Meeting was called to order by Koeller at 4:00pm

Minutes: Motion to approve minutes from meeting 5-19-26 by Oberhart. Second by Mooney. All
aye. Motion carried.
Reports reviewed from Public Works & Utilities Director, Parks & Facilities Director and Village
Engineers.
New Business:
Motion to move agenda item #5 to #1 by Mooney. Second by Oberhart. All aye. Motion carried.
Motion to direct staff to investigate the feasibility of renting Fire Station 1 by Mooney. Second by
Olson. All aye. Motion carried.
Motion to present options of either terminating slip lease or maintaining the lease by Oberhart.
Second by Mooney. Motion carried.
Motion to remove trees off the roadway of 209 N Milwaukee St by Oberhart. Second by Olson.
Motion carried.
Motion to approve and recommend approval of the Village Board for the additional streets to the
2026 Roadway Improvement Project by Oberhart. Second by Mooney. Motion carried.
Discussion on private entity use of Ten Club Park. No action taken.

Public Works:
• Western Star Truck back form up fitter all warranty items are fixes
• Jon, Wayne and Mack went to Town of Delevan to assist with storm cleanup for 2 days
• Milling and paving is complete in the area of chip seal project so storm sewer to be
completed yet
• Flags will be coming down
• Parade detour set up and take down went well
• Parade went smoothly from our perspective
Utilities:
• Lead and copper test coming soon
• Large meter testing to start in August
• Quarterly water billing went smoothly
• Ongoing updates and repairs at treatment plant
• Well 6 interior work is being done

Facilities and parks update
Meeting Date: July 2026
Facilities
-Ongoing general maintenance, cleaning and repairs of the Library, Fire Department, Village hall, DPW, Park facilities, and
restrooms. Managing contractors, maintaining supplies, fixing electrical issues, boilers, pumps, plumbing, HVAC, fire
protection, locks and alarm systems.
-Library- We expect to have a plan and create an RFP soon. The HVAC system is still running as it should, with our team
closely monitoring it everyday.
-Library-Assisted the Library staff in furniture removal and basement cleanup in preparation for the HVAC project.
-Parks
-Ongoing mowing, weeding, watering, garbage removal, bathroom stocking and cleaning, and general grounds
maintenance in our beautiful parks.
-Stamped and colored concrete slab under the flagpoles at Ten Club park is completed. Landscaping is next.
- Planning, setting up and clean up for Food & Fun on First and the River Rhythms events this season.
- Purchased and assembled 14 additional picnic tables for the parks.
-Set up July 4th decorations in various parks including 600 flags lining the river walk at Ten Club park for the events and
parade.

Temporary Use Policy for the Vacant Lot at Milwaukee & Main (Old Bowling Alley Site)
Background:
Since the Village of Waterford acquired the former bowling alley site at the intersection of
Milwaukee Street and Main Street for future development, the lot has served the community
as an active space for public parking on the paved portion and as a venue for various
community events and activities.
As the Village continues to receive requests from organizers and vendors wishing to utilize this
high-visibility downtown space, we are also mindful of the ongoing need to preserve downtown
public parking. Staff is requesting that the Public Works Committee approve a formal
Temporary Use Policy. This policy will establish clear rules for the space while explicitly
reinforcing to all users that their occupancy is strictly temporary, subject to change, and carries
no guarantee of long-term use as the Village progresses toward permanent development plans.
Recommendation: Staff recommends the following designated uses and operational
frameworks for the property.
To formalize the interim use of the vacant lot at Milwaukee and Main Street until permanent
development begins, the following structured policy is recommended for implementation:
• Public Parking: The improved blacktop area will remain fully open and designated for
public parking to support downtown businesses.
• Grass & Gravel Areas: The grass area will be utilized for special events and pop-up
vendor marketing, while the gravel area is designated specifically for the produce market
wagon.
Operating Guidelines & Fee Structures
To ensure orderly management of the space, the following terms will apply:
• Special Events (Grass Area):
o All special events will require a standard special event permit.
o Potential rental and usage costs will be determined by the Parks & Facilities
Director, consistent with the fee structures applied to all other village park
spaces.
• Pop-Up Vendors (Grass Area):
o Vendor agreements will run on a monthly basis and remain active until official
notice is given.
o Fees: $5 per date for village residents / $10 per date for non-residents.
• Produce Wagon (Gravel Area):
o The seasonal agreement will remain in place, with the daily cost matching the
active pop-up vendor rates.
o Exit Clause: If the village requires the wagon to be removed prior to the end of
the season (due to development or policy changes), a prorated refund for the
remaining time will be provided.

Transition Plan & Future Use Notice
All current users of the lot have been officially notified that a modification or eventual end of use
for this lot is imminent. To ensure a smooth transition when development begins, the following
alternative pathways have been established:
• Special Events will be transitioned to other available village park spaces.
• Pop-Up Vendors will be actively encouraged to rent the village chalets.
• The Produce Wagon placement will require future discussion and coordination with
staff to find a suitable permanent location.

Program Overview & Intent
Welcome to the The Village of Waterford’s Banner Program. Our banner infrastructure is a managed, premium asset
designed exclusively to welcome visitors, promote local tourism, and celebrate community-wide cultural events.
To maintain a cohesive, high-quality visual environment that ensures public safety and aligns with our community's strategic
goals, the Village maintains strict editorial control over all banner hardware.
Legal Notice: The Village of Waterford’s banner poles and hardware are legally designated as a Non-Public Forum. This
infrastructure is not an open platform for general public expression, political discourse, or private commercial advertising.
The Village reserves the absolute right to approve, reject, modify, or remove any banner design at its sole discretion.
General Information
Banner placement is subject to availability. Village-sanctioned events maintain absolute precedence for all banner locations.
Thereafter, remaining placement availability and scheduling priority shall be determined by Village staff, descending based
upon the evaluated tourism impact of each promoted event.
Only Village Staff are to hang and take down banners. The Village is not liable for damage or theft.
Banners will be placed no longer than 14 calendar days prior to the event. Banners must be received by the Friday prior to
to the start date and will be taken down the Monday following the event.
Applicant & Content Eligibility
To ensure local economic and tourism benefits, all banners must exclusively promote events, festivals, or
marketing initiatives occurring within the geographic boundaries of the Village of Waterford. Banners promoting
regional events outside village limits are strictly prohibited.
Before completing the application, please ensure your organization and proposed campaign meet the following
foundational criteria:
Eligible Entities & Campaigns
Local Municipal/Government Agencies: Civic milestones, seasonal branding, notifications, public
information and public safety campaigns.
Tourism & Destination Marketing Organizations (DMOs)(as defined under Wis. Stat. 66.015): Regional
tourism promotion, arts/cultural district branding, and historic neighborhood initiatives.
Registered Non-Profits & Community Groups: Major festivals, public markets, and cultural events that are
open to the general public.
Prohibited Content
Applications containing the following will be automatically disqualified:
Direct Private Commercial Advertising: Banners promoting a specific private business storefront, everyday
service, or retail product sale.
Corporate Sponsors: Event sponsored by businesses with no taxable property in the Village of Waterford if
banner displays advertising from said sponsor.
Political Messaging: Campaigns advocating for political candidates, political parties, ballot measures, or
lobbying efforts.
Ideological or Religious Content: Sectarian religious messaging or expressions regarding controversial issues
of public debate.
Fundraising, Raffles, & Financial Drives: Banners promoting events where the primary purpose is capital
fundraising, ticket/raffle sales, donor solicitation, or charitable financial drives (e.g., charity galas, cash
raffles, or foundation fundraisers).
