Consider adopting a resolution approving the Consent Agenda items and the appropriate resolutions and ordinances for each of the following: Minutes (A) January 6, 2022 Regular Meeting Minutes Contracts, Leases, & Bids (B) 2022-0009-R Consider adopting a resolution authorizing the payment of the annual invoice from the Brazos River Authority in the amount of $136,784.91 which covers the availability of 9,453 acre-feet of water to the City for 2022. (C) 2022-0010-R Consider adopting a resolution authorizing the City Manager or Director of Finance to act on behalf of the City to review pricing offers submitted for the supply of natural gas for the City’s compressed natural gas fueling station, and if in the best interest of the City, enter into a contract with the vendor offering the best value for a period up to 10 years beginning March 1, 2022. (D) 2022-0011-R Consider adopting a resolution authorizing an increase of $91,188 to the estimated annual expenditure for construction material testing allocated under the FY 2022 services agreement with Langerman Foster Engineering Company, LLC of Waco, related to the construction of a new Solid Waste Complex. (E) 2022-0012-R Consider adopting a resolution authorizing the purchase of office furniture for the first floor of City Hall from Perry Office Plus of Temple in the estimated amount of $55,000. (F) 2022-0013-R Consider adopting a resolution authorizing the purchase of fire apparatus repair services from Siddons Martin Group, LLC of Houston in the estimated amount of $115,000 for FY 2022. (G) 2022-0014-R Consider adopting a resolution authorizing an interlocal agreement between the City of Temple and the City of Killeen to develop a Mental Health and Homelessness Strategic Plan. Ordinances - Second & Final Reading (H) 2022-0001-O SECOND & FINAL READING - FY-22-4-ZC: Consider adopting an ordinance authorizing a rezoning request from Two-Family Dwelling (2F) to Single- Family Dwelling - 3 (SF-3) District on 0.22-acre described as Jones and Moore Addition, REGULAR CALLED CITY COUNCIL MEETING January 20, 2022 • Page 2 of 5 Block 23, south 90 feet of Lot 4, in the City of Temple, Bell County, Texas, addressed as 818 South 19th Street. Misc (I) 2022-0015-R Consider adopting a resolution authorizing the application and acceptance of a Federal Emergency Management Agency (FEMA) Emergency Management Performance Grant (EMPG) for FY2022 in the estimated amount of $38,000, which funds a portion of the administration costs for Emergency Management for the City of Temple. (J) 2022-0016-R Consider adopting a resolution authorizing a Community Enhancement Grant agreement with Zoe’s Wings Foundation, Inc., for the Go East Temple program in an amount not to exceed $60,000. (K) 2021-0388-R Consider adopting a resolution authorizing the creation of the Central Texas Regional 9-1-1 Emergency Communications District. (L) 2022-0017-R Consider adopting a resolution: (1) Ordering the May 7, 2022 General Election for District 1 and District 4 Council Members; and (2) Authorizing a contract with the Bell County Elections Officer to provide election services for the May 7, 2022 General Election. (M) 2022-0018-R Consider adopting a resolution authorizing budget amendments for fiscal year 2021-2022. IV. REGULAR AGENDA Ordinances 4. 2022-0002-O FIRST READING – PUBLIC HEARING – FY-22-1-ZC: Consider adopting an ordinance authorizing a rezoning from Agricultural to Planned Development Single Family Attached 3 (PD-SFA3) along with a site/development plan to allow a mixture of residential uses including Two-Family (duplexes) on 49.64 +/- acres located in the Maximo Moreno Survey abstract No. 14, in the City of Temple, Bell County, Texas, addressed as 1702 N 42nd Street. 5. 2022-0003-O FIRST READING – PUBLIC HEARING - FY-22-5-ZC: Consider adopting an ordinance authorizing an amendment to Ordinance 2016-4749 as follows: A. To add a rezoning from General Retail to T5-E-PD on 0.94 +/- acre, described as Lot 1, Block 1 Medical Park Temple subdivision, addressed as 2102 Scott Blvd; and B. Add a Site Development Plan, on 10.1740+/- acres, described as Lot 9, Block 1, Highline Addition and Lot 1, Block 1 of Medical Park Temple in the City of Temple, Bell County, Texas. 6. 2022-0004-O FIRST READING - PUBLIC HEARING - FY-22-2-ANX: Consider adopting an ordinance authorizing the voluntary annexation of 179.129 +/- acres of land situated in the William REGULAR CALLED CITY COUNCIL MEETING January 20, 2022 • Page 3 of 5 Gilmore Survey, Abstract No. 339 Bell County Texas located north of Moores Mill Road and east of Brewster Road addressed as 1700 Moores Mill Road. 7. 2022-0005-O FIRST READING – PUBLIC HEARING: Consider adopting an ordinance re- adopting a Juvenile Curfew Ordinance. Resolutions 8. 2022-0019-R FY-22-14-PLT: Consider adopting a resolution approving the Final Plat of Goodman Acres, a 7.819 +/- acre, 3-lot, 1-block residential subdivision, situated in the S.P. Terry Survey, Abstract No. 812, in the City of Temple, Bell County, TX, addressed as 13560 Rocky Lane, with applicant-requested exception to UDC Section 8.1.3 for fire hydrants. 9. 2022-0020-R Consider adopting a resolution authorizing a second amendment to a 2011 Airport Lease Agreement with McLane Company, Inc. for Corporate Hangar #28 at the Draughon-Miller Central Texas Regional Airport, assigning the lease to Fikes Wholesale, Inc. under the same terms and conditions. 10. 2022-0021-R Consider adopting a resolution authorizing a contract amendment to the Community Development Block Grant Subrecipient Agreement with Citizens for Progress to extend the term of the agreement and continue to administer the Housing Improvement Program. The City Council reserves the right to discuss any items in executive (closed) session whenever permitted by the Texas Open Meetings Act.
