1. Call to Order.
Chairperson Pienkos called the meeting to order at 8:00 p.m.

3. Amendments to the Agenda.
Ex-Officio Mantels noted that he had made several mistakes on the agenda for the meeting,
including: leaving Item No. 905, Pedestrian Signage and High-Visibility Crosswalks at St Charles
and Ardmore, on the agenda despite the fact that the commission had voted at the previous
meeting to close it; and failing to add new Item No. 907, “Drive Like Your Kids Play Here” signs,
even though the commission had voted to add it at the previous meeting. He also noted that the
November meeting minutes were not yet available.
Motion to remove Agenda Item 7a, Approval of Minutes, and Agenda Item 8e, Item No. 905,
Pedestrian Signage and High-Visibility Crosswalks at St Charles and Ardmore, made by
Commissioner Wagner and seconded by Commissioner DeTomaso. Voice vote carried with all
ayes.
Motion carried.
Items 7a and 8e removed from agenda.
4. Public Comments on Agenda Items.
Bonnie Gibellina of 1022 North Princeton Avenue provided comments regarding Item No. 900,
Parking restrictions on Princeton south of Belden. Ms. Gibellina’s comments generally expressed
that the issue of parking typically only occurred during soccer games, and that the problem was
generally limited to the green space on the east side of Princeton Avenue across from her house.

In her opinion, prohibiting parking on the entire west side of Princeton would cause issues for
Princeton homeowners and would not solve the issue.
5. Public Comments on Non-Agenda Items.
Jim Reed spoke regarding a letter he had sent to United States Representative Sean Casten
regarding automatic limiting of motor vehicle speeds, a copy of which is attached to these minutes.
6. Presentations.
6a. Report of the Bike, Pedestrian, and Transit Subcommittee.
Commissioner Wagner noted that the subcommittee’s last meeting was held on 11/21/2024.
Discussion included “Project Sidewalk”; the fact that the subcommittee would not meet in
December; and votes by both the subcommittee and the Environmental Concerns
Commission to make recommendations to staff to amend village ordinances regarding
bicycle parking. A copy of the recommendations is attached to these minutes.
7. Approval of Minutes.
7a. Consider approval of pending minutes from the Traffic and Safety Commission
meeting held on November 5, 2024.

8. Old Business.
8a. Item No. 900 – Parking restrictions on Princeton south of Belden.
Commissioners discussed this item and the public comments made by Bonnie Gibellina at

length. Commissioners questioned whether instead of prohibiting parking on an entire side
of Princeton it might be possible to instead place signs or barricades in the specific location
of concern. Ex-Officio Mantels responded that he would investigate whether barricades or

custom signs were feasible. Commissioners also questioned if the problem could be
resolved simply by communication between the village and soccer parents. Ex-Officio
Mantels responded that staff would discuss that as well.
Commissioners generally agreed that no action would be taken to recommend approval of

the draft ordinance or any other ordinance at this time, and that the item would be deferred
pending the staff investigation that had been discussed.
Motion to table Agenda Item 8a, Item No. 900, Parking restrictions on Princeton south of
Belden, made by Commissioner Wagner and seconded by Commissioner K. Timmerman.
Voice vote passed with all ayes.

Ex-Officio Mantels noted that staff was still working on the all-way stop control warrant
studies for both the Elm and Princeton intersection and the Division and Princeton
intersection and asked for the commission’s patience as staff works through that process.

Agenda Item 8c, Item No. 903, Stop Signs at Division and Princeton; made by Commissioner
DeTomaso and seconded by Commissioner Little. Voice vote passed with all ayes.

Chairperson Pienkos mentioned that he did not know for certain what budget amount was
being submitted for board consideration, but that the board would be meeting in the next few
weeks to review and approve the budget.
Commissioner Wagner mentioned that he had confirmed with Finance Director Howard that
the commission’s budget request of $2,500 would be in the budget submitted for
consideration by the Village Board.

8e. Item No. 905 – Pedestrian Signage and High-Visibility Crosswalks at St Charles and
Ardmore.
The agenda was amended to remove this item.
8f. Item No. 906 – Crosswalk across Ardmore Avenue near Lufkin Park.
Chairperson asked if there were any further comments.
Commissioner Little mentioned that commissioners had discussed at a previous meeting

that a crosswalk would cost approximately $10,000, and compared that cost against the total
amount of the village budget, which she stated was approximately $116 million. She noted
that these amounts were comparable to a household with an income of $116,000 per year
spending $10 on a carbon monoxide detector to protect their home.
Ex-Officio Mantels responded that he was not sure where the $10,000 cost estimate came
from, but that staff had discussed the topic further and now agreed that the cost of

constructing a crosswalk across Ardmore Avenue in advance of the larger Ardmore Avenue
construction project was a reasonable expense. Ex-Officio Mantels stated that staff would
still like to wait to proceed with construction until traffic counts were taken and a traffic study

was completed. An engineering agreement for the larger project which included those efforts
was expected to be submitted for consideration at an upcoming December Village Board
meeting, so construction of a crosswalk in 2025 would be feasible.
Commissioners discussed various topics, including the timeframe for the pedestrian traffic

study, the timeframe for the overall Phase I engineering effort for the larger project, and the
commission’s involvement in both.
Ex-Officio Mantels noted that in order for the pedestrian traffic counts to capture peak
volume, it would be necessary to wait until the weather was nice, and Lufkin Park was open
and being utilized. He noted this would likely be April or May.
Commissioners asked if there would be further discussion before staff proceeded with
construction. Ex-Officio Mantels responded that given how much the commission had
discussed the topic, staff would expect to bring the topic back for further conversation before
moving forward with any construction.
Commissioners asked if the item should be tabled until April or May.
Chairperson Pienkos stated that he would like to leave the item on the agenda in case there
is a desire for any further conversation before the traffic study is completed.

Commissioners briefly discussed new Item No. 907, “Drive Like Your Kids Play Here” signs, which
had been created at the previous commission meeting but was left off this agenda by mistake.
Chairperson Pienkos asked if the commission would like to consider adding the Bicycle,
Pedestrian, and Transit subcommittee recommendations regarding bicycle parking as a new item
on the Traffic and Safety Commission agenda. Commissioners generally agreed that it would not
be added and no action was taken.
10. Commissioner Comments.
10a. Commissioner DeTomaso had no report or recommendations.
10b. Commissioner Wagner mentioned Safe Routes, a campaign undertaken by DuPage County
in coordination with CMAP, and noted they would be having a virtual meeting on 12/05/2024.
10c. Commissioner Cuthbertson mentioned that the City of Elmhurst had started a sign program
similar to Villa Park’s “Drive Like Your Kids Live Here” program.
10d. Commissioner Little had no report or recommendations.
10e. Commissioner K. Timmerman noted that there had been a really good turnout for the
election, and also wished everyone a Merry Christmas and a Happy New Year.

Bicycle, Pedestrian, and Transit Sub'Committee

Village of Villa Park Board of Trustees,
It is the opinion of this subcommittee that the best way to encourage bicycle ridership
within town is the construction of bicycle friendly infrastructure, and perhaps the most
important of these is bicycle parking. To put it simply, if we intend for people to use their
bicycles to go shopping, visit restaurants, and otherwise travel across towtl, then there
must be a safe and convenient way to store their bicycle when they arrive.
Additionally, KLOA Inc. reported at the July 8th, 2024 Committee of the Whole Meeting
that both the Ardmore and VillaAvenue Business Districts have an overabundance of

unused parking. They recommended eliminating parking requirements in these areas to
spur further development.
For these reasons, we recofilmend that the Village modi$Article 7 of the Code of
A
Ordinances to better accommodate people traveling by bicycle and encowage economic
development. Particularly, we recommend the following changes:
' Modify Sec. 7.2 to reduce the minimum automobile parking ratios for Non-Residential

use areas near the Prairie Path or Great Western Trail.
o Modiflr Sec. 7.5.2 to increase the minimum short term bicycle parking ratios in these

areas to compensate for the changes to Sec. 7.2
' Modig' Sec. 7.4 to add crediting for additional short terrn bicycle parking which
exceeds the requirements of Sec. 7 .5.2 to reduce the required automobile parking
spaces in Non-Residential use areas.
Both the Ardmore and Villa Avenue Business Districts are well served by the Prairie Path,
and by reducing the automobile parking requirements in these areas we can make it easier
for new businesses to develop arid succeed.

municipalities to regulate the standing or parking of vehicles with respect to streets under their
jurisdiction; and
WHEREAS, the Village desires to amend motor vehicle and traffic regulations on North

WHEREAS, the Village of Villa Park Traffic and Safety Commission has voted at its regular

to be considered at next Villa Park Traffic and Safety Commission meeting
Dear Resident:
The Village of Villa Park Traffic and Safety Commission is expected to consider
recommendation of a draft ordinance to adopt new parking restrictions on Princeton
Avenue south of Belden at its next regularly scheduled meeting.
The public is invited to attend the meeting and provide comments prior to the
commission’s consideration. The commission’s next meeting is scheduled for
Tuesday, December 3, 2024, at 8:00 p.m. in the Village Board Room on the second
floor of the Village of Villa Park Village Hall, located at 20 South Ardmore Avenue.
Members of the public who would like to provide comments but are not able to attend the
meeting may submit those comments by email to trafficandsafety@invillapark.com no
later than Tuesday, December 3, at 3:00 p.m.
The draft ordinance would prohibit parking of vehicles on the west side of Princeton
Avenue from Belden Avenue south to the south end of Princeton Avenue. A copy of the
draft ordinance is enclosed, along with an exhibit depicting the limits of the proposed
parking restrictions.
If the commission votes to recommend adoption of the draft ordinance, the ordinance
would still need to be presented at a future Village Board meeting for consideration.
Please note that the draft ordinance pertains only to “on-street” parking restrictions, and
not to the marked perpendicular parking spaces adjacent to Twin Lakes Park. The
marked parking spaces are not part of the draft ordinance and would remain unaffected.

Dear Traffic and Safety Commission, and Staff,
Residents of Princeton Ave by Twin Lakes Park were provided a door knocker info regarding the
proposed ordinance right before Thanksgiving week, when there are many who are out of town and
busy with holiday gatherings with family. Because of the tight turn-around, I thought it best to email
you regarding the proposed ordinance and its impact on residents, as most likely the Board Packet
for the meeting would have been completed.
We feel that the proposed ordinance is punitive to residents that live on Princeton Ave and restricts
our right to the enjoyment of our property. The ordinance prohibits residents that have paid for their
property and pay property taxes to be restricted from parking on Princeton. The proposed ordinance
would also prohibit the guests of the residents from parking on Princeton limiting the enjoyment of
having a family gathering. Residents were not the cause of the parking difficulties that occurred. The
program participants park along residents’ property and also on the grassy area of the park under
the trees. This causes ruts and makes the area look unsightly. The park’s grassy area is part of the
park wetland and is the location of two storm water pipes that were required to be installed by my
husband and I when we built our house at 1022 N. Princeton. We are concerned that the parking by
vehicles in this area could move these pipes, depending on soil conditions which could affect the
proper water drainage from our home's drain-tile and flood our basement.
In addition, there are safety concerns because children are in amongst the parked cars, also running
into the street. Parents are not always attentive. As residents, when we drive slowly to our home,
the parents are startled and are upset by us driving to our home. It appears that there is not enough
time allowed between the games to provide time for parents to leave from the game their child has
participated to evacuate a parking spot and allow time for the next group of parents to arrive and
park in the parking lot . So there is an overlap of the time scheduled for the games when it comes
to the management of the recreation program.
Attached to this email are pictures of the parking issue when recreation programs are held at Twin
Lakes Park. The participants
Background: I had attended and spoke during “Public Comments on Agenda Items” during the
August 6, 2024 Traffic and Safety Commissioner Meeting regarding Agenda Item no. 900 which was
presented as “Old Business.” My comments explained that the parking issues were caused by the
soccer recreation program participants. The participants all try to park on Princeton as the soccer
field nets were set up on that side of the park.
For the August 6, 2024 meeting, another resident had emailed in response to the notification of the
Traffic and Safety Commission August 6, 2024 meeting, which was read during the meeting by the
commission, stating the issue with the parking on Belden was caused by the program

participants. The email also stated that there is no recommendation/desire for the parking lot on
Belden to be increased in size.
During the August 6th meeting participants were asked to provide a recommendation on how the
parking issues could be addressed. I stated that the problem could be mitigated economically by the
park’s department in using simple “h-frame” signs that can be made and installed along the west
side of Princeton as well as the park’s grassy area (adjacent to the parking lot) to remind participants
that parking is only permitted in the park’s parking lots. The h-frame signs could be easily installed
by staff or coaches before the games, and taken down after the games.
In addition, it's important to note further issue was caused by the installation of a porta potty in the
Princeton Parking lot, as it took up one of the parking spots, reducing the parking even more. Instead
of encouraging participants to use the OSLAD grant program-built brick bathrooms. (Residents had
to look at a porta potty which was there longer than the dates when the soccer program was held.)
Please amend Proposed Ordinance:
As residents, we request the Commission to amend the proposed ordinance as follows:
“Whereas, the Village of Villa Park Traffic and Safety Commission has voted at its regular meeting
held on December 3, 2024, by a vote of ___ to ___ to recommend that parking of vehicles not to be
permitted along Princeton Avenue, west side, from Belden Avenue to the south end of Princeton
Avenue except by residents whose home property is coterminous with Princeton Avenue, west side,
from Belden Avenue to the south end of Princeton Avenue. Twin Lakes Park visitors and program
participants shall park only in the Twin Lakes Park paved parking lots. Parking in unpaved areas is
prohibited.”

Hello,
My name is Rosa Botello, homeowner of 1036 N Princeton Avenue. We are unable to attend the
meeting, but wanted to share our comments. We're also concerned with the number of cars
parked in our neighborhood - specifically during Villa Park Soccer League Season.
Agree With:
• Adding "No Street Parking" signs (on park side, not residential side)
• Restricting parking and limiting to ONLY Twin Lakes parking spaces
Do NOT Agree with:
• Adding more parking spaces
o There is a parking lot on the southeast side of the park (on Ardmore Ave)
o Do not want to impact the local ecological system (No tree removal, vegetation
removal, etc)
▪ This also negatively impacts the appeal and value of our neighborhood
Recommend:
• Including a notice to parents when registering children for Village Programming (aka
Soccer League) to be respectful of residential parking restrictions
• Sending a reminder to homeowners/residents that restriction applies to front easement
as well.
o Latest Renters at 1040 N Princeton parked on both sides of the street, including
overnight parking
• Parking Enforcement should monitor this during high traffic/parking problem times (Ex:
Kid's Soccer League - Late April through Early June)

Sec. 14-207. No parking zones.
(a) Except as hereinafter provided, no person shall park a vehicle on either
side of the street on any street less than nineteen (19) feet in width as
measured in a straight line, perpendicular to the curb, from the
pavement side on one (1) curb to one (1) pavement side of the
opposite curb.
(1) Parking is allowed on both sides of Grant Avenue from Washington
Street south to the dead end terminus of Grant Avenue.
(b) No person shall park a vehicle on one (1) side of the street on any
street less than twenty-nine (29) feet but at least nineteen (19) feet
wide, measured as in paragraph (a) above. The no parking side is to be
designated as the fire hydrant side. If no clearly defined fire hydrant
side exists, the traffic and safety commission will recommend the no
parking side; however, parking is allowed on both sides of the street on
streets twenty-nine (29) feet and over in width, as measured in
paragraph (a) above.

In an effort to remind drivers to be vigilant and obey traffic laws and to slow
down and obey posted speeds, the Villa Park Traffic and Safety Commission has
initiated a pilot program to distribute a limited number of special yard signs. The
18” x 24” yard signs are red and white and read “Drive Like Your Kids Live Here.”
Signs can be picked up in the lobby of the Villa Park Police Station at 40 S.
Ardmore Monday through Friday between 7 AM and 7 PM. Residents are asked to
display the signs in keeping with village code and to limit their requests to one
sign per household. Signs may go quickly so please call the Villa Park Police
Department non-emergency number at 630-834-7447 to confirm availability.
