the Supreme Court decided on the third
item, and the sentence in the correction order was just an enforcement notification.
She said the two issues before the Council had been corrected by the time of the
Legislative Hearing.
John Krenik (1270 Cleveland Avenue S.) displayed the paper record from the Supreme
Court and court of appeals and said Ms. Moermond was not 100% correct. He
expressed his frustration with neighbors who he said used his property as a dumping
ground, and another neighbor who made the complaints. He said he repaired cars as a
hobby, and in 1995 the City approved a parking pad, which was across the alley from
the complainant. He displayed the approved site plan. He they met with City staff in
2010, and a new area was approved in front of his garage. He displayed the approved
site plan, and a letter from October 2010. He said due to complaints he received a
summary abatement order stating the vehicles had to be screened from public view,
and he was told by two supervisors he could use tarps.
Council President Brendmoen said the time for testimony was about half up, and Mr.
Krenik might want to talk about the issue before the Council. Mr. Krenik said the court
decision affirmed the denial of his appeal but not the abatement of the vehicles. He
spoke further about his attempts to comply with the visual screening requirement, and
about the Legislative Hearings related to that issue. He said he'd asked the City for
assistance in resolving the issue and no one had returned his calls, and he'd received
no direction from DSI as to what would be acceptable, and he'd had to guess. He said
due to severe health concerns he couldn't keep coming and doing this, and he had a
neighbor who kept calling the City on him. He said he would be removing the vehicles
and had a place to move them to, and he asked to have until May 7 because the
ground is soft at the storage facility and they'd asked him not to drive over it. He said
he'd tried to do what the City had asked, and hadn't gotten any direction.
Council President Brendmoen said the time for testimony was up; she confirmed with
Mr. Krenik that he was not quarreling with the notice but just asking for time.
Councilmember Tolbert moved to close the public hearing. Yeas - 6 Nays - 0
Councilmember Bostrom confirmed with Mr. Krenik that the request was to have this
extended so he could have this removed by the end of business on May 7, or they
would be towed away. Mr. Krenik said that was correct, and he understood.
Councilmember Tolbert asked Ms. Moermond to clarify her recommendation. Ms.
Moermond said the matter was moot because the order before the Council had been
addressed. She said the 2015 summary abatement order was not before the Council,
but a request for an extension could be made of DSI. She read from the resolution that
her recommendation was "that the City Council deny the appeal for the vehicles under
the tarp, noting there is compliance with both the orders which address current tabs

and parking on grass."
Councilmember Tolbert moved to adopt Ms. Moermond's recommendation. Council
President Brendmoen said she supported the recommendation; she clarified with Ms.
Moermond that if Mr. Krenik wanted more time he could do that directly with DSI. Ms.
Moermond said communication with DSI was ongoing.

Council Meeting Information
The City Council is paperless which saves the environment and reduces expenses. The
agendas and Council files are all available on the Web (see below). Council members use
iPads to review the files during the meeting. Using the iPad greatly reduces costs since most
agendas, including the documents attached to files, are over 1000 pages when printed.

Meetings are available on the Council's website. Email notification and web feeds (RSS) of
newly released minutes, agendas, and meetings are available by subscription. Visit
www.stpaul.gov/council for meeting videos and updated copies of the agendas, minutes, and
supporting documents.
Cable
Meetings are live on St Paul Channel 18 and replayed on Thursdays at 5:30 p.m., Saturdays at
12:30 p.m., and Sundays at 1:00 p.m. (Subject to change)
