Page 2 of 8 Special Villa Park Liquor Commission Minutes Meeting 11/25/2025 7:00pm 1. President Patrick opened the meeting at 7:06 pm 2. Roll Call – President Patrick, Commission Members: DeTomaso, King, Wagner and Weis in attendance 3. No public comments on agenda items or non-agenda items 4. Approval of Minutes – Unanimous vote by commission to approve the minutes from the Liquor Commission meeting held on 10/28/2025 5. Amendments to Agenda – No amendments made 6. Discussion of Monthly Reports – Commissioner DeTomaso provided monthly revenue reports from the State of Illinois for October 2025, it is also posted on the village website. Commissioner DeTomaso also provided the commission with a report on Places of Eating Tax Payments to ensure establishments have paid in full prior to license renewal. Commissioner Weis requested the prior months (October) police reports regarding local liquor establishments. 7. New Business a. Discussion of Liquor License Renewals Village Liasson Julie discussed that approximately ten application renewals have been submitted. She has had several questions from establishments about license changes and complaints about fee increases. Local Liquor establishments are encouraged to come to commission meetings to ask questions. b. Discussion of Requested License Changes Commissioner DeTomaso discussed that several of the local liquor establishments have chosen to downgrade their liquor license category. There are still establishments that have not yet decided if they will change categories or have not yet responded to the village. c. Discussion of signage for liquor establishments Commissioner DeTomaso discussed that a survey was completed by Community Development where they took photos of every liquor establishment in Villa Park to assist establishments meet current village sign ordinances. All photos are available online in the agenda packet for the current meeting (11/25/2025). The goal is to get everyone into compliance so that the commission can focus on further changes or updates to ordinances if needed. d. Commissioner Weis brought up previous discussion about payment plans for License Renewals. President Patrick discussed the difficulties of staff tracking payment plans for different businesses as well as the issues it would cause for establishments regarding licensing from the State of Illinois. 8. Commissioner Comments – Commissioner King – Requested the correction to the spelling of his name on the agenda Commissioner DeTomaso – Reminder of the Town Hall being held on Friday 12/12/25 9. Liquor Commissioner Comments – Town Hall will be held December 12, from 5-8 pm at the Community Center. It is a great time for residents to meet with local commissions and village organization. Officers arrived and met with the female subject who informed them that her boyfriend left her at the bar and she just wanted to go home. Officers 335 E arrived and were informed the victim, Alvaro C. Gonzalez was attacked by 2 male subjects. Medics arrived on VPPC2502175 Bar Sonia scene and transported Alvaro to Elmhurst Hospital. Silva primary 609 W Liquor store employee, Shah, issued ordinance violation ticket for Unlawful Sale of Alcohol to Person under 21. Bar James Incident occurred on 10/31/2025 11/21/2025 12:30 VPPC2502053 North US Incident Krupiczowicz Liquor Park Banaszewski primary 2 Female subjects arguing and trying to fight. Officers found 2 intoxicated females who were refused service due Bar Stulgins, 5 E Timothy to their level of intoxication when they arrived. They started arguing with the bartender and patrons. Jasmine had a verbal argument with her boyfriend Pablo Garcia Avila inside Caps Bar & Grill. Strockis primary Officers responded to a battery call at Demito's Bar. The victim, Cody S. Vazquez, reported being struck multiple Demito's times in the face by an unknown male while in the men’s restroom. Cody had visible injuries to his nose and Bar Bar - 335 E declined medical attention. At liquor license renewal time some businesses were given the option to change to a different class license determined by the Commission. Fourteen businesses have chosen to move to a class more suitable for them. All these license changes are downgrades. Gyro’s Express is moving from a full pour to a wine and beer license. They currently have gaming and will continue to do so. The rest of the establishments on the list are moving to a more appropriate license category, and the new licenses do NOT permit gaming in their new classification. Below shows a table of establishments that are affected.
