The Parks & Recreation Committee of the City of Victoria was called to order at 6:30 p.m. by
Chair Schulz.

b) Sketch Plat Review for Estoria Laketown
City Planner Brian McCann presented the Sketch Plat for Estoria Laketown (located at
2285 Arboretum Boulevard), adjacent to the Lake Bridge neighborhood the proposal
consists of a 76-unit senior cooperative building, six duplex units, and two single-
family homes consisting of four consists of totaling on 56.4 acres.
Mr. McCann explained the development process to the committee noting there are
three stages. Sketch plat, preliminary plat and final plat. He stated this proposal is
currently in sketch plat phase, and this had previously been presented to the council
and was approved through the preliminary plat as the Amira project for 147-unit
independent living for 55 years and older.
Mr. McCann noted the proposed project features 63 surface parking stalls and 104
underground garage stalls for residents. He also stated the project will access the
property via Sky Drive to the west, as the Minnesota Department of Transportation
(MnDOT) prohibits direct access to Highway 5 due to its proximity to existing
infrastructure
Mr. McCann highlighted the proposed project will consist of a public sidewalk
extension along Sky Drive, and private sidewalks throughout the development and
apartment building. A private connection, over a small portion of wetlands, which
would eventually connect to the LRT.
Mr. McCann outlined the process of Parkland Dedication and formula for parkland
dedication fees for committee members and the public and our Municipal Code
outlines our requirements for parkland dedication, and the formula is provided in the
report.

Mr. McCann noted in total, their dedication requires .933 acres, or $98,000, or some
combination of land and fee. Ther developer is considering dedicating some land in
the southern parcels to the city for the future Lake Minnetonka Regional Trail Corridor.
Committee Discussion and Action
The Park & Recreation Committee discussed the "trail gap" in the regional trail, which
currently includes three privately owned parcels to the east. While the committee
expressed interest in filling this gap, staff clarified that the city cannot legally require
the current developer to acquire or construct the trail on those private properties.
The Park & Recreation Committee was in favor of the project and recommend that the
City Council accept the LRT corridor as the parkland dedication for the project.

5 REPORTS/EMERGING ISSUES
The City Planner agreed to communicate the committee's interest in exploring alternative
boardwalk or trail options with the developer.
Committee members voiced concerns regarding previous recommendations for Huntersbrook
and Marsh Hollow parks, specifically ensuring that Pump Track does not intersect with
pedestrian walkways.

Plan process as it relates to the Parks & Recreation Committee. This item is intended to be a brief introduction
to comprehensive plans as city staff begin the process with their selected consultant, Bolton & Menk. Future
