Chair Report-
A. June City Council Meeting
Mike submitted the following notes from the meeting:
Proclamations
West Suburban Foundation for Disabled Veterans
-founded in Wheaton in February 2005
-mission is to provide housing/living needs to disabled veterans and families
-July 12th 2025 - will host Rocking for Our Vets Concert for Charity (Partnering with
Cantigny and Gary Sinise Foundation)
-July 12th 2025 proclaimed WSFDV Day
Citizens to be heard
- Two neighbors - both upset about placement of port o potty on street (within view of
both houses) off of Franklin Middle School sidewalk by athletic fields
New business/Council Comment
-appointment to Community Relations Commissions (2 new members for 3 year terms)
-Master license agreement for Fiber optic installation (fiber optic network in city -
residential and commercial customers)

-Approval Roosevelt and Naperville intersection subdivision plat (complex across from
Mariano's)
-Zoning application - Franklin Middle School expansion
-Purchased a Bobcat (replacing a 14 year old unit used by the Forestry Department - under
budget too!)
-Cream of Wheaton starting!
-Kimmers celebrated 10th anniversary in Wheaton (had ice cream eating competition)
B. Grant Writing/Bike Plan Consultant - No updates
C. Roadwork
Michelle emailed Mike Dzugan the following roadwork questions in May and received the
following response on 6/11/25:
1> Seminary Rd - Completed.
2> Blanchard St - The Engineering Department intends on including sharrows on Blanchard
Street for the 2025 RSW where they can be implemented. The striping plan is not
included in the bid documents and will be generated before construction (quantities are
already included in the bid documents just not a diagram). However, still reviewing
legal/liability concerns.
3> West St - As a part of our complete streets policy we will be investigating the sharrows
for West Street as part of our standard practice for future Road Programs. However, still
reviewing legal/liability concerns.
4> Manchester Rd - As a part of our complete streets policy we will be investigating the
sharrows for Manchester Road as part of our standard practice for future Road Programs.
However, still reviewing legal/liability concerns.
V. Ongoing Business
A. Bike Valet recap
Bob reported it went well with approximately 34 bikes that used the service. Many of the
participants said they appreciated the service. Bob said we missed getting our info in the
Daily Herald which we’ll try to do next year.
B. 2026 Goals; Requests for 2025 Annual Report
We discussed our possible 2026 goals to include in our 2025 annual report. Michelle suggested
the following:
1> City of Wheaton to help businesses apply for League of American Bicyclists’ Bicycle
Friendly Business
4 year cycle/Due June 2026
St. Charles Business can use as reference-Maple Leaf coffee roasters

2> West St
Road Work was initially planned for 2024 but has been delayed until 2026.
In 2023 we submitted a Proposal for sharrows on North West St.
3> Manchester Rd
Per Roadwork plan for 2026, Manchester Rd from Bridge St to Gables Blvd is planned to
be resurfaced. Bike Plan suggests sharrows in this section of Manchester.
4 Downtown Map at Shelter
What year will it be redone? Needs to be updated with new businesses.

Michelle will keep a document detailing all suggestions and we will discuss at each
meeting before we finalize which to include in our final annual report.
C. History Ride info
Bill gave Bob G. a subset of the parks George had mapped out-he was good with the ones listed. A
suggestion was made that we start at Atten Park. Bob recommended we collaborate with the Park
District to find out what activities will be going on at Atten Park on that date.
i. Route- parks chosen - 7 Gables, Atten, Arrowhead, Kelly and Hurley Gardens
ii. Get blurb to Let’s Ride Illinois
Bob will find out what the window is to get our info to Let’s Ride Illinois for the History ride.
D. Group Rides and Walks
5/24 Bike Ride - Bill reported that 4 non-commission members came as well as 4 commission
members.
i. Juneteenth Ride 10am to Sheldon Peck Homestead
1. Meet at bike shelter
2. $5 for tour
3. Michael did announce the ride at June 16th City Council meeting
ii. Family Slow Roll Ride
1. Ask city to advertise
Michelle will email the city and ask for them to advertise this ride.
2. Emailed Rob Sperl flyer to ask to advertise
3. Other Advertising ideas
Rita will put flyers up at the library and the bike shops.
Michelle will email the info to the Pedal Pushers.
4. Who can attend? Michelle, Bob and Laurel can attend the 6/28/25 ride.
5. Agenda/plan for ride and safety talk/demo
Laurel will do a 5 minute safety talk.
Michelle suggested we keep this same date for the Slow Roll next year.
6. Giveaways
Bob will bring the Goodie bags to give away.
FYI: George said Glen Ellyn is doing another Slow Roll ride this Friday night, 6/20.

B. Reminder of using commission position in communications
Michelle reminded everyone that while we can express our own personal opinions on issues, we
cannot do this on behalf of the bike commission.
C. St. Charles high school students want to start a bike commission
Laurel will invite this group to one of our upcoming meetings. She will also let them know about
the Slow Roll groups as another option vs. starting a bike commission in St. Charles.
