PRESENTATIONS
PUBLIC COMMENT This is an opportunity for citizens to address the Council on items not
posted on the current meeting agenda. Only those who have submitted a proper “Request to
Speak Form” Shall be permitted to speak. Citizens should provide their name and address for
the record and will have no more than 3 minutes to speak. If representing an organization or
group, the speaker should identify who they represent. Those wishing to speak are reminded

permitted. 4) Violators will be removed from the premises. No discussion by the Council or Staff
is allowed except to correct factual inaccuracies or request that the item be placed on a future

Chairperson Neal called the meeting to order at 6:00 pm.

REPORTS
Library Director’s Report
Director Ewell reported that program participation and attendance have increased
compared to last year. Library visits have also increased. Activity is expected to continue
increasing throughout the summer, as summer programs are very popular. Digital
circulation is up compared to last year, and audiobook usage is slightly higher than e-
book usage.
Popular programs that were well attended during the last reporting period included Big
Vehicle Day, Brett Roberts' Magic Show, Unique Foods: Airline Tasting, Mah Jongg,
Snake Encounters, and adult art classes.
Director Ewell also discussed the assistance pamphlets available in English and
Spanish, which help connect patrons with community resources. The material selection
review is expected to be available by the July meeting. As materials are being reviewed,
there will be a focus on how to address AI.
Secretary Salyers asked for clarification on when changes to Hoopla would take effect.
Director Ewell stated that the changes have not yet taken effect and will be implemented
in the future. She added that circulation is up and that Hoopla access is limited to
Watauga residents.
Member Trotter asked for clarification regarding Director Ewell's comments about
addressing AI. Director Ewell clarified that she was referring to the inclusion of AI-
generated works in the library's collection. She further explained that the library
purchases a digital content package and does not have control over all content included
in that package, which may allow AI-generated content to be available. Policies
addressing AI are forthcoming.
Senior Youth Services Librarian Barbara Goss presented information on the
Kindergarten Preparedness program offered to Pre-K students. She stated that, while
she does focus on traditional skills such as the ABCs and 123s, her primary emphasis is
on the life skills children will need as they enter kindergarten. These skills include
opening food items, putting on shoes and coats, lining up, participating in circle time,
sitting "criss-cross applesauce," and following routines.
Parents must pre-register their children for the program, and enrollment is limited to 10
children at a time. Ms. Goss explained that the program supports the Watauga Public
Library's Family Place certification.
Vice President Chapman asked how often the program would be offered. Ms. Goss
stated that it is currently planned to run only in the spring, with Family Place and literacy
programming offered in the fall. Surveys will be distributed to gauge community interest.
Vice President Chapman also asked whether the program would be capped, and Ms.
Goss confirmed that enrollment would be limited to 10 children per class.
Secretary Salyers asked whether there would be consideration for providing assistance
or resources related to 504 plans and IEPs for parents of neurodivergent children
entering school for the first time. Ms. Goss stated that she would take the suggestion
into consideration for future programming.

Director Ewell reminded the Board of the Memorial Concert for Kip Woodruff, held on
June 18, featuring a performance by Harp Essence.
