Announcements A. A public hearing May 22, 2025 at 630pm to add a definition to Chapter 97 “Borough Historic Architect” and to require review by the same for preliminary subdivision and land development plans in the HO 60 and HO 75 Overlay Zoning Districts. 3. Comments Comments, suggestions, petitions by residents in attendance regarding items that are not on the agenda. Please be advised that all public comment has a 5-minute time limit. 4. Reports A. Director's Report (maybe update PennDot Streetery Program progress) B. Presentation by Safe Harbor of Chester County, 20 N Matlack St Issue: Discussion of current facilities and services and future plans C. Presentation of responsible outdoor lighting- dark sky standards- Dr Timothy Lawlor Issue: Review of current standards and best practices 5. Old Business A. Motion to approve Smart Growth Committee minutes – April, 2025 6. New Business A. HARB Applications 2025-15-39 E. Gay St-Protective barrier for curbside café seating Issue: Consider a Motion to approve the April HARB Certificate of Appropriateness B. Discuss future revisions to café permits, dining platforms in parking areas, and use of the street during Gay St closure .
