13. Explanation of Omnibus Voting Procedure
The Illinois State Statutes allow a municipality to collectively vote on a group of ordinances, resolutions,
and other motions, such as awards of contract, appointments, etc. This is known as an omnibus vote. All
the items contained on the omnibus vote list have been previously discussed by the President and Board
of Trustees on at least one occasion, and often on several occasions. By placing them on the omnibus
vote list, a single vote may be taken to approve them. A Trustee may remove any item from the list and
have it discussed and voted on separately, prior to the omnibus vote. Is there any such request?
14. Consideration of an Omnibus Vote
A. A motion to approve the June 15, 2026 Village President and Board of Trustees meeting minutes as
read.
B. Resolution No. 26-3020
A Resolution authorizing and approving a labor agreement between the Village of Western Springs
and Metropolitan Alliance of Police, Western Springs Police Chapter 360 (Term April 1, 2025 to
March 31, 2028).
C. Ordinance No. 26-3324
An Ordinance approving the creation of a Class "I" (Special Events on Property Owned or Leased by a Not-
For-Profit Organization) liquor license for issuance to St. John of the Cross Parish and approving the related
temporary use permit for the 2026 Family Festival event scheduled for August 13, 2026 to August 16, 2026

at the 5005 Wolf Road property.
D. A motion to accept the Annual Comprehensive Financial Report for period ending December 31,
2025 as presented.

Resolution No. 26-3021
A Resolution authorizing the approval of the June 1, 2026 TIF incentive rebate payment to
Hawthorn 45, LLC and the transfer of TIF funds into the Downtown South TIF Incentive Fund for the
benefit of the Western Springs Downtown South TIF District.
F.
Ordinance No. 26-3325
An Ordinance approving an amendment to the Fiscal Year 2026 operating budget to pay for HVAC
repairs at the Recreation Center.
G.
Ordinance No. 26-3326
An Ordinance approving amendments to the Fiscal Year 2026 operating budget in the General
Fund and the Water Fund.
H.
Ordinance No. 26-3327
An Ordinance approving and authorizing the execution of Change Order No. 2 to the contract
entered into with Mauro Sewer Construction Inc., of Des Plaines, Illinois for the repair of the
watermain located at 53rd Street and Flagg Creek, increasing the contract price from $370,180.00
to $380,778.79.

Resolution No. 26-3022
A Resolution approving and authorizing the execution of a professional services agreement
between the Village of Western Springs and Baxter and Woodman, Inc. of Mokena, Illinois for
design engineering services for electrical improvements at Well #3 for an amount not to exceed
$62,000.00.

Resolution No. 26-3023
A Resolution approving and authorizing the execution of a professional services agreement
between the Village of Western Springs and Baxter and Woodman, Inc. of Mokena, Illinois for
design engineering services related to the Master Control Center (MCC) and switchboard at the

Water Treatment Plant for an amount not to exceed $62,000.

Resolution No. 26-3024
A Resolution accepting the lowest cost, qualified, responsive bid and authorizing the execution of
an agreement to be entered into between the Village of Western Springs and United Door and
Dock, LLC of Glendale Heights, Illinois for the overhead garage door repair project and authorizing
the expenditure of Village funds to pay for the project in an amount not to exceed $55,806.00.

Resolution No. 26-3025
A Resolution authorizing and approving the execution of an agreement for alarm monitoring and
receiving system equipment and services with Johnson Controls Security Solutions LLC (Term: July
1, 2026 to July 31, 2029)
M. Ordinance No. 26-3328
An Ordinance approving and authorizing the execution of Change Order No. 1 to the contract
entered into with SW Cleaning Service of Rolling Meadows, Illinois for the janitorial maintenance
services contract, increasing the contract price from $92,544.00 to $94,644.00.
N.
Ordinance No. 26-3329
An Ordinance amending Title 7 (Motor Vehicles and Traffic), Chapter 4 (Traffic Schedules), Section
3 (Schedule III: Parking Limitations and Prohibitions) of the Western Springs Municipal Code
relative to time-restricted parking on Lawn Avenue in Downtown Western Springs.
