​Commissioners: Thomas Mulhearn, Chairman - Stella Qualizza, Commissioner​ ​Special Meeting Minutes​ ​Board of Fire and Police Commissioners​ ​September 20, 2025​ ​Police Department​ ​500 North Cass Avenue​ ​Westmont, Illinois 60559​ ​Call To Order:​ ​Chairman Mulhearn called the Special​​Meeting of the Westmont Board​ ​of Fire and Police Commissioners to order at 8:00 AM.​ ​Roll Call:​​Commissioner Qualizza called the roll as​​follows: Chairman Mulhearn -​ ​Present, Commissioner Qualizza - Present. A quorum was present.​ ​Public Comment​:​​None (no one was from the public was​​present)​ ​New Business:​ ​On this day, the Board conducted oral interviews of entry level patrol​ ​Lateral​ ​Officer Candidates as well as Candidates from the Final Probationary Patrol​ ​Officer Eligibility List.​ ​The candidates were individually​​escorted to the Chiefs​ ​Conference Room where the candidates completed a short written biography.​ ​The candidates were then escorted to the Training Room at the Westmont Police​ ​Department where the oral interviews were conducted.​ ​Candidate # 5​​Completed the oral interview process​​after which the candidate​ ​was dismissed from the proceedings. The Commissioners deliberated on the​ ​candidate’s oral interview performance. Chairman Mulhearn made a motion to​ ​advance the candidate to the polygraph phase of the hiring process.​ ​Commissioner Qualizza seconded the motion.​ ​Vote: Yes-0, No-2 Motion Does Not Carry.​ ​The candidate will be informed of the Board’s decision.​ ​Candidate # 6​​Completed the oral interview process after which the candidate​ ​was dismissed from the proceedings. The Commissioners deliberated on the​ ​candidate’s oral interview performance. Chairman Mulhearn made a motion to​ ​advance the candidate to the​​polygraph​​phase of the​​hiring process.​ ​Commissioner Qualizza​​seconded the​​motion.​ ​Vote: Yes-0, No-2 Motion Does Not Carry.​ ​The candidate will be informed of the​​Board’s decision.​  ​Commissioners: Thomas Mulhearn, Chairman - Stella Qualliza, Commissioner​ ​Candidate # 8​​Completed the oral interview process​​after which the candidate​ ​was dismissed from the proceedings. The Commissioners deliberated on the​ ​candidate’s oral interview performance. Chairman Mulhearn made a motion to​ ​advance the candidate to the polygraph phase of the hiring process.​ ​Commissioner Qualizza seconded the motion.​ ​Vote: Yes-2, No-0 Motion Carries.​ ​The candidate will be informed of the​​Board’s decision.​ ​Moving Candidate to Background Phase​ ​Candidate # 7​​The Board reviewed the polygraph examination​ ​results of Candidate #7. Chairman Mulhearn made a motion to move​ ​Candidate #7 to the background screening phase. Commissioner​ ​Qualizza seconded the motion.​ ​Vote: Yes-2, No-0 Motion Does not Carry​ ​Candidate #7 will be notified of the Board’s decision to discontinue Candidate’s​ ​status.​  ​Commissioners: Thomas Mulhearn, Chairman - Stella Qualliza, Commissioner​ ​Adjournment:​ ​There being no additional business before the Commission at this time,​ ​Chairman Mulhearn made the motion to adjourn and Commissioner Qualizza seconded​ ​the motion.​ ​Vote: Yes-2, No-0.
