Special Villa Park Liquor Commission Minutes
Meeting 10/28/2025 7:00pm
1. President Patrick opened the meeting at 7:13 pm
2. Roll Call – President Patrick, Commission Members: DeTomaso, King, Wagner and Weis in attendance
3. No public comments on agenda items or non-agenda items
4. Approval of Minutes – Unanimous vote by commission to approve the minutes from the Liquor Commission meeting held
on 9/23/25 and the special meeting held on 10/1/2025
5. Amendments to Agenda – No amendments made
6. New Business
• Monthly Reports – Commissioner DeTomaso discussed that the village will continue to provide monthly reports
to the commission, future reports include code enforcement starting next month (November 2025).
• Prohibiting gaming on Banquets (L) Licenses – Commissioner DeTomaso discussed that there have been
concerns of gaming being included with banquet (L) licenses, only one establishment currently uses this license,
and would like a text amendment made to prohibit gaming on (L) License. A consensus was taken on prohibiting
gaming on (L) licenses, all commissioners approved and a formal recommendation will be made to village board.
• Signage for Liquor Establishments - President Patrick discussed that the Village board requested the commission
review the signage ordinances and discuss. Commissioner Detomaso provided the commission with current
signage ordinances for review. Topics for the Liquor commission to review include amount of signage, types of
signage, location of signage, etc. The commission is to review current ordinances and be ready with
recommendations for November’s meeting.
• Moratorium on new gaming establishments – President Patrick discussed that village board members are
receiving overwhelming responses for villages residents that they do not wanting more gaming establishments in
town. The board is interested in having a moratorium put out that a new business needs to be established for a
set period (possibly 2 years) before they can apply for a gaming license. The Liquor Commission discussed the
process of putting a moratorium in place, the benefits of it, the expectations and how it would be implemented.
The commission also discussed the impact it might have on bringing potential new establishments into town. The
commission with continue to investigate this idea and further discuss it at next meeting.
• Tracking of Basset Licenses – Commissioner DeTomaso discussed that minimal tracking Basset certification been
done in the past as establishments that hold licenses should be providing the village certification information of
its employees within 120 days of hiring. Currently the village only gets this information at yearly renewal time.
The commission discussed how often establishments should provide Basset training info to the village throughout
the year. Consense was taken and establishments will need to provide Basset training information to the village
quarterly.
• Tracking Licenses with 50%+ Food Sales Requirement – Commissioner DeTomaso discussed that establishments
holding certificates EEEE, EEE, EE provide monthly breakdown to village to be in compliance with their license.
There is currently no tracking being done. He would like establishments to start with a simple breakdown to
include with monthly food and beverage tax info. A consensus was taken and establishments that hold these
licenses with provide the village with monthly tracking.

Commissioner DeTomaso – Staff liaison will be changing to Julie Settles (Finance Office) starting at our next
meeting.

President Patrick stated that he was approached by local business owner about liquor license fee increased and asked
that the commission discuss the idea of installment payment options for establishments to meet the increase. This topic
will be put on agenda for next month’s meeting.

As of 11-21-2025
• Gyros Express has requested moving from a EEE license to a EE license. The EEE license
is full pour and the EE is Beer & Wine only. They currently have gaming and intend to
continue.
• 5 O’Clock Bar has requested moving from a I license to a AAAA as they do not have
gaming and do not intend to have gaming.
• Mariscos Miramar has requested moving from an I license to a EEEE as they no longer
have gaming
• Highview has requested moving from a EE license to a EEEE license as they have no
gaming and do not intend to have gaming.
• Chuck E Cheese has requested moving from a EE license to a EEEE license as they have
no gaming and do not intend to have gaming.
• Simon’s has requested a change from an I license to an EEEE
