Quincy Ave.​ ​Westmont, IL. 60559​ ​Call To Order:​ ​Chairman Mulhearn called the January​​20, 2026 regular meeting of the​ ​Westmont Board of Fire and Police Commissioners to order at 2:00 PM.​ ​Roll Call:​​Commissioner Qualizza called the roll as​​follows: Chairman Mulhearn -​ ​Present, Commissioner Qualizza - Present, Commissioner Sible - Present. A quorum​ ​was present.​ ​Also in Attendance:​​Deputy Chief-Steve Thompson,​​Police Department,​ ​Chief-Steve Riley, Fire Department​ ​Deputy Chief-James Fitzgerald, Fire Department,​ ​Deputy Chief-Tom Frank, Fire Department​ ​Public Comment​:​​None (no one was from the public was​​present)​ ​Approval of Minutes:​ ​After review and discussion, Chairman Mulhearn moved that the December 16, 2025​ ​Regular Meeting Minutes be accepted as submitted. Commissioner Sible 2nd the​ ​motion.​ ​Vote: Yes-3, No-0 Minutes are accepted as submitted.​ ​After review and discussion, Chairman Mulhearn moved that the January 10, 2026​ ​Special Meeting Minutes be accepted as submitted. Commissioner Qualizza 2nd the​ ​motion.​ ​Vote: Yes-3, No-0 Minutes are accepted as submitted.​ ​New Business:​ ​Candidate #36 -​​The Board reviewed the Polygraph Examination​​results of Candidate​ ​#36. Chairman Mulhearn made a motion to move Candidate #36 to the background​ ​screening phase. Commissioner Qualizza 2nd the motion.​ ​Vote: Yes-0, No-3. Motion Does Not Carry.​ ​Candidate will be notified of The Board’s decision​​to discontinue Candidates Status.​ ​Conditional Offer of Employment​ ​Candidate # 21 -​​The Commission reviewed the background​​reports submitted by the​ ​Detective Division for Candidate #21. Chairman Mulhearn made a motion to offer​ ​Candidate #21 a Conditional Offer of Employment as a Westmont Probationary Police​ ​Officer pending the Candidates successful completion of a Medical Examination and a​ ​Psychological Evaluation. Commissioner Sible 2nd the motion.​ ​Vote: Yes-3, No-0 Motion Carries.​ ​Candidate #21 was contacted by The Commission and offered a Conditional Offer of​ ​Employment. The offer was accepted by Candidate #21. Candidate #21 is currently​ ​making arrangements for the Medical Examination and the Psychological Evaluation.​ ​Conditional Offer of Employment​ ​Candidate 26 -​​The Commission reviewed the background​​reports submitted by the​ ​Detective Division for Candidate #26. Chairman Mulhearn made a motion to offer​ ​Candidate #26 a Conditional Offer of Employment as a Westmont Probationary Police​ ​Officer pending the Candidates successful completion of a Medical Examination and a​ ​Psychological Evaluation. Commissioner Qualizza seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries.​ ​Candidate #26 was contacted by The Commission and offered a Conditional Offer of​ ​Employment. The offer was accepted by Candidate #26. Candidate #26 is currently​ ​making arrangements for the Medical Examination and the Psychological Evaluation.​ ​●​ ​After review and discussion, it was noted the Board will conduct Oral​ ​Interviews on February 14, 2026​ ​Department Director:​ ​Fire Chief Riley and Deputy Chiefs James Fitzgerald and Tom Frank met with the​ ​Fire and Police Commissioners to continue discussions and review the hiring​ ​process for the​​Assistant Chief of Training​​position​​for the Westmont Fire Department.​ ​T​ ​Adjournment:​ ​There being no additional business before the Commission at this time,​ ​Chairman Mulhearn made the motion to adjourn and Commissioner Sible 2nd​ ​the motion.​ ​Vote: Yes-3, No-0.
