However, attendance by all Board members (including non-members of the committee) is permitted. If additional (non-committee) Board members attend, three or more Board members may be in attendance. Section 19.82(2), Wisconsin Statutes, states as follows: If one-half or more of the members of a governmental body are present, the meeting is rebuttably presumed to be for the purposes of exercising the responsibilities, authority, power or duties delegated to or vested in the body. To the extent that three or more members of the Village Board actually attend, this meeting may be rebuttably presumed to be a “meeting” within the meaning of Wisconsin’s open meeting law. Nevertheless, only the committee’s agenda will be discussed. Only committee members will vote. Board members who attend the committee meeting do so for the purpose of gathering information and possible discussion regarding the agenda. No votes or other action will be taken by the Village Board at this meeting. CALL TO ORDER BY PRESIDING OFFICER A meeting of the Board of Review was called to order at 6:00 pm by Village Clerk Kohlhagen 2. ROLL CALL Trustee Graf, Trustee Bower, Trustee Ditscheit, Trustee Boyle, Trustee Gloeckler, Village Clerk Kohlhagen, and Village President Wicklund were all present, the Board of Review had a quorum. Trustee Peterson and Finance Director/Treasurer Kelly were excused 3. APPOINTMENT OF CHAIRPERSON Motion by Village President Wicklund to appoint Trustee Graf as the Chairperson. Motion seconded by Trustee Boyle. Motion carried unanimously (7-0) 4. APPOINTMENT OF VICE-CHAIRPERSON Motion by Village President to appoint Trustee Ditscheit as Vice-Chairperson. Motion seconded by Trustee Boyle. Motion carried unanimously (7-0) 5. APPROVAL O FTHE BOARD OF REVIEW MINUTES a) Approval of the July 14, 2025, Board of Review Meeting Minutes – Motion Trustee Ditscheit to approve the meeting minutes of July 14, 2025. Motion seconded by Trustee Gloeckler. Motion carried unanimously (7-0) 6. CLERK’S REPORT a) Confirmation of appropriate Board of Review and Open Meeting notices – Clerk Kohlhagen confirmed that all Board of Review and Open Book Meeting notices were posted and published. No action taken b) Verification that at least one member of the Board of Review has met training requirements – Clerk Kohlhagen stated that the Board of Review has meet the training requirements – no action taken c) Verification of ordinance adoption providing for confidentiality of income and expense information provided to the Assessor under state law (Wis.Stat.§ 70.47(7)(af)) – Clerk Kohlhagen stated that the Village of Union Grove does have an ordinance providing for confidentiality of income and expense information – no action taken 7. ASSESSOR'S REPORT 8. OTHER STATUTORY DUTIES PROPERLY BEFORE THE BOARD OF REVIEW a. Discussion and possible action to adopt a policy regarding the procedure for sworn telephone testimony and sworn written testimony – Motion by Clerk Kohlhagen to adopt a policy regarding the procedure for sworn telephone testimony and sworn written testimony. Motion seconded by Trustee Boyle. Motion carried unanimously (7-0) b. Discussion and possible action to adopt a policy regarding the procedure for waiver of Board of Review hearing requests – Motion by Clerk Kohlhagen to adopt a policy regarding the procedure for waiver of Board of Review hearing requests.
