Chair Report-
A. July City Council Meeting
Michelle listened to a recording of the meeting - here is the summary:
The Wheaton North Bass Fishing Team/Club won State
Then there was 3 hours of comments both pro & con for the Cosley Zoo Parking lot
The plan for the parking lot had gone through many interactions. This was the fourth option
the Wheaton Park District had proposed.
The Wheaton Planning and Zoning Board had proposed that the Mayor and City Council
accept the zoning for this latest proposal.
The Mayor and City Council voted 5-1 to approve the zoning for this parking lot.
Many council members had general comments before their vote. Most said that they knew
everyone involved wanted the best for Wheaton and they appreciated their passion for
their city.
Council person Brown was the one person to not vote in favor.
B. Safe Routes/Bike to School
John Duguay forwarded to us the 2007 Safe Routes plan and Connor is in the process of
reviewing them.
C Grant Writing - no update.
D. Bike Plan Consultant/ATA:
Lou reached out to Maggie Czerwinski with the ATA and she said that they no longer are
developing active transportation plans. She offered and did send us contact information on 5

consulting firms who specialize in this type of work and we have been in contact with all 5 of them
by email or Zoom. One of the consultants, Jacque Henrikson with Lochner, provided this information
on an USDOT SS4A grant, due at the end of August, that would fund this work. Lou sent this info on
to John Duguay who forwarded it to a person in their Finance Dept who handles grants for his
review. Notes from all the consultants we have spoken to or emailed with are on our drive:

E. Warrenville Rd Crosswalk Proposal-postponed until August
F. DuPage Trails Plan Completed
G. WBPAC Request- Marked Line on Seminary Avenue
Seminary is being resurfaced this summer from Hale Street to Washington Street. Our Traffic
Engineer looked at your previous proposal and recommended:
● No striping from Hale to Main, Main to Cross
● Striping from Cross to Scott, Scott to Washington
Her recommendations were generally based on the available area to stripe... with curb cuts for
entrances and driveways, or due to the space required near intersections with multiple turn lanes.
Our Public Works crews will paint the lines following completion of the resurfacing project, later this
summer. The full reports from the traffic/project engineer and the 2021-2025 road program list are
on our drive:

G. IPP Welcome Signs: Has anyone noticed if these are mounted yet?
V. Ongoing Business
A. National Night Out WBPC involvement - We will have a table that Laurel will staff and will
give out bags. We will have a quiz for kids. Tuesday, August 6th, please attend if you are
able. Laurel will send out an email to see who can attend.
B. History Ride - Sept 21st
i. Ad needs to be finalized - Laurel will email to Alpha Graphics and we will pick up
here.

Unanimously approved by voice vote to print $70 worth of color copies with 2 up.
ii. Police support - Alyse to contact them in early September.
iii. Virtual Ride-We will reach out to the city for the video to film the sites for the
virtual ride when Bob is done with the notes.
C. Safe Routes mapping out Routes - Connor is working on this.
D. Website wording of Virtual Rides confusing? Alyse to look to see if it’s confusing. Alyse will
write a generic blurb to put on the top of each virtual ride explaining what they are.
E. August Council meeting - George to attend - August 5th

A. Update on New sidewalk from Westhaven Drive to St. Francis High School (south side of
Roosevelt Road) - This appears to be near completion with the ADA curb ramps being installed
today.
B. Let's Ride Illinois promotion - We will advertise our History ride here and with Ralph - Bob will
take care of this.

C. Revisit Carlton/Roosevelt Sign with City of Wheaton - Lou and Bob will work on revising the
proposal to add a second traffic sign pole since we were told the sign didn’t fit on one pole.
