Adopted City of Saint Paul Page 4 City Council Minutes - Final May 9, 2018 FOR DISCUSSION 10 RES 18-762 Proclaiming May 2018 as Building Safety Month in the City of Saint Paul. Department of Safety and Inspections Director Ricardo Cervantes made brief comments. He acknowledged staff members Jim Williamette, Steve Ubl, and Angie Wiese for their work. Mr. Williamette made brief comments. Councilmember Henningson moved approval of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Noecker, Councilmember Prince and Councilmember Henningson Nay: 0 21 RES 18-529 Authorizing a professional services contract with MZA+Co for lobbying services related to Community First Police Reform. Councilmember Noecker noted that effective date was March 19, 2018. She said she had requested that someone from the Mayor's office be present to answer questions, but it doidn't look like anyone was present. She said she was going to vote against the resolution; it was problematic that the Council would be rubberstamping something that had already taken place. Councilmember Prince spoke in support of the motion. Council President Brendmoen said she appreciated taking it off the Consent Agenda and felt the Council should see these before they because effective. She said she supported the contract and the extra help Capitol. Councilmember Tolbert moved approval of the resolution. Adopted Yea: 4- Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert and Councilmember Henningson Nay: 3- Councilmember Bostrom, Councilmember Noecker and Councilmember Prince 22 RES 18-755 Authorizing a professional services contract with United Strategies LLC for general lobbying services. Councilmember Noecker said this agreement was already in effect. There was discussion among the Council members about the potential impact of not approving the contract. Councilmember Tolbert moved approval of the resolution. Councilmember Noecker said this was a new proprietor and hopefully new beginning for the establishment, and she had heard great reports about the new proprietor. She said she was adding a condition to call on DSI to inspect the premises no later than 30 days after the license was issued.
