MINUTES OF THE MEETING HELD IN VILLAGE HALL BY THE TRAFFIC AND SAFETY
COMMISSION OF THE VILLAGE OF VILLA PARK ON
FEBRUARY 4, 2025
1. Call to Order.
Chairperson Pienkos called the meeting to order at 8:00 p.m.
2. Roll Call.
ExOfficio Mantels called the roll.

ABSENT: Flaskamp
Staff Present: Jesus Landa, Police Sergeant; Kevin Mantels, Assistant Village Engineer.

3. Amendments to the Agenda.
Ex-Officio Mantels noted that the December minutes draft is ready. The January meeting minutes
are not yet available. Motion to table Agenda Item 7b, Approval of Minutes, made by Commissioner
DeTomaso and seconded by Commissioner C. Timmerman. Voice vote carried with all ayes.

4. Public Comments on Agenda Items.

Ray Tanner spoke regarding a request he previously made to have a 4-way stop sign installed at
Princeton and Elm and Princeton and Division. He noted there was a recent accident where a child
was struck by a vehicle.
Tina Konstatos spoke with concerns of vehicles turning West from Southbound Ardmore and
vehicles making a U-turn from Eastbound to Westbound on North Ave. Both directions have a
green arrow. Commissioner Cuthbertson noted this may be a state issue being that North Ave is
a state road. Commissioner Little noted and it was confirmed by Sgt Landa that vehicles turning
must stay in the lane closest to them. Concerning North Avenue and Ardmore Avenue. Sergeant

Landa confirmed that any vehicles turning right must yield to any traffic in roadway and traffic
making a U-turn from eastbound north Avenue to westbound North Avenue has the right of way.
Drivers must turn in lane closest to them. Commissioner Wagner noted that any change in traffic
signals would be the responsibility of IDOT.
Katherine Maywood, Dist. 45 school nurse has concerns regarding traffic on Harvard Ave during
Ardmore School pick up times. Students are at risk when crossing the street due to speeding
vehicles and commercial vehicles traveling on Harvard.
6. Presentations.
6a. Report of the Bike, Pedestrian, and Transit Subcommittee.
Commissioner Wagner noted that the subcommittee’s last meeting was held on 1/23/2025.
Commissioner Wagner provided updates “Project Sidewalk”. There was a grant awarded to this
project. This grant was awarded to a private citizen, will benefit Willowbrook High School students
involved in the project and they are working on developing an app to identify issues. Training for
students took place on 2/4/2023. Bike summit being held in Springfield, IL on May 21, 2025, with
support of the police department and Elmhurst Bike Club. Commissioner Joe Amore gave his
report from the DuPage Rail Safety Council. The subcommittee is discussed a possible coffee
shop at the Metra Station. Commissioner Wagner attended a meeting for League of Cycling
Instructors and noted they have a new e-bike curriculum.
7. Approval of Minutes.
7a. Consider approval of pending minutes from the Traffic and Safety Commission
meeting held on December 3, 2024.
Motion to approve the minutes of the Traffic and Safety Commission meeting held on December
3, 2025, was made by Commissioner Wagner and seconded by Commissioner DeTomaso. Voice
vote passed with all ayes.
Motion carried. Minutes approved.
7b. Consider approval of pending minutes from the Traffic and Safety Commission meeting
held on January 7, 2025.
Motion to table the minutes of the Traffic and Safety Commission meeting held on January 7, 2025,
was made by Commissioner DeTomaso and seconded by Commissioner C. Timmerman. Voice
vote passed with all ayes.
Motion carried.
8. Old Business.
8a. Item No. 900 – Parking restrictions on Princeton south of Belden.
ExOfficio Mantels noted at December 3, 2024, meeting, discussions were had regarding staff
placing barricades, parking curbs, boulders or custom signs. Signs will not be able to be used due
to the current Village Ordinance. Suggestions were made that Parks and Recreation staff or
parents can set up temporary signs when needed. Local residents do not want 24/7-365 parking
restrictions. Commissioner C. Timmerman inquired whether parking restriction items would be
permanent. ExOfficio Mantels confirmed that any items would be a permanent fixture.
Commissioner DeTomaso had conversation with Parks and Recreation Director Greg Gola.
Discussed in general, additional parking, fencing and scheduling of games/events. Commissioner
Cuthbertson made a point that he did not want residents to be affected so they can utilize the
space during times there are no events. Commissioner Wagner suggested that specific verbiage
be added to the events guide specifying parking restrictions. Commissioners agreed that no action
would be taken to recommend approval of the draft ordinance or any other ordinance at this time.

Motion to rescind the draft ordinance was made by Commissioner Little and seconded by
Commissioner DeTomaso.

Conclusion that Parks and Recreation will be responsible to parking restrictions ExOfficio Mantels
confirmed that we can send a notice to residents regarding parking restrictions.
Motion to remove 8a. Item 900 was made by Commissioner DeTomaso and seconded by
Commissioner C. Timmerman.
Voice vote passed with all ayes.

8b. Item No. 902 – Stop Signs at Elm and Princeton.
ExOfficio Mantels has reached out to the PD for copy of most recent crash report at this
location. No traffic study has been done at this time. Also confirmed that the METCD has
specific standards (2b.13) regarding how many crash reports and time frames in order to
add traffic signs. Commissioner DeTomaso inquired if there were crosswalks at these
intersections. ExOfficio Mantels confirmed there are crosswalks, but they are not marked.
Commissioners DeTomaso and Little discussed crash report from 6/24/2025. Commissioner
McMurray question length of time to get warrant study completed and suggested adding
signs to current stop signs stating that cross traffic does not stop. ExOfficio Mantels advised
warrant study would be completed in 1-2 meetings but hasn't been completed yet.
Chairperson Pienkos and Commissioner DeTomaso requesting at least 3 years of crash
reports. Multiple discussions regarding adding and removing multiple stop signs between
Addison and Ardmore. ExOfficio Mantels stated that a warrant study would not encompass
multiple intersections. He will pull appropriate crash reports will be provided at next meeting.

8d. Item No. 906 – Crosswalk across Ardmore Avenue near Lufkin Park.
Chairperson noted that a traffic study will be done when weather permits. Director Guerra
confirmed that the scope of study will include pedestrian and bicycle traffic.
Commissioner Little mentioned that commissioners brought up concerns regarding accuracy of
traffic study. Director Guerra advised that the equipment used has the technology to count
pedestrian traffic at corner of Jackson and Ardmore as well as traffic that crosses at non crosswalk
areas. Director Guerra noted that there will be multiple options to complete the Phase 1 study. He
anticipated the preliminary reports from traffic study should be done by Mid June 2025.
Commissioner Flaskamp questioned what the difference with the crosswalk when Lufkin Pool was
operating as opposed to the new park. Chairperson Pienkos noted that he is not aware of any
issues prior to the park being built. Commissioner Wagner noted that Lufkin Pool was used
seasonally, and the new park is used nearly year-round. Keeping item on agenda for further
discussion. Engineering agreement that includes pedestrian study approved at last board
meeting. Accuracy depends on Lufkin Park being open and school is in session. Item pending until
Spring 2025.
8f. Item No. 907 – “Drive Like Your Kids Play Here” signs
Commissioner Wagner noted that they had 18 out of 200 signs left at Police

Department and would like to hold off on ordering more until the remaining signs are gone.
Discussions regarding new wording for signs. He suggested to wait to order more signs until he
has an accurate count. Commissioner DeTomaso inquired on first event of the year that will be
distributing signs and recommended ordering more sgns before needed so Village is prepared.
Commissioner Wagner confirmed first event would be the Prairie Path Cleanup mid April.
Chairperson Pienkos recommended waiting to order more signs until the need arises.
Commission McMurray suggests adding more locations for sign pick up.
Keeping item on agenda for further discussion. Commissioner C Timmerman requested to leave
item on agenda to follow up at next meeting.

9. New Business.
9a. Item No. 908 – Speeding/Traffic Safety Issues on Madison between Villa Ave and
Riverside Dr
ExOfficio Mantels noted that a speed radar sign was posted. Results are unknown at this time.
The Village is still exploring other options. Commissioners Wagner and C. Timmerman both
mentioned that they visited area and had not noticed any issues and traffic was light.
Commissioner Wagner also noted that there was a noticeable police presence.
9b. Item No. 909 - Reversing No Parking on Wildwood Ave from the South side to North
side.
DeTomaso mentioned the suggestion from a resident at Coffee with the Board to change parking
on Wildwood from the south side to the north side. He would like it to be added to agenda. ExOfficio
Mantels investigated when and why it was changed. There was an ordinance (2040, adopted
3/2018) passed by the board; T & S had no knowledge of new ordinance. Commissioner
DeTomaso mentioned issues consist of overgrowth of brush that encroaches into street making it
difficult for residents to utilize parking space. When foliage is trimmed, the issue is non-existent.
Commissioner Cuthbertson has concerns with loss of parking spaces if the sides are reversed.
Commissioner C. Timmerman wanted to note that the new rec center and it being a possible
polling place would also increase the number of vehicles. ExOfficio Mantels will provide board with
ordinance.
Motion to add item was made by Commissioner DeTomaso and seconded by
Commissioner C. Timmerman.
Voice vote passed with 6 ayes and 2 nays.

RE: Traffic on Harvard near Ardmore School
Chairperson Pienkos, Commissioner C. Timmerman and Commissioner McMurray noted that this
has been a continuous issue. The school was previously given three options by the village after a
traffic study was performed and ultimately decided to take on issue themselves. Commissioner
McMurray recommended sending a letter to district 45 stipulating that this is still an issue.
Chairperson Pienkos noted we will contact the school to inform them of the issue.

10c. Commissioner Wagner wanted to note that he recommends a program regarding student
traffic being due to students being driven to school as opposed to walking or riding their
bicycles.

10d. Commissioner McMurray Canadian national railroad crossing at Addison Road has severe
damage to the cement bases holding crossing gates.
10e. Commissioner Little wanted everyone to understand that even small issues are important.
And to reach out to your commissioners.
10f. Commissioner C. Timmerman mentioned an article in the Chicago Tribune regarding
panhandling as a safety issue. He will provide the article via email, and it will also be included
in the next agenda.
11. Chairperson Comments.
Chairperson Pienkos introduced and welcomed Janelle Manzke as the new secretary for the
Traffic and Safety commission.
12. Village Board Liaison Comments.
12a. ExOfficio Mantels has previously spoken to Canadian National Railroad, and they advised
that they need to discuss appropriate time with IDOT to make repairs at the Addison Rd., Crossing
as mentioned by Commissioner McMurray.
13. Village Staff Comments.

Resident spoke regarding 8e Item No. 908. Resident has concerns about vehicles leaving the rec
center and speeding down the street. She noted that having parking on the South side creates
opportunity for damage to vehicles from overgrown foliage and theft. She is in favor of changing
parking from South side to North side.

Commissioner Wagner noted that the subcommittee’s last meeting was held on February 27,
2025. Commissioner Wagner provided updates regarding “Project Sidewalk”. The project will
be funded by Active Transportation Alliance. The Ride of Silence will take place on on May 21,
2025 with support of the police department and Elmhurst Bike Club. The Parks and Recreation
Department will host a Smart Cycling class on May 12, 2025. Approval of Minutes.

8b. Item No. 902 – Stop Signs at Elm and Princeton.
ExOfficio Mantels reported that a warrant study for an all-way stop is being discussed with the
Engineering Department. A diagram and crash reports have been provided for this meeting. He
noted that the State of Illinois data through IDOT is only for the previous calendar year, not 2025.

Commissioner Little raised questions regarding locations of two crashes in the diagram one dated
June 16, 2023 and the other October 2, 2023. They appear to be in the front yard of addresses.
ExOfficio Mantels noted that the points of crash may not be accurate. He will re-review and adjust

8e. Item No. 906 – Crosswalk across Ardmore Avenue near Lufkin Park.
ExOfficio Mantels confirmed that in January the Village Board approved engineering service
agreement for the Phase 1 engineering design of the Ardmore corridor, from Roosevelt Rd to North
Ave. This will include the traffic/pedestrian traffic study in the Lufkin Park corridor, after the weather
permits, the park is in full operation and students are still attending school. Commissioner
McMurray questioned whether the crosswalk will be at the intersection of Jackson St and Ardmore
Ave or the park entrance. ExOfficio Mantels noted that that will be determined when the traffic
study has concluded. Motion to table Item No 906 was made by Commissioner Little and seconded
by Commissioner C. Timmerman.
Voice vote passed with all ayes.

8f. Item No. 907 – “Drive Like Your Kids Play Here” signs
Commissioner Wagner noted that the Prairie Path/Great Western Train clean up event will be held
on April 26, 2025. He is recommending the commission wait until after this event to order more
signs. Chairperson Pienkos stated he would suggest waiting until all the signs have been
distributed. Commissiners DeTomaso and Flaskamp remarked that the signs should be ordered

ExOfficio Mantels noted that a traffic crash and diagram has been completed and will be
available for the April 1, 2025, meeting. Motion to table item was made by Commissioner
DeTomaso and seconded by Commissioner C. Timmerman.

9b. Item No. 909 - Reversing No Parking on Wildwood Ave from the South side to North
side.
ExOfficio Mantels water to note that whether the commission votes to approve requested
changes, it will need to reconcile the village code. Currently there is approved street parking on
the South side of Wildwood Ave from Euclid East and prohibited from Euclid West. ExOfficio
Mantels will try to provide a sketch of what parking changes would look like. Commissioner
DeTomaso questioned if the village should ban all on street parking on Wildwood from Euclid to
Villa, on a temporary basis until the Union construction is complete. ExOfficio Mantels confirmed
that the developers for the Union project will have a right-of-way permit which will require the
developer to provide traffic control, this would potentially include no parking in the area.
Commissioner Flaskamp asked for clarity regarding separate issues for sections in Wildwood
corridor. Chairperson Pienkos confirmed that this item will be separate from any other discussions
for parking on Wildwood, East of the VPRC. Motion to table item was made by Commissioner C.
Timmerman and seconded by Commissioner Wagner.

9d. Item No. 911 – Traffic and Parking on Wildwood, East of Euclid to Villa Ave including
the intersection of Villa Ave and Wildwood
Commissioner McMurray recommended that 9b. Item No. 909 have a sperate agenda item
to further discuss Wildwood parking, East of Euclid. Motion to add item was made by
Commissioner McMurray and seconded by Commissioner DeTomaso. Commissioner Flaskamp
would like any available plans for the Union project be included in next agenda packet or before
next meeting.

Commissioner Little received an email from a resident regarding re-opening Chatham St
& Harvard St to relive Yale Ave of traffic congestion. Commissioner Flaskamp questioned why
these streets were originally closed. ExOfficio Mantels noted that staff will investigate why these
streets were closed. The Village of Addison has jurisdiction of Chatham, North of closure and they
are not willing to re-open street as of last contact. The Village of Villa Park has jurisdiction over
the East half of Harvard, North of the closure and full jurisdiction of the full width, Suth of closure.
Commissioner Flaskamp recommends that issue is investigated and discussed again after more
information on reason for closure is determined. ExOfficio Mantels recognized that a portion of the
area is the jurisdiction is that of Addison Township.

We did respond to a crash at that intersection on Tuesday 01/28/2025 @ 12:49 pm,
however it was determined there was no damage to either vehicle & neither driver wanted
to make a report.

of the Villa Park Municipal Code, to remove parking restrictions in the Villa Business
District; and
WHEREAS, Village Staff has recommended to the President and Board of
Trustees the addition of Section 14- 208. 5, Three- hour parking, of Chapter 14, Motor
Vehicles and Traffic, of the Villa Park Municipal Code, to amend parking restrictions in
the Villa Business District; and
WHEREAS, the President and Board of Trustees of the Village of Villa Park have
duly considered the recommendations of Village Staff and concur with said

SECTION 9: That of Section 14- 214, Park Boulevard parking lot, of Chapter 14
of the Villa Park Municipal Code, be deleted in its entirety and reserved.
SECTION 10: That Section 14- 223, Designated parking spaces for the
handicapped, of Chapter 14 of the Villa Park Municipal Code, as previously adopted
and subsequently amended, is hereby further amended to add thereto the following:
Kenilworth Avenue, south side, from Myrtle Avenue to Cortesi Avenue."
SECTION 11: The following section shall be added to Chapter 14 of the Villa
Park Municipal Code:
Sec. 14- 208. 5. — Three- hour parking.
It shall be unlawful for any person to park a motor vehicle for in excess of
three ( 3) hours at any of the following locations:
Villa Avenue, east side, from a point one hundred fifty ( 150) feet
north of Wildwood Avenue to the centerline of Central Boulevard
extended from 9: 00 a. m. to 8: 00 p. m.
Ovaltine Court, north side, from Villa Avenue east to the alley from
9: 00 a. m. to 8: 00 p. m."
SECTION 12: That the Village Manager is hereby directed to instruct the Public
Works Department to install the appropriate signage as required by the provisions of

SECTION 13: All ordinances or parts of ordinances in conflict with this ordinance
are hereby repealed to the extent of such conflict.
SECTION 14: This ordinance shall be in full force and effect from and after its

I would like to set up a meeting with you this week to discuss the EXTREME DANGER posed to
my family, property and neighborhood.
Tonight, Saturday, March 8th, 2025 for the THIRD TIME....yes, you're reading that correctly, the
THIRD TIME, a car coming out of THORNTONS, CRASHED INTO MY SON'S FRIEND'S CAR.
2017: Drunk driver crashed into my mailbox, flipped onto my lawn
2023: Drunk drive crashed into MY CAR, TOTALLED THE CAR and had to be taken by
ambulance.
2025: Driver crashed into car in front of my house, TOTALLED THE CAR and TOOK OFF
ENOUGH IS ENOUGH.
I WANT A CUL DE SAC OR BARRIERS AT THE END OF MY BLOCK BY THE END OF
MARCH!!!!
It is YOUR duty as Village Manager to MEET WITH ME and SPEARHEAD IMMEDIATE
ACTION!!!
I expect a call on Monday, March 10th to MEET WITH YOU and resolve this.
This is DANGEROUS, LIFE THREATENING and ABSOLUTE EMBARRASSMENT for the
Village.
I WILL NOT tolerate this any more and will take ACTION INTO MY OWN HANDS if the Village
does not do something about it.
