Wednesday November 20th, 2019 7pm, Gammon Room I. Call to Order Dan Dlhy called the meeting to order at 7:04pm Attendees: Dan Dlhy, Bill Nieman, Rita Nathanson, Alyse Kondrat, Janet Gellert, and Wheaton North High School students: Will Mixter, Oliver Hsu, Ethan Scott & Carissa Jin. Approval of Minutes: Bill Nieman approved the minutes and Rita Nathanson seconded Public Comment: None II. Chair Report Ordinances - State Requirements: Discussed my conversation with the city officials at the November Coffee with Council and explained that there are State requirements in order for bicycle lanes on roads such as width of the bicycle lane for safety and the comfort of the city - example a bicycle lane could be two feet wide but then the city could be liable for any accidents. I explained that I don't know if we are taking those into consideration and told the Commission that we are waiting on a document about the state specifications for bicycle lanes Bicycle Repair Station: Explained that I spoke with John Duguay at the Coffee with Council and he informed me that the city has a small park planned near downtown Wheaton and there would be a bicycle repair station. If the city would put that repair station in would we consider reducing our planned 2020 budget by $1,500. Explained that this is something that I would need to discuss with the Commission. Bicycle Fest: Explained that the city officials seem to want us to continue to the Bicycle Fest and not cancel it because the Downtown Wheaton Association isn't willing to participate. Again it's something to discuss with the Commission when we have more members at the meeting Rotary Club January Meeting: Mentioned that our Commission is scheduled to speak at the Rotary Club meeting in January. Councilman John Rutledge requested that we speak to the club and explain our purpose and goals. Put it out there so if others are willing to help speak and help with the meeting it would be greatly appreciated. III. Ongoing Business: Vote - Printing of the Bicycle Maps: There weren't enough Commission members to vote on this item at the meeting. Will have to push this off to the December meeting. BICYCLE ADVISORY COMMISSIONMEETING MINUTES Month Date, Year Coffee with Council Meeting: Laurel Salvador emailed her notes on the meeting and I seconded those points as well as went through my view point in the Chair Report. WBAC Policies & Ordinances (Laurel Salvador): Since Laurel Salvador was not at the meeting, we quickly touched on her email notes about the Coffee with Council meeting. WBAC Programs (Alyse Kondrat): Discussed reaching out to Paula Barrington at the Downtown Wheaton Association to see if she would provide her notes on the Bicycle Fest and to determine whether we would be able to pull it off with the limited resources (financial & manpower) of the Commission. WBAC Network (Commission): Discussed putting together a checklist of items that we need to follow as a Commission. Bicycle Festival / 4th of July Parade Event Discussion: Was hard to discuss these topics at the meeting due to the low attendance of the Commission members. This will need to be pushed off to the December meeting. Wayfinding Sign Disucssion: This project is headed up by Michelle Dunlap and she wasn't in attendance. Believe that we are waiting for a final version of our findings to submit to the City officials. IV. Other Topics / New Business: V.
