It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Final Adoption City of Saint Paul Page 4 City Council Minutes - Final June 13, 2018 19 Ord 18-18 Granting the application of LB 842 Ray LLC to rezone property at 2330 Long Avenue from T2 Traditional Neighborhood to T3 Traditional Neighborhood, and amending Chapter 60 of the Legislative Code pertaining to the zoning map. Councilmember Henningson thanked people who came to the public hearing and submitted comments. She said the major concerns had to do with height, density, and parking. She noted it was currently T2 which had a 35' height limit, T3 was 45', and the surrounding RM2 allowed 50'. The max floor area for both T2 and T3 was 30, and this wasn't a case of spot zoning because the use was allowed in both districts. Parking was always a concern, but she had observed parking available on Territorial, Long, and Bradford; and on-street parking was public and available for everyone. Her office had convened a meeting with neighbors, the district council, and businesses about problem-solving around parking concerns. She noted that new residents were new potential customers for the businesses. She said the site plan would go back to the Planning Commission. The rezoning was consistent with the Comp Plan, the District 12 Plan. She said housing was needed whether or not it was affordable housing, and other new housing projects had reached high occupancy rates quickly. She said she would follow up with the developer to encourage cooperation with the district council and neighbors. She restated a comment from the public hearing that this project did everything they said they wanted to do in the city. She moved final adoption of the ordinance. Councilmember Prince said she intended to vote in support but have concerns, involving the fact that the developer applied for a rezoning but there was no project plan yet, and this was brought forward in a way that didn't allow the district council to weigh in. She said she recognized it was an important project and there was a need for housing close to the Green Line. Council members Noecker, Thao, Tolbert, and Prince thanked Council President Brendmoen and spoke in support. Council President Brendmoen made brief comments. Councilmember Thao moved final adoption of the ordinance.
