​Commissioners: Thomas Mulhearn, Chairman - Stella Qualizza, - Commissioner/Secretary - Brian Sible, Commissioner​ ​Regular Meeting Minutes​ ​Board of Fire and Police Commissioners​ ​December 16, 2025​ ​Westmont Village Hall​ ​31 W. Quincy Ave.​ ​Westmont, IL. 60559​ ​Call To Order:​ ​Chairman Mulhearn called the December​​16, 2025 regular meeting of the​ ​Westmont Board of Fire and Police Commissioners to order at 2:00 PM.​ ​Roll Call:​​Commissioner Qualizza called the roll as​​follows: Chairman Mulhearn - Present,​ ​Commissioner Qualizza - Present, Commissioner Sible - Present via Zoom. A quorum was​ ​present.​ ​Guest:​​Deputy Chief-Michael Weibler, Police Department,​ ​Deputy Chief-James Fitzgerald, Fire Department,​ ​Deputy Chief-Tom Frank, Fire Department​ ​Public Comment​:​​None (no one was from the public was​​present)​ ​Approval of Minutes:​ ​After review and discussion, Chairman Mulhearn moved that the November 18, 2025 Regular​ ​Meeting Minutes be accepted as submitted. Commissioner Sible seconded the motion.​ ​Vote: Yes-3, No-0 Minutes are accepted as submitted.​ ​New Business:​ ​Offer of​​Employment​ ​Candidate #12​​- The Commissioners reviewed the Medical​​Examination and the​ ​Psychological Evaluation of Candidate #12. Chairman Mulhearn made a motion to offer​ ​Candidate #12 the position of Probationary Police Officer for the Village of Westmont,​ ​Illinois. Commissioner Qualizza seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries.​ ​Candidate #12 has been contacted by the Commission and has accepted the position of​ ​Probationary Police Officer for the village of Westmont, Illinois. Candidate #12 will​ ​contact Chief Gruen for further information.​ ​Offer of Employment​ ​Candidate #18​​- The Commissioners reviewed the Medical​​Examination and the​ ​Psychological Evaluation of Candidate #18. Chairman Mulhearn made a motion to offer​ ​Candidate #18 the position of Probationary Police Officer for the Village of Westmont,​ ​Illinois. Commissioner Sible seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries.​ ​Candidate #18 has been contacted by the Commission and has accepted the position of​ ​Probationary Police Officer for the village of Westmont, Illinois. Candidate #18 will​ ​contact Chief Gruen for further information.​ ​Conditional Offer of Employment​ ​Candidate #9 -​​The Commission reviewed the background​​reports submitted by the​ ​Detective Division for Candidate #9. Chairman Mulhearn made a motion to offer​ ​Candidate #9 a Conditional Offer of Employment as a Westmont Probationary Police​ ​Officer pending the Candidates successful completion of a Medical Examination and a​ ​Psychological Evaluation. Commissioner Sible seconded the motion.​ ​Vote: Yes-0, No-3 Motion Does Not Carry.​ ​Candidate will be notified of The Boards decision to discontinue Candidates status.​ ​Candidate #19 -​​The Commission reviewed the background​​reports submitted by the​ ​Detective Division for Candidate #19. Chairman Mulhearn made a motion to offer​ ​Candidate #19 a Conditional Offer of Employment as a Westmont Probationary Police​ ​Officer pending the Candidates successful completion of a Medical Examination and a​ ​Psychological Evaluation. Commissioner Qualizza seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries.​ ​Candidate #19 was contacted by The Commission and offered a Conditional Offer of​ ​Employment. The offer was accepted by Candidate #19. Candidate #19 is currently​ ​making arrangements for the Medical Examination and the Psychological Evaluation.​ ​Candidate #16​​- Withdrew from the process. Candidate​​#16 will be removed from all​ ​eligibility lists for further consideration for the position of a Westmont Probationary​ ​Police Officer.​ ​Candidate #23​​- Chairman Mulhearn made a motion to​​remove Candidate #23 from the​ ​hiring process due to repeated unsuccessful attempts to contact him-as no response​ ​was received. Commissioner Qualizza seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries​ ​Candidate #24​​- The Board reviewed the polygraph examination​​results of Candidate​ ​#24. Chairman Mulhearn made a motion to move Candidate #24 to the background​ ​screening process. Commissioner Sible seconded the motion.​ ​Vote: Yes-0, No-3 Motion Does Not Carry​ ​Candidate will be notified of The Board’s decision to discontinue Candidates status.​ ​Candidate #26​​- The Board reviewed the polygraph examination​​results of Candidate​ ​#26. Chairman Mulhearn made a motion to move Candidate #26 to the Background​ ​Screening phase. Commissioner Qualizza seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries​ ​Candidate will be notified of The Board's decision.​ ​●​ ​After review and discussion, it was noted the Board will conduct Oral​ I​nterviews on January 10, 2026​ ​Department Director:​ ​Chief Brian Gruen, Chief Steve Riley, Deputy Chief Michael Weibler,​ ​Deputy Chief James Fitzgerald, Deputy Chief Tom Frank,​ ​discussed with the Commission the hiring process for the​ ​position of​​Assistant Chief of Training​​for the Westmont​​Fire Department.​ ​Approval​​of Invoices​ ​The Board received Invoice #C64769A dated December 16, 2025 from IOS Solutions in the​ ​amount of $575.00 for​​Police Candidate Psychological​​Evaluation.​ ​Chairman Mulhearn made a​ ​motion to authorize payment to IOS Solutions in the amount of $575.00. Commissioner Sible​ ​seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries​ ​The Board received Invoice #173916 dated December 2, 2025 from Premier Occupational​ ​Health-Bolingbrook in the amount $2,224.00 ($1,112.00 per Candidate) for Physical Exams.​ ​Chairman Mulhearn made a motion to authorize payment to Premier Occupational Health in the​ ​amount of $2,224.00. Commissioner Qualizza seconded the motion.​ ​Vote: Yes-3, No-0. Motion Carries​ ​The Board received Invoice #18789 dated November 30, 2025 from Attorney Ottosen in the​ ​Amount of $208.00 for communications with Chair ($78.00) on 11/21/2025 and ($130.00) on​ ​11/24/2025 Telephone conference with Chairman Mulhearn. Total Invoice - $$208.00.​ ​Chairman Mulhearn made a motion to authorize payment to Attorney Ottosen in the amount of​ ​$208.00. Commissioner Sible seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries​ ​The Board received invoice #6842 dated November 28, 2025 from Conrad Polygraph in the​ ​amount of $1125.00 for 5 polygraph examinations ($225.00 per polygraph). Chairman Mulhearn​ ​made a motion to authorize payment to Conrad Polygraph in the amount of $1,125.00.​ ​Commissioner Qualizza seconded the motion.​ ​Vote: Yes-3, No-0. Motion Caries​ ​Adjournment:​ ​There being no additional business before the Commission at this time,​ ​Chairman Mulhearn made the motion to adjourn and Commissioner Sible seconded​ ​the motion.​ ​Vote: Yes-3, No-0.
