Page 1 of 52 City of Wayzata Parks and Trail Board Agenda Report MEETING DATE: July 14, 2026 AGENDA ITEM: 5.a TITLE: Wayzata Tiki Barge Proposal PROPOSED MOTION: N/A PREPARED BY: REVIEWED BY: Nick Kieser, Parks and Environment Planner ACTION REQUESTED: N/A FINANCIAL OR BUDGET CONSIDERATION: N/A 2024-2026 STRATEGIC PLAN PRIORITIES RELEVANCE: N/A BACKGROUND: At its June 4 meeting, the Board reviewed a proposal submitted by Ryan Jaeger to operate a Tiki Barge from the Depot Docks. Following discussion, the Board directed that the proposal be forwarded to the City Council for its consideration and discussion. During its review, the Board identified the following concerns for the City Council to consider: • Limited parking availability to serve the Depot Docks. • Potential noise impacts associated with passenger activity and operation of the Tiki Barge. • The proposed lease term of five to ten years. • The nature of the proposed use, which is centered on alcohol consumption. • The size of the vessel and its compatibility with the Depot Docks. Staff is requesting formal Board action to recommend either approval or denial of the proposal. If the Board recommends approval, staff will begin preparing a formal lease agreement with Mr. Jaeger for consideration by the City Council at a future meeting. If the Board recommends denial, staff will not prepare a lease agreement. Mr. Jaeger may appeal the Board's recommendation directly to the City Council for its consideration. ATTACHMENTS: 1. Operating one 50 foot Tiki​ ​Boat (2027), that would dock near the depot on your permanent spots (not the floating docks),​ ​along with a smaller tiki hut on land (smaller) for customers to meet up before and after their​ ​cruise. The new boat will/expansion will be called​ ​"Wayzata Tiki Barge”​​or something similar​ ​(will operate as PaddleTap legally-but going to have a unique name to the city area). This will​ ​have its own brand and website.​ ​Lake Minnetonka is missing a large pontoon style boat that can host larger groups. I have done​ ​this for 11 years, and can say many people come back annually to enjoy the lake on a more of a​ ​"pontoon” style vessel. I am limited in group sizes with my current operation only allowing 18-20​ ​guests per vessel. None of my current locations can offer me a slip to meet the size​ ​requirements of a boat this large.​ ​Having a full cash bar on the larger boat will also allow for appeal to corporate and larger​ ​groups. A true turn key operation that's classy all around.​ ​These boats will pass all coast guard standards, and have licensed boat captains, first mate and​ ​a bartender on the vessel. Each boat will hold up to 49 passengers plus its 3 staff for maximum​ ​capacity.​ ​PaddleTaps ownership staff is the perfect operation for expanding to Wayzata With our 11th​ ​season in operation out of Excelsior and Spring Park. PaddleTap will need the following:​ ​●​ ​Permanent docks near the depot preferred.​ ​Due to the size of these vessels floating​ ​docks won't be adequate to store and the safety of all. PaddleTap will be asking for the​ ​city to allow use of its physical docks near the depot.​ ​●​ ​Tiki Hut on land for boating operations (small seasonal building)​ ​The Business Plan/Projections-Wayzata Tiki Barge:​ ​The 50 foot Tiki boat will cost $513,000 in total, plus the expense for the Tiki Hut (final​ ​projections to be determined at a later date)​ ​I plan to operate the business from the end of May until the end of September. Which gives me​ ​roughly four months of business. My business plan only utilizes 12 weeks of planning to pay all​ ​expenses and make the business available. The extra months are icing on top.​ ​The plan is to operate a tour that lasts 2 hours on the water. These cruises will go out 4 times a​ ​day. 11:00 AM, 1:30 PM, 4:00 PM, 6:30 PM (sunset cruise), times will vary based on the sunset​ ​schedule during the summer.​ ​Ticket prices will cost $50/ticket plus all the taxes and fees to get on the vessel. Customers will​ ​also be required to purchase drinks on the boat with a cash bar. I anticipate each customer​ ​having 2 drinks each, valued at $15/drink which totals roughly another $30/ spend.​ ​49 Passengers X $80 (ticket spend) = $3,920 for maximum spend/tour. With 4 tours a day​ ​possible revenue is $15,680/day for maximum. My projections below are significantly less to​ ​shoot on the conservative side and past history operating on Lake Minnetonka.​ ​I fully understand that I won't sell out everyday all summer, I do plan to sell out a lot Friday,​ ​Saturday and most of Sunday. With a few weekday cruises for corporate teams.​ ​●​ ​I suspect I will run 13 full cruises a week (4 on Saturday, 3 on Sunday, 2 on Friday and 4​ ​during the week), keeping each boat cruise at 30 people (conservative) which would​ ​equal $19,500/week. Having this business run for 12 weeks (June, July, August), we​ ​should do about $234,000 best case per boat in ticket sales, and another $140,400 in​ l​iquor sales. Total Revenue is projected at $374,400. Total customers would be roughly​ ​4,680 and do 156 total tours.​ ​●​ ​I estimate a rent payment to the city of $20,000 annually (current boats in Excelsior are​ ​$7,000 for a 25 foot operation. Should estimate probably $15,000 due to the size, but I​ ​know I'll make more money with liquor sales. Year 3 is when things start to get paid back for operations.​ ​PaddleTap/Wayzata Tiki Barge is requesting a 5-10 year lease (to match bank loan terms) with​ ​the city to operate along the water. I propose giving the city a flat rent payment of $20,000, and​ ​adding a per ticket charge of $1/person in addition with anticipation my projections will be higher​ ​than I predict, giving the city a benefit in my success.​ ​Summary of Ask:​ ​●​ ​$20,000 annual rent payment with 5-10 year lease​ ​●​ ​$1/person ticket charge for every guest I have on the boat (annual bonus paid)​ ​●​ ​Use of permanent docks near the depot for safety​ ​●​ ​Tiki Hut on land for customer check in and hang out spot for a short before and after​ ​cruise.​ ​●​ ​Food/Liquor License to sell on boat and on land​ ​Conclusion:​ ​PaddleTap is extremely excited about the partnership on getting a Tiki Barge in downtown​ ​Wazyata for 2026. At a previous Board meeting, the Board expressed a preference for the high-density polyethylene (HDPE) sign option from Vacker Signs. The Board also discussed the appropriate size and potential placement of signage at each park location. Attached to the meeting packet is a design proposal from Vacker Signs for the Board’s review. The proposal provides an opportunity to evaluate the proposed sign dimensions, wording, and overall design. A corresponding cost estimate for the proposed signage is also included for reference. Reminder, the cost estimate does not include installation costs. In addition, staff has noted the proposed sign locations as discussed at the last Board meeting on aerial imagery, which is attached for review. The Board is requested to review the attached materials and provide any recommended revisions or additional feedback that staff can communicate to Vacker Signs as the project moves forward. In addition, a resident has expressed a desire to add signage to the Little Woods to invite people to explore the area. Any potential signage could be located on Rice Street. The draft call is attached for the Board's review and consideration. Board members are encouraged to review the draft and provide any comments, suggested revisions, or concerns. Staff will incorporate the Board's feedback, as appropriate, prior to presenting the document to the City Council. If no significant revisions are recommended, the draft Call to Artists will be presented to the City Council at its July 21 meeting for review and consideration of authorization to release the call. The anticipated project schedule is to select an artist and begin mural installation in September, with completion targeted for mid-November. This timeline will allow the mural to be completed prior to the start of the winter skating season. ATTACHMENTS: 1. Draft Call to Artist Page 41 of 52 Call to Artist-- Klapprich Park Warming House Mural Call Description The City of Wayzata is seeking qualifications and concept proposals from artists for the design and installation of one permanent mural at the Klapprich Park Warming House, located at 340 Park Street East, Wayzata, Minnesota 55391. The mural will be installed directly on an interior/exterior wall of the facility. The total project budget for the mural is not to exceed $10,000 and is intended to cover all costs associated with the project, including design, materials, fabrication, installation, and any other related expenses. Submitted applications will be reviewed by the City of Wayzata and the Public Art Committee. Following the review process, one artist or artist team will be selected to complete the mural. In addition to the commissioned work, the selected project will be promoted through the City of Wayzata’s communication channels and public outreach efforts. Artists interested in being considered should submit examples of previously completed work, along with a design of proposed mural, and a brief narrative describing their proposed mural concept and its connection to the project site. Work samples will serve as the primary basis for evaluating each artist’s qualifications, artistic merit, and demonstrated experience with projects of a similar scale and scope. Deadline to submit proposal: August 17, 2026 at 8:00 AM Theme(s): The general theme identified for the mural is intended to highlight youth, the community ice rink, and the history of Klapprich Park all in the context of Wayzata. Budget: The project budget for the Warming House mural will not exceed $10,000. The project budget to the selected artist(s) is to be used toward project costs, supplies, travel, and artistic fees as needed. Safety and Durability Page 42 of 52 Artists should recognize that the mural will be located in a public facility and will be subject to daily public use, environmental conditions, and the potential for vandalism. The designated mural wall is located within the Klapprich Park Warming House, a high-traffic recreational facility that experiences significant wear from hockey skates, hockey equipment, and general public activity. Artists are encouraged to consider appropriate materials, coatings, and other protective measures to ensure the long-term durability and preservation of the artwork. Additional funding and budget flexibility may be available to support measures that protect the mural from everyday use and wear. Artists are encouraged to propose creative and aesthetically integrated durability solutions that help preserve the artwork while complementing the overall mural concept. The selected artist will be expected to work collaboratively with City of Wayzata staff throughout the design and installation process. All artwork must be completed in a timely manner and comply with City requirements to ensure that the final installation is safe, durable, and appropriate for public display. Mural Location and Dimensions The mural will be installed on an interior drywall wall within the Klapprich Park Warming House. The wall measures approximately 31 feet in length and 12 feet 10 inches in height. The mural will begin 4 feet above the floor and extend to a height of 8 feet 10 inches, resulting in a total mural area of approximately 398 square feet. Site Existing Conditions The mural surface consists of a blank, white-painted drywall wall. Artists should incorporate the following site conditions into their design and installation approach: • The wall contains an inset/indentation located approximately 12 feet 8 inches from the south end of the wall. • The mural will begin approximately 4 feet above the floor to minimize wear and tear resulting from regular use of the warming house. • A mini split and other wall-mounted mechanical equipment are located at various points along the wall. Page 43 of 52 • The selected artist will be responsible for designing the mural to accommodate existing wall features and obstructions. Artists are encouraged to visit the site prior to submitting a proposal to better understand the wall conditions, dimensions, and viewing experience. Photos of the existing site are also attached. Selection Criteria The goal of this mural is to foster a welcoming environment for park users and visitors using the warming house. A one-to-two-page narrative document that describes the proposed idea for the overall mural design(s). Note in this narrative how work samples provided pertain to the proposed mural(s) in terms of style, motifs, etc. - Applicants under the age of 18 must include contact information for a parent/guardian including their name, address, email, and phone number Eligibility Criteria This project is open to artists who are at least 18 years of age, and legally able to compete with the City of Wayzata. For those under 18 years of age, additional contact information for a parent/guardian must be provided. A meaningful or local connection to Wayzata will be considered as one eligibility factor. Artists must be able to work effectively and collaboratively with the City of Wayzata to further develop their initial proposal idea to a final approved design.
