Page 1 of 12 PLAN COMMISSION SUMMARY SHEET MEETING DATE: 07/13/2026 ITEM: Business Item PRESENTER: Lauren Freeman, Deputy Administrator / Community Development Director TITLE: Discuss and Take Action on 7-Lot Certified Survey Map (CSM) in the Kilkenny Farms West Development (for final action by Village Board) PREVIOUS ACTION: N/A ISSUE SUMMARY: The proposed CSM would split Lot 3 in the Kilkenny Farms West development into 5 Lots and 2 Outlots. Outlot 1 would be dedicated to the public for purposes of storm water management. Outlot 2 would be a private outlot for a monument sign for the development. In addition to the lot split the developer plans to construct a private drive through this portion of the development, as well as make utility improvements. A development agreement will accompany the proposed CSM when reviewed at the Village Board level. Staff have reviewed the CSM and the remaining comments pertain to the proposed utility improvements. 4 of 15 BUSINESS ITEMS-1 Discuss and Take Action on 7-Lot... Page 2 of 12 Traffic Impact: Staff also requested the developer update the Traffic Impact Analysis (TIA) that was completed before Kilkenny Farms West started development. It was concluded by engineering staff that the new lots from the proposed CSM would produce less traffic than what was previously anticipated in the original TIA. Number of Lots: Typically, CSMs are used to divide land into 2 to 4 parcels. The Village’s code states a maximum of four parcels total can be created via CSM. However, the Village’s code also states that the Village Board reserves authority to exercise powers under Wis. Stat. 236.34(1)(ar), which allows the Village Board to approve CSMs with more than four parcels on a case-by-case basis for land that is zoned commercial, industrial, or mixed-use. The developer is requesting the Village Board consider this. BUDGET IMPACT: None BOARD, COMMISSION OR COMMITTEE RECOMMENDATION: N/A STAFF RECOMMENDATION: Staff recommend approval.
