Request to appoint City Manager Ron Redmond to the Addison County Regional Planning Commission's Regional Emergency Management Committee as Emergency Management Director and Fire Chief David DiBiase as Emergency Services Representative, for a one-year term commencing July 1, 2026. * d. Request for a motion to approve the 2026 Local Emergency Management Plan. * e. Request for a motion to reappoint Shannon Haggett, Lisa Godfrey, Chris Lapierre and Penny Austin to the Vergennes Planning Commission, each for a two year term, with that term ending July 31, 2028. * f. Request for a motion to approve the Vermont Agency of Natural Resources and the Vermont Agency of Transportation updated Town Road and Bridge Standards, effective January 21, 2026.* g. Presentation and Update of Phases I and II of the Vergennes Sewer Upgrade. *** Jennie Auster, Wright-Pierce and Ron Redmond, City Manager. h. Request for a motion for the City of Vergennes to award a contract for the Vergennes, VT WWTF Upgrade to PC Construction Company on the basis of the Base Bid and Bid Alternates A, B, and C received on May 28, 2026 contingent upon review and approval by the Vermont Department of Environmental Conservation (VTDEC) and United States Department of Agriculture, Rural Development (USDA-RD) to award the contract. * i. Request for a motion to approve an amendment to the Solar Energy Services Agreement (SESA) between Encore Vergennes Solar I, LLC, and the City of Vergennes, to approve a partial decommissioning of the solar array located at the Vergennes Wastewater Treatment Facility, involving only the separation, de-energization, removal and disposition of the Northern Array Solar Equipment located across from the Wastewater Treatment Facility administration building, and as consideration for the sale of the Northern Array Solar Equipment and the lost economic benefits under the SESA at the Closing, the City of Vergennes shall pay Encore Vergennes Solar I, LLC a full and final purchase price of eighty- seven thousand seven hundred and fifty Dollars ($87,750.00) from City Capital Fund 8, the fund established for wastewater projects.* 10.
