An Ordinance of the Village of Villa Park, DuPage County, Illinois, Amending Chapter 23, Article XII of the Villa Park Municipal Code Regarding Allocation of the Retailers' Occupation Tax for Cannabis Sales This ordinance, which was proposed by several trustees, would codify the allocation of revenue from the Village's 3% tax on cannabis sales. Under this ordinance, one-third of the revenue would be allocated toward the construction and operation of a new community swimming pool. This is not a new tax. This is a first reading. 11. Ordinance for Second Reading a. An Ordinance of the Village of Villa Park, DuPage County, Illinois, Amending Section 14-207 of the Villa Park Municipal Code Regarding No Parking Zones The Plan Commission is recommending an Ordinance to eliminate on-street parking on the north side of E. Wildwood Ave from Villa Ave to S. Myrtle Ave and on east side of S. Myrtle Ave from Wildwood Ave to Wildwood. This will allow for greater access along Wildwood as these portions of the roadway will be reduced with the construction of Union Development and the VPRC. b. An Ordinance Amending Section 3-313(A) of The Municipal Code of the Village of Villa Park Decreasing the Number of Class AA Liquor Licenses and Increasing the Number of Class AAAA Liquor Licenses (Standard Meadery) c. An Ordinance of the Village of Villa Park, Illinois, Amending Article III of Chapter 9 of the Villa Park Municipal Code Regarding Fees for Emergency Medical Transportation and Related Services d. An Ordinance of the Village of Villa Park, DuPage County, Illinois, Amending Multiple Sections of Chapter 2 of the Villa Park Municipal Code Regarding the Villa Fest Commission and Sub-Committees This Ordinance would dissolve the Villa Fest Commission and amend the structure of sub-committees to allow the creation of a Villa Fest Sub-Committee of the Community F.U.N. Commission. These changes were recommended by the Community F.U.N. Commission. 12. Ordinances 13. Resolutions a. Resolution of the Village of Villa Park, DuPage County, Illinois, Approving Final Change Order Number 02 to the Contract with Trine Construction Corp. of St. Charles, Illinois, for Construction of the Jackson Area Improvement Project for a Net Deduction in the Amount of $809,949.20 This Resolution authorizes the Village Manager to execute the change order in substantially the form attached hereto to the contract with Trine Construction Corp, of St Charles, Illinois. The Village has a contract with Trine Construction Corp., in the amount of $6,659,423.84 for the construction of the Jackson Area Improvements. Proposed final Change Order Number 2 consists of the final balancing of contract quantities as measured in the field. The net amount of the proposed final Change Order Number 2 is a net deduction in the amount of $809,949.20, for an adjusted contract amount of $5,849,474.64 14. Appointment to Commission a. Ardmore Avenue Villa Park, IL 60181 1. Call to Order & Roll Call • The meeting was called to order by President Patrick. Clerk Laukant performed the roll call. o Present: President Kevin Patrick, Trustees Jack Kozar, Cari Alfano, Jorge Cordova, Khalid Sabri, Deepa Kumar and Tina Konstatos. 2. Pledge of Allegiance • Attendees stood for the Pledge of Allegiance. 3. Discussion a. GEMT and Ambulance Billing Chief Stapleton explained this is Ambulance Billing 101. Also present is Director Samantha Rovik from Paramedic Billing Services, who is here to answer any questions. Deputy Chief Reposh will be giving you a presentation with a broad overview of the billing process. Presentation: Proposing to bring the GMET rate to $3,555 for both resident and non- resident. This number is right in the middle of all our neighbors. Deputy Reposh also showed 2025 data history and what the revenue increase would be with the proposed rate. Discussion ensued. Samantha Rovik explained how all the billing and deductibles work. It is the Village’s decision of collecting the balance from the resident or writing it off. b. And c. – PW, Parks, Community & Economic Development and Engineering Combined Kevin Mantels explained a new way to present updates to everyone for better transparency. It is a Project Dashboard showing a brief general description on any project, indicated on the map, as well as the status. This dashboard is a “work in progress”, however it was presented with projects the Village is working on. All items will stay on for 12 months after completion. Page 41 of 150 Questions were asked about tree trimming and removal being added to this dashboard. Director Salerno and Director Guerra explained the process for tree removal and the problem with adding that to the dashboard. Trustees Konstatos, Kumar and Sabri made suggestions regarding the tree situation. Director Salerno also stated that there is an employee who is interested in becoming an arborist. A question was brought up about where the wastewater from the Union project will go. Director Salerno explained it will go to Salt Creek Sanitary District. He also explained there are multiple connections already to the sanitary sewers in our streets for that development. 4. Public Comments Cheryl Tucker: Thanked the board for moving forward with the update of the Village website and having it be easier to use. 5. Pledge of Allegiance – Lead by Villa Park VFW Post 2801 • Attendees stood for the Pledge of Allegiance. 3. Amendments to the Agenda None 4. Public Comments on Agenda Items Cheryl Tucker: Item 9a – Financial questions. Would like clarification on some line items on the bill listing. Item 12a – Police Department vehicles: request for replacement. Is it a yearly request. Where will we see those items in the budget? Item 12c – Is it a plow truck or is it a dump truck with a plow on the front? Is this in the budget? Item 13a – Are there 2 budgets – one for the F.U.N. Commission and one for Villa Fest Commission? What is going to happen to with the Tri-Trail project with the construction of the Union going on? Item 15a – Hope to move the cannabis tax from the park fund to a future pool fund account. 5. Public Comments on Non-Agenda Items Brian Graber, Superintendent at School District 45: Mr. Graber was here to explain the District 45 referendum that will be on the March 17th ballot. Explained the deficit – the referendum is to increase the tax rate by .276% or approximately $299/year or $25/month for Page 43 of 150 the average homeowner in Villa Park. He explained what steps will need to be taken if the referendum does not pass. 6. Proclamations a. Proclamation Recognizing February 2026 as Black History Month 7. Presentation a. Sugar Creek Golf Course – Dewberry Architect Presentation Director Howe introduced Brian Kerner from Dewberry Architects to present the facility maintenance assessment. Mr. Kramer explained the report that was provided about the site and what is needed. Steve Kranenborg from V-3 spoke about the zoning and site development. Discussion ensued with the board. Trustee Kozar asked about the money issue. Why pay for a study for a project that may never get off the ground. Trustee Cordova asked if there is a cost for all this. Is there another place for this. Mr. Kramer explained that no costs have been studied. Also stated that there may be other property possibly available for sale. Trustee Sabri asked if the Village was aware that this study was going on. Director Howe said the Administrative Board of Sugar Creek moved forward with this study. It was paid for by the Golf Course. Sugar Creek is doing much better financially since 2020. President Patrick advised Director Howe that we need to move forward on acquiring a new IGA with Elmhurst Park District. Director Howe confirmed that Sugar Creek Golf Course still owes money to Villa Park and Elmhurst Park District. 8. Appointment to Commission None 9. Consent Agenda • The Consent Agenda included the following items: a. Bill Listings for 1/26/26 for CY 2025 in the amount of $477,112.37 and 1/26/2026 for CY 2026 in the amount of $573,728.38. And bill listings for 2/3/2026 for CY 2025 in the amount of $314,451.72 and 2/3/2026 for CY 2026 in the amount of $211,194.73. b. Approval of the Minutes of the Village Board of Trustees Meeting held on January 26, 2026. Motion to approve Item 9b of the consent agenda made by Trustee Konstatos and seconded by Trustee Sabri. Director Mika explained this questioned item. • Questioned Director Guerra about payments for the following: IDOT signal maintenance on North Avenue Villa Bridge – Phase I Engineering Study Weather Forecasting – Annual Subscription: 50% paid by Water Account and 50% paid by Wastewater Account Annual Fee for J.U.L.I.E. - 50% paid by Water Account and 50% paid by Wastewater Account Uniform Allowances – part of the Union contract. Employees are not required to provided receipts to the Village. Firewall – need to verify that with Brian Sawyer • Questioned Director Howe about payments for the following: Lift Rental – Bucket truck not available, being used for trees Elevator – This charge was in addition to the cost of the elevator Advertisement Charge – One was not paid for by previous administration and one charge was current Program Printing – For the Recreation Brochures Basketballs – Basketball program is exploding and needed more balls Trustee Alfano: • Questioned Manager Rivas about the following: Kiwanis Dues – Been members for years. We do attend meetings and assist with concerts. • Questioned Director Guerra about payments for the following: Wireless Bills – One bill was missed. We bill each department for how many phones they have. Tri-Trail Connector Charges – When will those be paid in full? These are IDOT projects that take a long time to close out. Replacement Sump Pump – There was a power surge at the wet weather facility. Several pieces of equipment were affected. This sump pump was provided by Flowtech. There possibly could be an insurance claim to be filed. Commission. These changes were recommended by the Community F.U.N. Commission Trustee Cordova read items stated in the new commission ordinance that this ordinance goes against. Changing rules from August to now is not transparent. Trustee Kumar asked why Villa Fest is being dismantled and being moved under the F.U.N. Commission. President Patrick explained the Summer Fest event and commission from the past. Also added how the experienced individuals from the F.U.N. Commission can help make Villa Fest a successful event. Trustee Kumar suggested that other committees could use that option of having a sub- committee and we should readdress this and allow others to be part of the sub- committees. Attorney Morton explained that the current ordinance does allow for sub-committees except for the Zoning Board of Appeals Committee. This financing is for a term of three years with an anticipated interest rate of 4.5% and will allow the village to continue with its equipment replacement plan for 2026. This financing will allow the village to spread a reasonable cost over the next three years to minimize the impact to the 2026 budget. President Patrick explained that an idea was discussed to put the Parks 1% cannabis tax towards a new pool fund. Manager Rivas said they will put some legislation together to present to the Board to reallocate funds from Parks to the pool fund. Trustee Kumar asked for an update from our commissions, in writing, of what they are working on. This could be quarterly and would like the first one by March 31st. President Patrick explained that the commission meeting minutes will give you the information you are looking for. The minutes are meant to be brief and generic and the detail is from the videos. Trustee Alfano stated that she thinks it is important that we know what the commissions are doing. We have board liaisons at the meetings, minutes and videos. Trustee Konstatos brought up the Alex Project that she would like the Village to look into. The project is collecting donated bags of hats, gloves, food, and personal care items and are handed out to the Police Departments. It is free for us, but would be good to put on our website, if we choose to participate. President Patrick suggested that we reach out to the commissions, the F.U.N. Commission deals with outreach programs. Director Mika spoke about 2 bonds that are on the residents’ tax bills. We have the opportunity to refinance these bonds and save money for the residents. 16. Finishline and the Village wish to prevent the use of groundwater in this location as a supply of potable or domestic water and to limit soil access to protect health and environment. To do so under the IEPA's guidance, they needed to entered into the HAA. The HAA lacked certain cost and liability protections, so some language was added to the model HAA to address those issues. The IEPA rejected what the Village Board had adopted, stating that any separate agreements needed to be supplemental to the official HAA. DISCUSSION: These two resolutions would adopt a supplemental HAA, to address reimbursement and liability for work in the Village's right-of-way, and the template HAA, in the exact form provided by the IEPA. The previous HAA from 2024 would be repealed. (“Finishline” or “Owner/Operator”), and (2) the Village of Villa Park, Illinois, an Illinois municipal corporation (“Village”), collectively known as the (“Parties”). In furtherance therefore, the Village reserves the right to identify, investigate, and remove contaminated soil and/or groundwater above Tier 1 residential remediation objectives from the right-of-way identified in the Highway Authority Agreement and to dispose of them as it deems appropriate in accordance with applicable environmental regulations so as to avoid causing a further release of the contaminants and to protect human health and the environment. Finishline shall reimburse the actual costs incurred by the Village or others in so identifying, investigating, removing, storing, handling or disposing of contaminated soil and/or groundwater, and it shall not be a defense for Finishline that those costs were not consistent with or required by Illinois Pollution Control Board or United States Environmental Protection Agency regulations, guidelines or policies. Prior to incurring any such costs, and unless there is an urgent reason otherwise, the Village shall first give Finishline thirty (30) days’ notice and an opportunity to remove or dispose of contaminated soil and/or groundwater, at Finishline’s cost, to the extent necessary for the Village’s work. Such removal and disposal shall be in accordance with all applicable laws and regulations. Failure to give this opportunity to Finishline shall not be a defense to a claim for reimbursement or that the work should not have been done. There is a rebuttable presumption that the contamination found in the right-of-way, as described in Exhibit B to the Highway Authority Agreement, arose from the release of contaminants at the Site. Section 3. Indemnification. Finishline shall indemnify and hold harmless the Village, and other highway authorities, if any, maintaining the highway Right-of-Way, and the Village’s agents, contractors or employees (“Highway Authority parties”) from and against any losses, liabilities, damages, claims, judgments and actions (including attorney’s fees and court Page 1 Page 57 of 150 costs), directly or indirectly arising out of or in connection with the Releases and/or other contaminants from the right of way described in Exhibit C to the Highway Agreement (“Claims”), regardless whether said Claims were caused by the negligence, but not the gross negligence, of the Village or other Highway Authority parties, and regardless of whether said Claims relate to events allegedly caused before or after the effective date of the Highway Agreement and/or this Supplemental Agreement. In addition, Finishline shall indemnify and hold harmless the Village from and against any losses, liabilities, damages, claims, judgments and actions (including attorney’s fees and court costs) directly or indirectly arising as result of the Highway Agreement and/or this Supplemental Agreement brought by any persons to whom the Village has granted a permit franchise prior to the date of this Agreement. Section 4. Binding Effect. This Supplemental HAA shall run with the land and be binding upon all assigns and successors in interest to the Owner/Operator of the Site. The Owner/ Operator shall cause copies of this agreement and the executed Highway Authority Agreement to be recorded in the office of the DuPage County Recorder of Deeds in the chain of title for the Site within 30 days of execution. Section 5. Severability. If any term or provision of this Supplemental HAA is held to be invalid or unenforceable under any applicable statue or rule of law, such holding shall be applied only to the provision so held, and the remainder of this Agreement shall remain in full force and effect. Section 6. Survival. Notwithstanding completion or termination of the Supplemental HAA for any reason, all rights, duties, obligations of the parties to this Supplemental HAA shall survive such completion or termination and remain in full force and effect until fulfilled. Section 7. Governing Law. This Supplemental HAA shall be governed by and interpreted pursuant to the laws of the State of Illinois. Section 8. Joint Drafting. The Parties expressly agree that this agreement was jointly drafted, and that both had opportunity to negotiate its terms and to obtain the assistance of counsel in reviewing its terms prior to execution. Therefore, this agreement shall be construed neither against nor in favor of either Party, but shall be construed in a neutral manner. Section 9. Attorney Fees. In the event that any action is filed in relation to this agreement, the unsuccessful party in the action shall pay to the successful party, in addition to all the sums that either party may be called on to pay, a reasonable sum for the successful party's attorneys' fees. Section 10. Paragraph Headings. The titles to the paragraphs of this Supplemental HAA are solely for the convenience of the parties and shall not be used to explain, modify, simplify, or aid in the interpretation of the provisions of this agreement. Highland (Princeton to Villa) — This project is fully complete and will no longer be included in future project updates. ICC Temporary Fire Station and Fire Station 81 Renovation and Abatement — Construction at Station 81 continues to move forward. Spaces at Station 81 are being framed and new spaces are beginning to take shape. Village staff meets bi-weekly with Lite Construction and Kluber Architects to ensure the project runs smoothly, issues are addressed quickly, and the project stays on track for completion. Parks staff continues to work closely with Fire to ensure needs are met throughout the projects. Jackson Area — Construction of the Jackson Area Improvement Project has achieved final completion. Staff has agreed to final quantities with the contractor. A final, balancing change order has been submitted for consideration at the 02/23/2026 Village Board meeting. Lactation / Quiet Room — Parks staff have completed the construction of the lactation space in the Public Works/Community and Economic Development office building at 11 W Home Ave. Furniture and a fridge were moved into the space in early February. This new space provides a private and comfortable nursing area. Lighting Improvement Projects — The Parks department is making lighting improvements at Village Hall, Police, and the Parks office and maintenance garage. Existing lighting at these buildings is being changed to better, more efficient, and brighter LED. Also, as these LEDs are better than existing lighting, we are able to reduce the number of fixtures in some locations while still improving lighting quality. Parks Office and Restroom — The Parks Department has completed improvements to staff break and work areas at 42 W Home Ave. Furniture was installed the week of February 16, and the room is being set up to return to normal operations. The restroom at 42 W Home Ave is still planned to be completed by contractor, staff are working to prepare information to bring before the Village Board in March for approval to proceed. These improvements will include appropriate spaces for custodial staff and supplies, as well as a new restroom facility. The restroom will have all new fixtures, walls, tile, paint, lighting, heating/cooling, plumbing, and electrical. Ridge Road Drainage (also known as the DCEO Drainage Improvement Project) — Construction work has achieved substantial completion. The only site work that remains is the completion of punch list 1 Page 84 of 150 items. A final balancing change order has been approved. Staff is now working to coordinate the completion of the punch list work and the closeout of the project. Sidewalk Program — Staff is currently working to close out the 2025 Sidewalk Program. Some punch list work was not completed before winter weather set in and must still take place when weather permits in the spring. Staff is working to prepare a final balancing change order for consideration at an upcoming Village Board meeting. Staff is also preparing for bidding of the upcoming 2026 Sidewalk Program. Village Hall Sewer Repairs — Village Hall has been experiencing sewer backups. Issues have been identified and staff are preparing for repair work to begin. Current underground plumbing at Village Hall will be changed to overhead plumbing to eliminate issues now and moving forward. Staff are working to coordinate the work and timeline with the contractor. Design & Planning Updates Ardmore (IL 38 to IL 64) — Phase 1 preliminary engineering is currently in progress. Staff held a meeting with the DuPage County Department of Transportation the week of 02/09/2026 for coordination pertaining to the two trail crossings located within the project limits (the Illinois Prairie Path and the Great Western Trail). The village expects to hold the first of several public information meetings for the project in the coming months after project base sheets have been prepared. The village has been awarded federal Surface Transportation Program (STP) grant funding for improvements to the Ardmore Avenue corridor from Roosevelt Road to North Avenue. Construction, which is still several years away, is expected to be completed as three separate projects, but per requirements established by IDOT, the Phase 1 study of the entire corridor will move forward as a single effort. Harvard and Jackson Resurfacing — Design of this project is underway. Bidding is expected to take place in the next few months, and construction is tentatively expected to begin after School District 45 lets out for summer break. Iowa and Michigan (Plymouth to Ridge) — Funding to complete the design of these improvements is budgeted in CY 2026. Staff is considering removing the water main replacement from the scope of the project, as the water system improvements require IEPA loan funding and eliminating the project’s reliance on that funding would significantly expedite the timeframe for breaking ground on construction. Park (Ardmore to Cornell) — Design of this project is underway. Construction is tentatively expected to begin after the 07/04/2026 holiday. Construction costs will be paid with Motor Fuel Tax (MFT) funds. Pavement Maintenance Programs — Public Works staff is planning another round of annual pavement maintenance programs for 2026. The exact scope and expected cost of those programs is yet to be determined but is tentatively expected to include at least some pavement resurfacing and some pavement rejuvenation. Other maintenance efforts will be undertaken as appropriate based on need and budget. 2 Page 85 of 150 Terrace Alley (Princeton to Ardmore) — Staff met the week of 02/09/2026 with all but one of the property owners of the apartment buildings along the south side of the alley to make them aware of the proposed alley improvements and to discuss the details of the project. The project is expected to receive federal Surface Transportation Program (STP) grant funding for a portion of the cost of construction and construction engineering. Washington Sewer Separation Section 2 — Design of this project is underway. Staff holds regular progress meetings with the design engineering consultant. The village is seeking low-interest loan funding from the Illinois Environmental Protection Agency (IEPA) for the combined sewer separation efforts that are a necessary part of the scope of the project. After submitting an IEPA loan planning application for the project last year, the village is getting close to obtaining that planning approval. Even after the planning approval has been granted, there will still be remaining steps required for obtaining approval of the loan itself. Because the loan process is competitive and lengthy, it will be the controlling factor for determining when the project will go to construction. Westmore & Wisconsin — Design of this project is in progress. The village is seeking low-interest loan funding from the Illinois Environmental Protection Agency (IEPA) for the combined sewer separation efforts that are a necessary part of the scope of the project. Because obtaining loan funding is a competitive and lengthy process, it will be the controlling factor for determining when the project will go to construction. Staff is currently working to prepare the IEPA loan planning application for the project, which will be submitted to the IEPA for review upon completion. Yale (Jackson to Madison) — Staff is working to complete design for this project. Early childhood staff ran the January 2-Year Old Prep Class with 8 participants and Little Learners Club for the month of January with 224 participants, with 3 new participants! Staff is excited for the year ahead. The Pasta 101 Youth Culinary class, led by Chef Tara, ran with 10 participants. The Family Bingo and Pizza Night event had 25 participants who showed up to enjoy a delicious pizza dinner, dessert, and a few fun rounds of bingo for prizes! The next iteration of this event will be held in March. Seniors and adults enjoyed the start to their new year with 13 trips, programs, and in-house activities with 251 participants total. Letters were emailed to 2025 Summer Camp staff asking them to return this Summer. 14 staff plan to return for Summer Camp in 2026! Summer Concert Series Due to the construction of the Union, our Summer Concert Series will be moving to the Ruggard Gazebo on the Prairie Path. Staff are finalizing the bands for June and August. Staff met with the VFW to discuss moving the concert series to the Gazebo. We will be reaching out to the Chamber to discuss potentially using their building for concert storage. Rentals Staff have been discussing updating the rental procedures for the VPRC. We are trying to get away from using paper documents and moving instead to digital forms. Staff gave a tour to a potential long-term renter for use of the multipurpose room. Communications Communications Specialist actively promoted Parks & Recreation programs and events through Instagram and Facebook, attending multiple programs and events to capture photos. An informational campaign was led across email and social media to inform VPRC members about the Union Villa Park construction site, including potential impacts on traffic approaching and leaving the facility. Communications Specialist also managed the formatting and posting of job applications for eight new seasonal aquatics positions in preparation for summer staffing. Communications Specialist developed a year-long schedule for seasonal brochure production and coordinated with Parks & Rec staff and the brochure designer to ensure proper planning for the year ahead. Communications Specialist developed a sponsorship and advertising program, which included drafting a sponsorship packet and letters for major upcoming events, as well as compiling a list of over 200 local business contacts for outreach. Under this ordinance, one-third of the revenue would be allocated toward the construction and operation of a new community swimming pool. This is not a new tax. This is a first reading. BACKGROUND: On November 11, 2019, the Village Board considered an ordinance on first reading that would impose a 3% municipal retailers' occupation tax on the sale of cannabis, in preparation for the eventual legalization of cannabis sales within the Village. The Board debated several proposed uses of that cannabis tax revenue, ultimately voting to direct 2% to the Police and Fire Pension Funds and 1% to "a Parks and Recreation recreation facility and pools," according to the minutes of that meeting. Ordinance No. 4118 was then presented and adopted on November 25, 2019. However, the ordinance did not codify the allocation that had previously been approved. Despite the language not being in the codified ordinance, the Village has been applying the cannabis tax revenues as intended. DISCUSSION: This amendment to the Village Code is necessary to codify the Village Board's original intent for the cannabis retailer's occupation tax. Under this additional paragraph, one-third of the tax (1% of sales) would go toward the Police Pension Fund, and one-third (1%) would go to the Firefighters Pension Fund. Per the Board's recent direction, the remaining third would be changed to support the construction and operation of a swimming pool, separate from the Jefferson Pool. This will allow for greater access along Wildwood as these portions of the roadway will be reduced with the construction of Union Development and the VPRC. BACKGROUND: The Union Development Site plan was approved with the modifications to Wildwood Ave to align the south curb line to be in line with the original road to allow for the construction of the multi-use path along the south side of Wildwood from Villa Ave to Myrtle Ave. This will reduce the width of the roadway to 20 ft to match other local roads in the Village. With the construction of the VPRC and the proposed public parking entrance and exit for the Union Development, the proposed traffic will be increased on Wildwood and Myrtle. The combination of the decreased width of Wildwood and the increased traffic on Wildwood makes on-street parking on Wildwood undesirable for safety and the efficient movement of the traffic on the street. Currently, Myrtle Ave from Wildwood to Wildwood was designed to have pulling in angled parking in the street Right of Way. Villa (old AK Mulch and Village parking lot site) in the next few months. As part of this development, it will bring additional traffic as its approved entrances are off Wildwood and Myrtle Ave. In addition, it will remove the current "bump in" spaces that were used for parking to allow for the construction of the remaining leg of the Tri-Trail multi-use path. This will reduce the Wildwood and Myrtle to the standard street width of 22 feet. By restoring the street to its original width of 22 ft., the amount available space for on-street parking is limited to safely allow 2-way traffic on Wildwood and Myrtle. With additional traffic from the VPRC and the proposed Union development, restricting the on-street parking will allow for safer movements of traffic. Background: The Village charges residents and non-residents a fee for emergency medical services based on the annual Ground Emergency Medical Transport (GEMT) cost report, which currently reflects a cost of $3,555.00 per transport. The existing rate structure is set at 50 percent of the GEMT cost report for residents and 75 percent for non-residents, resulting in fees of $1,777.50 and $2,666.25, respectively. The GEMT program is a federally funded initiative that allows ambulance providers to receive supplemental reimbursement above standard Medicaid rates. In Villa Park, GEMT reimbursements account for approximately 62 percent of total ambulance billing revenue. Discussion: The GEMT cost report provides an objective and reliable assessment of the actual cost of delivering emergency medical treatment and transportation services. Increasing the billing rate to 100 percent of the GEMT cost report would generate additional revenue to help offset rising operational expenses, including increased staffing requirements within the Fire Department. Establishing a consistent billing rate for all transports also minimizes compliance risk and helps ensure continued eligibility for supplemental funding through the GEMT program. An analysis of the Village’s current ambulance rate structure indicates that the proposed rate is consistent with fees charged by neighboring communities, as illustrated in the table below. Proposed final Change Order Number 2 consists of the final balancing of contract quantities as measured in the field. The net amount of the proposed final Change Order Number 2 is a net deduction in the amount of $809,949.20, for an adjusted contract amount of $5,849,474.64 BACKGROUND: The Jackson Area Improvement Project consist of the installation of a new relief storm sewer system and reconstruction of Addison Avenue from Madison Street to Washington Street, Madison Street from Addison Avenue to Michigan Avenue, and Wisconsin Avenue from Jackson Street to Washington Street, an approximate length of 4,744 feet (0.898 mile). The Village had previously approved partial Change Order 01 for this project with Trine Construction Corp., of St Charles, Illinois, in a net addition in the amount of $172,373.34, for an adjusted contract amount of $6,659,423.84. The project is now complete and final quantities have been measured and agreed upon, resulting in a net deduction to the contract of $809,949.20. The project experienced significant savings by the subgrade and subbase being is better condition than expected. Additional savings were from the water main and water services not requiring adjustment for the storm sewer installation. DISCUSSION: The village has been awarded grant funding of up to $1,600,000.00 for the construction of the project through the Federal Emergency Management Agency (FEMA). The remaining construction costs for this project will utilize funds from Fund 60 - Street Improvement, Fund 68 - Stormwater Fund, and Fund 82 - Water. Discussion of Requested License Changes Commissioner DeTomaso discussed that several of the local liquor establishments have chosen to downgrade their liquor license category. There are still establishments that have not yet decided if they will change categories or have not yet responded to the village. c. Discussion of signage for liquor establishments Commissioner DeTomaso discussed that a survey was completed by Community Development where they took photos of every liquor establishment in Villa Park to assist establishments meet current village sign ordinances. All photos are available online in the agenda packet for the current meeting (11/25/2025). The goal is to get everyone into compliance so that the commission can focus on further changes or updates to ordinances if needed. d. Commissioner Weis brought up previous discussion about payment plans for License Renewals. President Patrick discussed the difficulties of staff tracking payment plans for different businesses as well as the issues it would cause for establishments regarding licensing from the State of Illinois. 8. Currently, the taxi voucher service is only for rides within village limits. h. Compile a list of seniors living in the village (voluntary sign up). We don’t know how many seniors are living in the village. Get a call list from that for seniors who would like to have someone call them to check on them – especially in the winter and summer months. i. Identify seniors who need help with chores (yard work, shoveling) and try to match them up with people who wanted to help from local organizations (high school, scout troops, churches) j. List of “senior friendly” contractors. There used to be a list that public works kept of bonded and insured contractors. Could we get that started again? Could we ask those contractors if they would be willing to do senior discounts? k. Special events – like Senior group tickets at Drury Lane Theater, get a group to meet at Marcus Theater for live stream opera, car show (without it being an organized cruise night) e.
