Call to Order. Chairperson Pienkos called the meeting to order at 8:01 p.m. 2. Roll Call. Ex-Officio Mantels called the roll. Joe Amore of 309 East Maple Avenue spoke regarding new 988 Suicide Crisis and Prevention Hotline signs; gaps in the fence along the Union Pacific Railroad; and issues with various street or traffic signs that he had noted. Mr. Amore submitted documents for the record which are attached to these minutes. 6. Presentations. 6a. Report of the Bike, Pedestrian, and Transit Subcommittee. Commissioner Wagner gave a report of the Bike, Pedestrian, and Transit Subcommittee. Commissioner Wagner mentioned that the last meeting of the subcommittee was held on 05/23/2024. Topics of discussion included a retrospective of the events that had been held for Bike Month in May, efforts to compare the Bicycle and Pedestrian Master Plan to the Page 1 of 4 Page 5 of 47 Comprehensive Plan currently under development, Pace bus routes, the Tri-Trail Connector, the DuPage Rail and Safety Council, and an upcoming webinar entitled “People Over Parking”. 7. Approval of Minutes. 7a. Consider approval of pending minutes from the Traffic and Safety Commission meeting held on May 7, 2024. Motion to approve the minutes of the Traffic and Safety Commission meeting held on May 7, 2024, was made by Commissioner K. Timmerman and seconded by Commissioner Little. Voice vote passed with all ayes. Motion carried. Minutes approved. 8. Old Business. 8a. Item No. 898 – “Drive Like Your Kids Live Here” signs Ex-Officio Mantels provided general information as to the number of signs that had been ordered the last time, and how and to whom they were distributed. Ex-Officio Mantels also noted that the commission’s budget amount of $500.00 for CY 2024 had been confirmed, FT but that the commission had received direction that when it settled on the details of a purchase they could request approval from the Village Manager for a purchase amount in excess of the budget amount. Commissioners discussed various sign options, including the possibility of replicating the signs that had been purchased previously, but it was noted that the slogan and design of the signs purchased previously were likely protected by copyright. In light of the potential A copyright issues, commissioners also discussed the possibility of enlisting the assistance of the village’s Public Information Officer for the development of a slogan and the design of a sign. R Commissioners generally agreed that approval of the sign purchase should be deferred until a slogan and design for the proposed signs had been developed. Motion to table Item No. 898, “Drive Like Your Kids Live Here” signs, was made by Commissioner Flaskamp and seconded by Commissioner C. Timmerman. Voice vote 8b. D passed with all ayes. Motion carried. Item tabled. Item No. 899 – North Avenue Car Shows. Commissioners discussed that Strat’s had been somewhat more cooperative than they had in the past, and that the police were still doing what they could, but that events were still occurring similar to those that had been causing issues in the past. Commissioners also discussed the proposed development on the Strat’s site that was in the process of obtaining Village Board approval, the timeline for that process, and the possibility that the proposed development would eliminate the issues with the car shows. Commissioners generally agreed that the item should remain on the agenda pending the outcome of the proposed development’s pending approval process. Motion to table Item No. 899, North Avenue Car Shows, was made by Commissioner DeTomaso and seconded by Commissioner McMurray. Voice vote passed with all ayes. Motion carried. Item tabled. Item No. 900 – Parking restrictions on Princeton south of Belden Ex-Officio Mantels mentioned that staff did not provide notice to residents in the Princeton and Belden area as had been discussed at the commission’s last meeting, and noted that pending the commission’s direction, staff would plan on distributing notices in advance of the July commission meeting. Commissioners asked if there had been any further communication from the resident who submitted the original concerns. Ex-Officio Mantels responded that he was not aware of any. Commissioner Wagner mentioned that he had visited the location and rang two doorbells. One of the residents he spoke with did not share concerns about the current parking situation. The other resident he spoke with noted that a house on Belden had held a party and that there were vehicles parked on Princeton for that event, but that they did not note a consistent problem with parking on Princeton. Commissioners generally agreed that no action should be taken without residents in the area being given an opportunity to provide comment. Commissioners discussed that the item should remain on the agenda and that staff should provide notice to residents of the commission’s discussion. Commissioners also discussed whether the item should be tabled until the July meeting or until the August meeting and generally agreed that it should be FT tabled until the August meeting due to the Fourth of July holiday. Motion to table Item No. 900, Parking restrictions on Princeton south of Belden, until the August commission meeting was made by Commissioner DeTomaso and seconded by Commissioner C. Timmerman. Voice vote passed with all ayes. Motion carried. Item tabled until the August commission meeting. New item(s). A None. R 10. Commissioner Comments. D Commissioner McMurray had no report or recommendations. Commissioner C. Timmerman mentioned that he would not be able to attend the July meeting. Commissioner K. Timmerman had no report or recommendations. Commissioner Little had no report or recommendations. Commissioner Cuthbertson mentioned that at the Union Pacific Railroad crossing at Villa Avenue, the visibility for southbound traffic on Villa was severely impacted by foliage and suggested that the foliage be cut back to improve visibility. Commissioner Wagner had no report or recommendations. Commissioner Flaskamp mentioned that her family had attended the village recycling event, and had arrived prior to the advertised closing time, but that all the vendors had already packed up and would not take their items. Commissioner Flaskamp also mentioned that she had rented the village’s Party Trailer and that it had worked out very well. Page 3 of 4 Page 7 of 47 Commissioner DeTomaso mentioned that he had been noticing lately what he felt there were too many traffic signs on village streets, and wondered if the number of signs and “sign clutter” was reducing motorists’ sensitivity to them. He suggested that commissioners make a point of paying attention to traffic signs so they could form their own opinions on the topic. 11. Chairperson Comments. Chairperson Pienkos mentioned that Ex-Officio Mantels had provided commissioners with a document pertaining to trail crossing safety measures. Ex-Officio Mantels responded that as a follow-up to previous discussion by the commission regarding the potential implementation of additional trail crossing safety measures, staff had begun the preparation of a summary sheet outlining potential measures, whether or not they were permissible, and their associated installation and maintenance costs. Chairperson Pienkos also mentioned that he might not be able to attend the July meeting, and that he would likely not be able to attend the August meeting. 12. Village Board Liaison Comments. None. 13. Village Staff Comments. Ex-Officio Mantels mentioned that most members of the commission had received a letter from the Village Clerk with instructions on obtaining a village photo ID and a key fob, and noted that if FT there were any questions they should be directed to the appropriate staff as outlined in the letter. 14. Miguel Perez of Brandywine spoke regarding a request by Brandywine residents for the village to allow overnight parking on South Michigan Avenue south of Roosevelt Road. He noted that there was insufficient street parking in Brandywine, and that residents had to park a substantial distance from their homes and walk from their cars, often at night. He noted that some residents had been parking overnight on the portion of South Michigan Avenue in the village and done so for some time without receiving parking tickets, but that recently the village did issue parking tickets to vehicles that were parked there overnight. He asked the commission to consider an ordinance that would allow overnight parking on the portion of South Michigan Avenue located within the village. Joe Amore of 309 East Maple Avenue spoke regarding the Villa Avenue Improvement Project and future Railroad Grade Separation efforts. Mr. Amore provided his suggestions for the proposed Page 1 of 4 Page 11 of 47 design of those future improvements. Mr. Amore submitted documents for the record which are attached to these minutes. 6. Presentations. 6a. Report of the Bike, Pedestrian, and Transit Subcommittee. Commissioner Wagner gave a report of the Bike, Pedestrian, and Transit Subcommittee. Commissioner Wagner mentioned that the subcommittee had held two meetings in June, with the regular meeting on 06/27/2024 and a special strategic planning meeting on 06/29/2024. Topics of discussion at the regular meeting included the upcoming strategic planning meeting, mapping of bike racks in the village, the Tri-Trail Connector, and the attendance of Environmental Concerns Commission (ECC) and Bicycle, Pedestrian, and Transit (BPT) Subcommittee members at Summerfest. The special meeting was attended by all commissioners and by five members of the public, and focused on the development of a strategic plan and associated goals. 7. Approval of Minutes. 7a. Consider approval of pending minutes from the Traffic and Safety Commission meeting held on June 4, 2024. FT The pending minutes from the Traffic and Safety Commission meeting held on June 4, 2024, were not completed and not available for consideration at this meeting. Item pending. 8. Old Business. 8a. A Item No. 898 – “Drive Like Your Kids Live Here” signs Commissioner Wagner mentioned that a consensus had been reached for the use of the slogan “Drive Like Your Kids Play Here”, and that he had prepared a sample sign with the village logo. R Commissioner DeTomaso suggested that the commission move forward with the agreed-upon slogan, but that the previous red graphic design without the village logo be used, due to the additional cost and sign space associated with the logo. D Commissioners discussed various sign options, the process for submitting a design to the sign vendor and placing the actual order, and also the need to submit the proposed purchase to the Village Manager for review and approval. Motion to submit a request to the Village Manager for the approval of a purchase in the amount of $722 for 200 signs based on the design prepared by Commissioner DeTomaso and included in the agenda packet was made by Commissioner Little and seconded by Commissioner DeTomaso. Voice vote passed with all ayes. Motion carried. Submittal of a request to the Village Manager for the approval of a purchase in the amount of $722 for 200 signs approved. No further discussion or action occurred regarding this item. Item pending. 8b. Item No. 899 – North Avenue Car Shows. Commissioners discussed that Strat’s had been issued several citations since the ordinance was adopted, and that some had been adjudicated and that others were moving through the adjudication process. Chairperson Pienkos noted that the matter was being handled by the appropriate village staff and stated that he believed the item could be removed from the agenda. Voice vote tallied five (5) ayes made by Commissioners Little, Pienkos, K. Timmerman, and Wagner; and two (2) nays made by Commissioners DeTomaso and Flaskamp. Motion carried. Item closed. 8c. Item No. 900 – Parking restrictions on Princeton south of Belden Chairperson Pienkos mentioned that village residents in the area of Princeton and Belden had not yet been notified of the commission’s discussion, and that the item would be deferred to the August meeting. Commissioner DeTomaso mentioned that the commission had voted at its June meeting to table the item until the August meeting. Item pending. 9. New Business. None. New item(s). FT Commissioner Little mentioned concerns that one of the big issues in Villa Park is that there are no safe north-south bike and pedestrian routes. One of the biggest problems is the challenge for cyclists and pedestrians to cross St. Charles Road at Ardmore Avenue. Commissioner Little suggested that improvements to enhance the safety of cyclists and pedestrians crossing St. Charles Road should be implemented as soon as possible, in advance of the planned projects A to construct future bicycle and pedestrian facilities. Ex-Officio Guerra responded that a traffic engineering study would be needed prior to undertaking any substantial changes to the intersection, and that such a study was already expected to be part R of the Phase I process for the planned Ardmore Avenue Project. Discussion by commissioners regarding the St. Charles and Ardmore intersection followed, with specific topics including the volume of cyclist and pedestrian traffic at the intersection, motorist behavior observed by commissioners, intersection traffic crash data and statistics, the fact that the D traffic signals are part of a larger interconnected system, and potential options and costs for making the intersection more accommodating for non-motor vehicle users. Commissioners discussed that some of the more immediately available options included refreshing the pavement markings at the intersection and adding signage. Commissioners asked if it would be possible to obtain traffic crash reports for the intersection for the past few years to inform future discussion and Ex-Officio Guerra responded that staff would work to compile them. Commissioners discussed whether or not the topic should be added as a new agenda item and it was determined that it would not be added at this time. 10. Commissioner Comments. Commissioner K. Timmerman wished everyone a safe and happy Fourth of July. Commissioner Cuthbertson wished everyone a happy Fourth of July. Commissioner Little echoed the comments made by Commissioners K. Commissioner Wagner noted that August 6th would be National Night Out and that the Environmental Concerns Commission and the Bicycle, Pedestrian, and Transit Subcommittee would have a table at the event. If the “Drive Like Your Kids Play Here” signs were available by the event, they would be willing to distribute them. Commissioner Wagner mentioned that the Chicago Metropolitan Agency for Planning had recently released a study titled “Speed Management: Addressing a Regional Safety Crisis”. Commissioner Flaskamp wished everyone a happy Fourth of July. Commissioner DeTomaso wished everyone a happy Fourth of July. Commissioner DeTomaso mentioned that there had been a flag that appeared that it was going to fall, but that it had been taken care of, and he thanked Public Works for addressing. 11. Chairperson Pienkos mentioned that the commission’s next meeting would be on August 6th and that there was a chance that he would not be able to attend. 12. Village Board Liaison Comments. We are unable to attend the meeting, but wanted to share our comments. We're also concerned with the number of cars parked in our neighborhood - specifically during Villa Park Soccer League Season. Agree With: • Adding "No Street Parking" signs (on park side, not residential side) • Restricting parking and limiting to ONLY Twin Lakes parking spaces Do NOT Agree with: • Adding more parking spaces o There is a parking lot on the southeast side of the park (on Ardmore Ave) o Do not want to impact the local ecological system (No tree removal, vegetation removal, etc) ▪ This also negatively impacts the appeal and value of our neighborhood Recommend: • Including a notice to parents when registering children for Village Programming (aka Soccer League) to be respectful of residential parking restrictions • Sending a reminder to homeowners/residents that restriction applies to front easement as well. o Latest Renters at 1040 N Princeton parked on both sides of the street, including overnight parking • Parking Enforcement should monitor this during high traffic/parking problem times (Ex: Kid's Soccer League - Late April through Early June) Looking forwarding to hearing what actions the commission will take! (a) Except as hereinafter provided, no person shall park a vehicle on either side of the street on any street less than nineteen (19) feet in width as measured in a straight line, perpendicular to the curb, from the pavement side on one (1) curb to one (1) pavement side of the opposite curb. (1) Parking is allowed on both sides of Grant Avenue from Washington Street south to the dead end terminus of Grant Avenue. (b) No person shall park a vehicle on one (1) side of the street on any street less than twenty-nine (29) feet but at least nineteen (19) feet wide, measured as in paragraph (a) above. The no parking side is to be designated as the fire hydrant side. If no clearly defined fire hydrant side exists, the traffic and safety commission will recommend the no parking side; however, parking is allowed on both sides of the street on streets twenty-nine (29) feet and over in width, as measured in paragraph (a) above.
