A. CONDITIONAL USE PERMIT REQUEST, CUP2026-00009, Dogs at
Lionheart: submitted by Leslie Benson, applicant and property owner, in accordance
with Sections 31-306, 31-406, and 31-702 of the Unified Development Ordinance, to grant a
Conditional Use Permit to establish a commercial kennel on property located at 2170 Joshua
Lane, Zoning Map 24, Parcels 26. The affected area is further identified as being
located in the Holy Neck Borough, zoned A, Agricultural zoning district. The 2045
Comprehensive Plan designates this area as outside the growth area, Rural Agriculture Land
Use Type.
B. CONDITIONAL USE PERMIT REQUEST, CUP2026-00016, Tiny Town Home
Childcare: submitted by Janell Turner, applicant and property owner, in accordance with
Sections 31-306, 31-406, and 31-701 of the Unified Development Ordinance, to grant a
Conditional Use Permit to establish a family day home for up to 12 children on property
located at 1017 Meadows Reach Circle, Zoning Map 26F, Parcel HM*6. The affected area is
further identified as being located in the Chuckatuck Voting Borough, zoned PD, Planned
Development Overlay Zoning District. The 2045 Comprehensive Plan designates this area as
part of the Central Growth Area, Traditional Neighborhood Land Use Type.
C. CONDITIONAL USE PERMIT REQUEST, CUP2026-00017, Zoenita’s Loving Arms
Home Daycare: submitted by Simone Hunter, applicant and property owner, in accordance with
Sections 31-306, 31-406, and 31-701 of the Unified Development Ordinance, to grant a
Conditional Use Permit to establish a family day home for up to 12 children on property located
at 145 Patriots Walke Drive, Zoning Map 27M, Parcel 35. The affected area is further identified
as being located in the Suffolk Voting Borough, zoned RLM, Residential Low-Medium Zoning
District. The 2045 Comprehensive Plan designates this area as part of the Central Growth Area,
Suburban Neighborhood Land Use Type.

D. EXCEPTION REQUEST, CEX2026-00002, 306 Princess Arch: submitted by Karrie
Engler and Robert Nickerson, applicants and property owners in accordance with Section
31-415 of the Unified Development Ordinance, to grant an Exception to the development
criteria
and buffer area requirements of the Chesapeake Bay Preservation Area to permit the removal
of an existing shed and construct a larger shed encroaching within the Resource Protection
Area buffer, on property located at 306 Princess Arch, Zoning Map 20C, parcel 2*134. The
affected area is further identified as being located in the Cypress Voting Borough, zoned
RLM, Residential Low-Medium Density Zoning District. The 2045 Comprehensive
Plan designates this area as a part of the Northern Growth Area, Suburban Neighborhood
Land Use Type.
E. ORDINANCE TEXT AMENDMENT, OTA2026-006, initiated by the City of Suffolk, for
amendments to Sections 31-406(c), 31-407(c), 31-408(b), 31-602(a), 31-602(b), 31-602(c),
31-603(e), 31-606(a), 31-701(c), and 31-724 of the Unified Development Ordinance of the
Citty of Suffolk, Virginia.
