Called to Order: @ 4:30 pm

Approval of Minutes:Minutes from September 21, 2023were approved by Trustee Liddle,
second by Trustee Barker.
Unfinished Business:
A. None
New Business:
A. 2023 Annual Report: Staff Tenure, Training: Staff participated in over 2000 hours
of safety training, over 1,750 hours dedicated to making special events a success.
B. Grade Separated Pedestrian Crossing Update - Met with Metra earlier this week to
discuss the underground crossing. Two options: a structure or an elevator.
C. CIP Project Update - Completed projects: CBD Alley’s H & G, Residential Alley 1S,
Quincy Streetscape(Phase 1), Linden, Warwick & Dallas Water main
improvements.
Reports :
A. Chairperson
1) Nothing
B. Public Works Director -
1) North Water Tower - Received letter regarding loan approval.
2) North Washington/Traube Water main project.
3) Restructuring Department - now 5 Divisions, each has a Foreman and a
Supervisor.
C. Street Division
1) Safe Step - Cleared 230 hazards in Sycamore Run & Orchard Gate.
Downtown area is next.
2) Alley’s - gravel maintenance/rebuild.
3) Downtown bricks - remove bricks, level and smoothen before
replacement.
D. Water Division
1) Started using AMI system
2) Lead service inventory - down to 220 unknown from 1,300 unknown
3) Remaining hydrants have been painted, all are now red.
4) Recently received confirmation that the Village will receive state funding
for the North Water tower project.
5) Liberty Park - DuPage County allocated $700,000 in ARPA funds for
watermain installation. Need to make a formal request to the County in
May of 2024 to reserve funds, prepare an IGA with County & township.
E. Fleet/Facilities Division
1) Dark Sky Initiative - The company we utilize, Sternberg, is now on the
dark sky light website. Switch to a different pole, helix in ground has to be
changed.
2) Auction - 11 vehicles and 7 pieces of equipment will be going to auction.
Fee has been waived.
3) Fuel contract renewed - Village has saved $50,000 by utilizing Al Warren.
F. Forestry & Grounds Division
1) Pocket Park concept - working on a couple of different designs. Possible
areas for these parks: Toon lot(109 N. Cass), Burlington S curve(formerly
13-19 E. Burlington), 232 N. Cass, Naperville & Chicago.
2) Hanging Planters - Proposing to replace all planters with the Earth
planter that we tested in 2022, and replaced some with in 2023.
3) Private Property Tree Planting Incentive - Will be funded by tree removal
permit fees, will allow species diversity.
