Legislative Hearing Officer Marcia Moermond said the rehabilitation had been going on for more than 18 months, and it was her practice in these cases to recommend forfeiture of a portion of the performance deposit if the work was not completed within a specified period of time. She said the property had not yet received the Certificate of Code Compliance, and she asked that the Council lay the matter over for a week. She said she anticipated the work would be complete in that time, but if it wasn't she would recommend that the Council forfeit $1000 of the $10,000 that had been posted.
