New Business a. Sports Equipment Swap - Idea to have an event where people can bring in lightly used equipment to swap with others. This is based on the Go Green event held at the library earlier this month where families brought in clothes a few days earlier and came back later to “shop” - Thoughts on doing as a donation/swap. John reached out to Go Green Villa Park to collaborate. - Tammy wants to discuss how this will work and can it be done by season. John doesn’t think it needs to be seasonal. - Sue brings up the fact there’s no storge to hold equipment so it would need to be done over 2 days and what do we do with extra stuff. - Cari recommends people register for free similar to a class. - Does this become a first come first serve or how do we decide who goes first. Does each person donate then get a ticket to come “shop early.” What age group? - Can we talk with D45 to donate extra stuff and YMCA. - Space considerations event can be held outside. - This would have to be a volunteer run event. - Plan would be for the fall, lets put together a proposal on what this looks like and aim for the start of August. 7. Unfinished Business a. Recommendations for Lufkin Park Concert Series - March 11 the request was submitted for permit and was supposed to be brought up at department head meeting. Director Howe was out of town so this may be addressed next week. b. After Hours Rentals - Yes this is a possibility and can be done. Is this something we can add to the brochure. c. Culinary Classes Updates - How can we help find classes - Page 3 of 9 8. Commissioner Comments - Tammy-Shout out to Janet for cool activities for seniors - John- Upcoming events like Easter egg hunt, dodgeball - Daryl- Excited to be a part of community. Traveled to Bloomington with basketball and had a great experience 9. Chairperson Comments - Excited to utilize rec center for new youth volleyball league - Thanks to Sue for going to meeting - Go outside and enjoy all Villa Parks 10. Village Board Liaison Comments - Feedback from commmunity asking about open gym schedule for summer. Wants to make us aware if we need anything advertised please share 11. Page 4 of 9 Community Recreation Committee Villa Park Neighborhood Network Fee Structure A Regional Partnership Pricing Initiative Overview The Villa Park Parks & Recreation Department currently offers two pricing tiers for program registration: resident rates and non-resident rates. This proposal introduces a third option, the Neighborhood Network Rate, designed to strengthen relationships with adjacent communities by offering a middle-ground pricing tier to residents of Lombard, Oak Brook Terrace, and Elmhurst. This initiative reflects the Department’s commitment to regional collaboration and positions Villa Park as a welcoming hub for neighboring families while maintaining fair pricing for our residents. Many of our community organizations serve more than one municipality. This would strengthen the community within the groups and hopefully encourage neighboring families to check out our programming. Rationale Building Regional Partnerships Many residents of Lombard, Oak Brook Terrace, and Elmhurst are already familiar with Villa Park Parks & Recreation’s programming and facilities. By offering a discounted alternative to the standard non-resident rate, we can: • Cultivate goodwill and strengthen ties with neighboring park districts and municipalities • Create a formal recognition of our geographic and community connections • Lay the groundwork for potential future reciprocal agreements or co-programming opportunities Expanding Our Reach A Neighborhood Network Rate lowers the barrier to participation for nearby residents without undercutting the value of our residency. It allows us to fill program capacity while maintaining resident pricing as the most advantageous tier. Page 5 of 9 Proposed Fee Structure The Neighborhood Network Rate would be positioned between existing resident and non- resident pricing. The exact percentage differential would be determined by the Finance Department, but the general model is outlined below: Pricing Tier Rate Relative to Resident Fee Villa Park Resident Standard (baseline) Neighborhood Network (Lombard, Oak Between resident and non-resident Brook Terrace, Elmhurst) Non-Resident (all others) Full non-resident rate Eligible Communities The following communities would qualify for the Neighborhood Network Rate upon proof of residency (e.g., valid ID or utility bill): • Lombard, IL • Oak Brook Terrace, IL • Elmhurst, IL Eligibility may be revisited annually and expanded as regional relationships develop. Implementation Considerations Verification of Residency Participants would self-identify as Neighborhood Network residents at the time of registration and may be asked to provide proof of address. Staff should be trained on the new tier and how to apply it in the registration system. Page 6 of 9 Implication on Revenue Offering a discount to neighboring non-residents could impact the revenue with programming. We need to have a report that outlines how many people we have from the listed municipalities and discuss what this would mean in terms of revenue. The Neighborhood Network Fee is a modest but meaningful step toward building a more connected regional parks community. It communicates that the Villa Park Parks & Recreation Department values its neighbors and is open to growing relationships that benefit residents on both sides of the municipal line. Page 7 of 9 MEMORANDUM TO: Community Recreation Commmission FROM: DATE: April 22, 2026 SUBJECT: Recommendation for VPYB Field Installations at Lions Field (see packet) RECOMMENDED ACTION: BACKGROUND: DISCUSSION: Page 8 of 9 Request from VPYB for Fence, Scoreboard and Update Field Surface Dear Community Recreation Commission, This is Rocco Caifano, President of Villa Park Youth Baseball and Softball. VPYB met with Tim Howe back in November of 2025 and while the Village previously planned to rebuild Lions Field for play in 2026, we were informed that the necessary resources were not currently available to complete those improvements on that timeline. Lions Field has been out of our program for the past several years, so we’re excited to have it back this spring with functional lights. We’ve scheduled several night games to highlight both the field and the rooftop deck at the new recreation center. With Tim Howe’s assistance, we’ve also applied for a grant and are hopeful for a positive outcome. In the meantime, we have resources available to make some immediate, smaller-scale improvements. We would like permission to fund and install a fence, add a scoreboard, and update the field surface. We believe the fencing and field surface upgrades are important for player safety. If the Village is agreeable, we would appreciate guidance on the fastest path to move forward, especially with Opening Day scheduled for this weekend. Thank you for your continued efforts.
