March 6th, 2025
I. CALL TO ORDER
Chairman Pro Tem Diver called the meeting of the Historical Preservation
Commission to order at 6:00 p.m.
II. APPOINTMENT OF A CHAIRMAN PRO-TEM
Due to Chairman LoCoco’s medical reasons, Chairman Pro Tem was appointed.
Commissioner Sabri moved to approve Commissioner Diver as Chairman Pro
Tem for the March 6th meeting.
The Motion was seconded by Chairman LoCoco.
Voice vote:
AYES have it.
III. ROLL CALL AND DECLARATION OF A QUORUM
Present: Chairman LoCoco, Commissioners Diver and Sabri
Absent: Commissioners Castillo and DeAntonis
A Quorum was present.
IV. MINUTES OF THE NOVEMBER 7, 2024 MEETING
Commissioner Sabri moved to approve the November 7th minutes.
The Motion was seconded by Chairman LoCoco.
Commissioner Sabri moved to approve the January 2nd minutes.
The Motion was seconded by Chairman LoCoco.
V. OLD BUSINESS
a. Review of Plaque Design for Historic Preservation Award
i. Staff presented two different sizes for the awards. The commission
reviewed the size of the plaques from a 30-ft distance. The
commission felt the 12”x7” size was better to see from the street.

ii. Commissioner Sabri moved to approve the 12”x7” Historic
Preservation Award plaque. The motion is seconded by Chairman
LoCoco.

AYES have it.
b. Review of Historic Preservation Award Applications
i. Staff reminds the Commission that there is no cap to the number of
awards that can be given. It is the discretion of the Commission if
each application is worthy of award. The applications are not in
competition with each other.
ii. Two applications have been received; the Divers Residence at 431 S
Michigan Ave and the Stoltz Residence at 828 S Harvard Ave.
iii. 828 S Harvard Ave
1. Commissioner Diver appreciated the additional information
added after the January 2nd meeting.
2. Commissioner Sabri thinks the information is adequate and
would like to view the house in person.
3. Commissioner Sabri moved to approve the Historic
Preservation Award for 828 S. Harvard Ave. Chairman LoCoco
seconds the motion.
a. Voice Vote, the Ayes have it.
4. The house name would be Shively as they were the original
owners of the house and created the surrounding subdivision.
iv. 431 S Michigan Ave
1. Commissioner Diver shared additional information about
Arthur Kruggel who purchased the land in 1918. Diver family
thinks the name should be Kruggel for the original owner.
2. Commissioner Sabri expressed that Simon Diver has gathered
an abundance of information.
3. Commissioner Sabri moved to approve the Historic
Preservation Award for 431 S Michigan Ave. Chairman LoCoco
seconds the motion.
a. Voice Vote, the Ayes have it.
VI. NEW BUSINESS
a. Historical Museum Window Display to have a focus on the Historical
Preservation Award Winners of the past and the new 2025 winners.
b. Commissioner Sabri asked how long the plaques will take to be ready.
i. Staff explained that it will probably take 2-3 weeks.

c. Staff reviewed the timeline for the awards. Award Proclamation will be at the
April 28th Village Board Meeting and Award Presentation will be on the May
12th Village Board Meeting.
VII. PUBLIC COMMENTS
a. Community member Jennifer Stoltz was present.
b. Ms. Stoltz asked about the difference between the old plaques and the new
plaques.
i. Staff explained that there was confusion between the house number
and the year. Commissioner Sabri explained that this was discussed
at the January 2nd meeting.
c. Ms. Stoltz asked how the plaques could be adhered to the house. Staff
explained that the plaques should come with a kit to attach the plaque.
Commissioner Diver offered to help Ms. Stoltz with her plaque.
d. Ms. Stoltz asked if there were limitations on construction after receiving the
historic award.
i. Chairman LoCoco explained that the award is just honorary and there
are no limitations.
VIII. COMMISSIONER COMMENTS
a. Commissioner Diver brought attention to the Boyd family home on Kolberg
Court. Commissioner Diver has a personal connection with the family and
wanted to bring to light the difficulties they are facing with the construction
of a new home on their property, specifically with the sidewalk location and
existing bushes.
i. Commissioner Sabri said that he thinks it would be best to work with
Public Works and see what the setback would be and if it would it be
conforming with the village rules. He also asked if he could see the
home in person.
1. Commissioner Diver said that he could go look but it is an
active construction site and he probably couldn’t see much
beyond the construction fence.
ii. Chairman LoCoco said she would read the information and
understands the feelings of the homeowners but would need more
information.
b. Discussion was had about the emotional importance and sentimental value
of landscaping as well as the Village’s experience as the Garden Village.
c. Letters will be sent out to homes which have received the Historic
Preservation Award to see if they need a replacement plaque.

SUBJECT: Historic Preservation Month Presentation
RECOMMENDED ACTION:
Approval of the presentation for the Village Board meeting on May 12, 2025 in honor of Historic
Preservation Month.
BACKGROUND:
A presentation will be given at the Village Board meeting on May 12, 2025 about the 2025 Historic
Preservation Award recipients as well as calling attention to the importance of Historic Preservation
Month and introducing our new self-guided walking tour.
DISCUSSION:
Commission will determine if presentation is adequate as is or if further adjustments are needed.

RECOMMENDED ACTION:
Approval to activate the newly created self-guided walking tour of historic preservation award houses.
BACKGROUND:
A self-guided walking tour of all the Historic Preservation Award houses was created accessible via
Google Maps to showcase the wonderful history of Villa Park. Within each home listing is the brief
history of the home.
DISCUSSION:
The Historical Preservation Commission will decide if the walking tour is ready to be made public or if
further adjustments and changes are needed. A link would be published on the Village webpage so
residents and the public can find the map.
