TRANSPORTATION AND PUBLIC SAFETY COMMISSION TEMPLE CITY, CALIFORNIA REGULAR MEETING MINUTES JUNE 24, 2026 1. CALL TO ORDER Chairperson Nimri called the Transportation and Public Safety Commission Meeting to order at 7:00 p.m. 2. ROLL CALL PRESENT: Commissioner – Lo, Nimri, Xu, Stoll ABSENT: Commissioner – Catalan EXCUSED: Commissioner – None ALSO PRESENT: City Manager Cook, Secretary Monroy and Deputy Bui. 3. PLEDGE OF ALLEGIANCE Chairperson Nimri led those present in the Pledge Allegiance to the Flag. 4. CEREMONIAL MATTERS The Commission proceeded with the annual reorganization of the Commission in appointing the Chairperson and Vice-Chairperson for a one-year term. Secretary Monroy opened nominations for election of Chairperson. Commissioner Nimri nominated Commissioner Stoll for Chairperson, seconded by Commissioner Xu. Commissioner Stoll was appointment Chairperson by acclamation. Chairperson Stoll opened nominations for election of Vice-Chairperson. Chairperson Stoll nominated Commissioner Catalan for Vice-Chairperson, seconded by Commissioner Nimri. Commissioner Catalan was appointment as Vice Chairperson by acclamation. 5. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Alex Pan, Temple City resident, presented concerns regarding the extension of red curb recently added on the south side of Live Oak Avenue, west of Baldwin Avenue. Mr. Pan is requesting the city revisit this site for pedestrian traffic safety; new concerns since the additional red cub was installed. Transportation and Public Safety Commission Minutes June 24, 2026 Page 2 of 6 The Commission unanimously agreed to take out of order, item no. 12 of the Agenda, Matters from City Officials. City Manager Bryan Cook announced that an engineering study is in process by the City’s contract Transtech Engineers, regarding the matter of the additional red curb recently added at Live Oak Avenue and Baldwin Avenue. The results of that study will be brought back to the Transportation and Public Safety Commission for review at a future meeting. Chairperson Stoll, closed public comments. 6. CONSENT CALENDAR A. APPROVAL OF MINUTES – REGULAR MEETING OF APRIL 8, 2026. Commissioner Xu made a motion to approve the consent calendar, as amended seconded by Commissioner Lo and carried by the following roll call vote: AYES: Commissioner – Lo, Xu, Stoll NOES: Commissioner – None ABSENT: Commissioner – Catalan ABSTAIN: Commissioner – Nimri The consent calendar was approved. 7. PARKING CITATION HEARINGS A. HEARINGS IN PERSON - None B. HEARINGS IN WRITTEN FORM - None 8. UNFINISHED BUSINESS – None 9. NEW BUSINESS A. REVIEW THE ENGINEERING RECOMMENDATIONS FOR THE INTERSECTIONS OF SERENO DRIVE AND SULTANA AVENUE, (LOCATION 1), AND PENTLAND STREET AND SULTANA AVENUE, (LOCATION 2), AND THE NEED FOR ALL WAY STOP CONTROL AT THE INTERSECTIONS. Commissioner Nimri made a motion to approve item 9A, Resolution No. 26-0001, seconded by Chairperson Stoll and carried by the following roll call vote: Transportation and Public Safety Commission Minutes June 24, 2026 Page 3 of 6 AYES: Commissioner – Lo, Nimri, Stoll, Xu NOES: Commissioner – None ABSENT: Commissioner – Catalan ABSTAIN: Commissioner – None Item 9A was approved. B. REVIEW AND DISCUSS THE FINDINGS AND RECOMMENDATIONS OF THE TRAFFIC ENGINEERING REPORT CONCERNING THE PROPOSED INSTALLATION OF SPEED HUMPS FOR THE 6100 BLOCK OF CAMELLIA AVENUE NORTH OF GARIBALDI AVENUE. Chairperson Stoll opened public comments. Loi Banh, Temple City resident, commented that he is in favor of speed bumps. Mr. Banh also presented concerns of speeding in neighboring streets, including McClintock Avenue, where he resides. Chairperson Stoll closed public comments. Chairperson Stoll made a motion to approve item 9B, Resolution No. 26-0002, recommendation item 1. of the engineering report, but not to approve recommendation item 2., of the engineering report, seconded by Commissioner Nimri and carried by the following roll call vote: AYES: Commissioner – Lo, Nimri, Stoll NOES: Commissioner – Xu ABSENT: Commissioner – Catalan ABSTAIN: Commissioner – None Item 9B was approved as amended. C. REVIEW THE RECOMMENDATION OF THE TRAFFIC ENGINEERING REPORT TO INSTALL AN ADDITIONAL 13 FEET OF RED CURB ON THE NORTHWEST SIDE OF SANTA ANITA AVENUE, RESULTING IN A TOTAL OF 31 FEET OF RED CURB NORTH OF THE INTERSECTION OF SANTA ANITA AVENUE AND GRAND AVENUE, WHILE RETAINING 20 FEET OF AVAILABLE CURB FOR PARKING, AND APPROVE OR DENY THE RECOMMENDATION. Chairperson Stoll opened public comments Transportation and Public Safety Commission Minutes June 24, 2026 Page 4 of 6 Loi Banh, Temple City resident, commented that he’s observed a lot of speeding in the area of the report. Chairperson Stoll closed public comments. Commissioner Xu made a motion to approve Resolution no. 26-0003, seconded by Chairperson Stoll, and carried by the following roll call vote: AYES: Commissioner – Lo, Nimri, Xu, Stoll NOES: Commissioner – None ABSENT: Commissioner – Catalan ABSTAIN: Commissioner – None Item 9C was approved. D. REVIEW THE RECOMMENDATION OF THE TRAFFIC ENGINEERING REPORT FOR THE SHOPPING PLAZA DRIVEWAY AT, 5439 ROSEMEAD BOULEVARD, ON BROADWAY WEST OF ROSEMEAD BOULEVARD AND APPROVE OR DENY THE RECOMMENDATION TO ADD 20 FEET OF RED CURB ON THE SOUTH SIDE OF BROADWAY WEST OF THE SHOPPING CENTER DRIVEWAY. Chairperson Stoll opened public comments. Chairperson Stoll closed public comments. Commissioner Xu made a motion to approve 9D, Resolution No. 26-0004, seconded by Commissioner Lo and carried by the following roll call vote: AYES: Commissioner – Lo, Nimri, Xu, Stoll NOES: Commissioner – None ABSENT: Commissioner – Catalan ABSTAIN: Commissioner – None Item 9D was approved. 10. MATTERS FROM CITY OFFICIALS – City Manager Cook provided Public Safety Department updates to the Transportation and Public Safety Commission. COMMISSIONER LO Commissioner Lo thanked staff for the preparation of the meeting and is happy with the recent park attendance by the public. Commissioner Lo would like more public announcements on E-bike safety and rules of the road. B. COMMISSIONER NIMRI Commissioner Nimri thanked fellow commissioners for their assistance while he served as Chairman, and city staff. Commissioner NImri commented on safety concerns with E-bike drivers and requested that Sheriff patrol equipment be moved around to various locations and not just stay at one location. City Manager Cook provided an update regarding E-Bike enforcement. C. COMMSSIONER XU Commissioner Xu commented that he is happy to be back to peaceful Temple City and requested an update from staff regarding the Longden Elementary traffic circulation. D. VICE CHAIRPERSON CATALAN None E. CHAIRPERSON STOLL Chairperson Stoll thanked former Chairperson Nimri for his service and requested that the City evaluate the intersection of Broadway and Temple City Boulevard to determine whether additional traffic safety measures are warranted due to traffic accidents.
