I. Call to Order
Dan Dlhy called the meeting to order at 7:04pm
Attendees: Dan Dlhy, Michelle Dunlap, Janet Gellert, Therese Kushman, Nancy Allured, Alyse
Kondrat, Elizabeth Bishop, Rita Nathanson, Bill Nieman and Nancy Flannery
Approval of Minutes: Nancy Allured moved to approve the January minutes and Michelle
Dunlap seconded.
Public Comment: None
II. Chair Report
Received an email response from Wheaton North High School about the Key Club volunteers
and our email was forwarded to the person handling the club.
III. Ongoing Business:
2020 WBAC Budget – Dan Dlhy confirmed with the city of Wheaton that the budget for the year
2020 was set at $2,500.
WBAC Policies & Ordinances – Bright Avenue – Laurel Salvador reported about the “Bike Friendly
Community” status and she referenced an email that she will be sending to all of the members of
the Commission.
WBAC Programs – Alyse Kondrat reported that there is nothing to report for this month’s meeting.
WBAC Network – From all Commission members, there was nothing to report for this month’s
meeting.
2020 Bicycle Festival / 4th of July Parade – The Wheaton Park district informed us that they will not
partner with us on the festival and we cannot use the following parks for this year’s event:
Memorial Park and Central Park. The Commission members discussed other Wheaton parks that
we should consider for this year’s event: Northside Park, Atten Park, City Hall Parking Lot, Brighton
Park and Seven Gables. Discussed the pros & cons for each location. In our discussion it was
mentioned that without the Downtown Wheaton Associations assistance that we are not sure we
are able to pull off a successful event in the amount of time left. The commission voted to not
move forward with the 2020 Bicycle Festival and look to hold it in 2021. The commission also

voted to not participate in the 2020 4th of July Parade either as we did not feel that it would
effectively promote our commission to the public.
Way Finding Signage – Michelle Dunlap reported that there was no communication from the city of
Wheaton on the updates that need to be done to correct the signs that are misleading to locations.
Group Rides – Carrie Provost was not in attendance for the meeting, but it was reported that she
shared a Google document with the commission on the schedule for the 2020 Group Rides.
Bicycle Valet / Taste of Wheaton – Michelle Dunlap reported that the date for the Bicycle Valet at
the Taste of Wheaton will be on Saturday June 6th, 2020 from 6:30am until 7pm. The commission
discussed trying to find a new location for our table and bicycle corral. This will be something that
we will need to discuss with the Park District.
History Ride – Michelle Dunlap heads up this sub-committee and Nancy Flannery of the Wheaton
Historical Preservation Commission was in attendance to provide ideas and base information on
the 2020 ride. Michelle told us that we are looking to hold the ride on Saturday September 26th
with a rain date of Saturday October 3rd. Nancy Flannery provided information on the following
themes for this year’s ride: Mid-Century Architecture, Prairie Path History, Wheaton Golf History,
and the 32 Wheaton Notables. The commission thanked Nancy for all of the wonderful & helpful
information, and we will have a vote at our next month’s meeting and will let her know of our
decision so that we can start gathering the information.
IV. Other Topics / New Business:
2020 Bike to School Event – Therese Kushman reported that this year’s “Bike / Walk to School”
event will be held on Wednesday May 6th. She will start to reach out to the head of PTA’s at local
schools to start promoting the event.
Wheaton City Luncheon – Dan Dlhy informed the commission members of the luncheon that the
city will be holding and there will be survey also involved to be completed by attendees. Dan
explained that he will not be able to attend the event but there were other commission members
committing to attending the event. Will expect a report from those that do attend the luncheon.
City Engineer – The commission reported that the current city Engineer, Paul Redmon, is retiring
and we should reach out to the person taking over that position and invite them to a future
meeting.
