Approval of Minutes:Minutes from September 18, 2025 were approved by Trustee Liddle,
second by Trustee Plowman.

A. Stormwater Ordinance Update - Thomas Burke of Christopher B. Burke Engineering
gave a summary of the update to the ordinance. They compared our ordinances with
others in the county including unincorporated DuPage County. The DuPage County
ordinance is one of the strictest in the country as it pertains to stormwater. It is being
recommended that we leave the net new impervious area threshold for Post
Construction Best Management Practices (PCBMP) at 2500 square feet to match the
County. It is being recommended that we change the detention threshold to match
the County at 25,000 square feet of net new impervious area. Recommend the Flood
Protection Elevation (FPE) be increased to 2 feet, but only in riverine areas; keep as 1
foot in Low Depressional Areas. Set the Substantial Damage / Substantial
Improvement (SDSI) rolling window at 10 years.

Public Comment:
A. Ellen Raymond - 1351 S. Ridge Rd. Commented on the current ordinance and
how difficult it is to build in Westmont.
B. Michael Gatto, Developer in the area - Commented on the current ordinance
and how difficult it is to build in Westmont.
B. Pavement Management Program - Village Engineer Ulreich explained the Village’s
Program. All roads are assessed every 5 years. Last assessment done in October 2024
by IMS. An explanation of Preservation Vs. Rehabilitation Vs. Reconstruction was
given; earlier treatments are more cost-effective. Crack-filling is a popular
preservation treatment that has not historically been used in the Village. Crack-filling
could allow us to address 20% more of our streets for the same budget. Based on the
current condition of the roadway system and the incorporation of crack-filling as a
treatment, the current budget allocation of $1,500,000 should be sufficient. E Des
Moines Street project - The street is in poor condition and needs to be reconstructed.
The current estimate is $1,500,000 as is, but if we add curb and gutter to the entirety of
the street it will be $800,000 more for a total of $2,300,000. Approximately one quarter
of the Village’s streets are without curb & gutter.
C. Lead Water Services Update - Supervisor Beusse gave a timeline of regulations
spanning the last 75 years. An ordinance was discovered dated 1956 that all water
services needed to be copper. The Village was 30 years ahead of the EPA. Starting in
2027 the IEPA is requiring communities to remove lead from the system. Currently we
have 459 unknown services, we are hoping that will be reduced to about 121 with the
ordinance from 1956. With the State Revolving Fund, it is a 0% interest loan for 30
years and there was a possibility of up to 49% principal forgiveness. We have a budget
of $175,000 for this year. We are looking at approximately $2 million to remove all
lead or galvanized services.
D. FDHQ Project Update - Schematic Design Progress - showed the overall footprint of
the new building as well as the interior layout. It will keep most of the current layout,
the administrative offices will be on the south side, bunkers and kitchen on the north
side of the building. Spoken to the design committee regarding colors and brick.
Building enclosure details given. Construction Estimating detail of cost was also given.

C. Public Works Director -A quick update was given on the Snow event November 29th &
30th. We received 9.5” of snow, this is the most for one event in 5 years. An overview
of staffing and equipment was given.
