Please note that all absent members had assigned a proxy for voting purposes prior to the meeting.

Approval of June Minutes

Chair Report-
A. July City Council Meeting
Mike submitted the following notes from the meeting:
● Majority of the meeting was spent on public comment. The main issue was two members of the
city council emailing the leadership of the Wheaton Public Library regarding the Pride Month
reading section. Ultimately 12 members of the public spoke, most of the criticism and support
was directed at Scott Brown, one of the council members who sent an email.
● Majority of money approved would go towards replacing city lights with LEDs and road/sewer
improvements. City is also partnering with DuPage County to purchase salt for winter.
● Class R Liquor license being amended to allow for sale of liquor on Sundays from 9 am to 9 pm
(class R refers to full service salons).
● Approval of fuel tax funds to be used for improving city roads.

V. Ongoing Business
A. Family Slow Roll recap
Bob reported that 3 participants and 3 commission members came for the ride. Laurel
said that 7 Gables park was a good location for the event, especially since they had the
American flags up for the 4th of July holiday. We were all in agreement that we met our
goal of doing a Slow Roll ride this year and the suggestion was made that we make it part
of our group ride calendar for next year and use the same weekend.
Bob also reported that 2 commission members and 1 participant did the Egg Harbor group
ride on 7/5/25.
B. National NIght Out Aug 5th 5-8pm
i. Print Flash Cards
Laurel said that she had talked to Michelle about using these cards for the National Night
Out event. The flash cards can be re-used and will help us provide education to the public
which is part of our WBPC mission.
Laurel made the motion that we print one set of flashcards (color, double-sided,
cardstock, laminated and cut) and not to exceed $50.
George - seconded the motion.
Unanimously approved via voice vote. (5 by proxy)
Laurel will follow up with Michelle on getting the cards to AlphaGraphics.
Laurel has been in touch with Officer Dempsey and requested that we have a table for the
event.
ii. Michelle will bring 37 Giveaway bags
iii. Meet at City Hall 4:30 to ride over together
C. 2026 Goals & Requests for 2025 Annual Report
Lou read over the goals that are on the report YTD. No other suggestions were made,
however George commented that we need to continue to work with Engineering and their
complete streets policy, on any additional “traffic calming” intersections we identify. Lou
asked everyone to notify Michelle if they have any additional goals/ideas since she is the
person maintaining this report.
D. History Ride
i. Starting at Atten Park shelter confirmed with Rob Sperl at WPD
ii. Print history ride flyer to handout
George suggested we add the mileage (10.4) miles so people are aware of the
total distance. This was added to the flyer.
Bob motioned that we print 50 (100 half sheets) flyers (color, cut in half).
Laurel - seconded the motion.
Unanimously approved via voice vote. (5 by proxy)
Lou will follow up with Michelle on getting the flyers to AlphaGraphics.
Bob will send history ride information to Ralph at the Daily Herald and he will
reach out to Bike Illinois to have them add our history ride to their “Let’s Ride”
event list.
We will reach out to Community Service in August and request their support for
the history ride.
E. Group Rides/Events
i. Aug 2 Paige Donahue Bench Dedication at Rathje Park 2-3pm
ii. Aug 9 Herrick Lake Group Ride 9am

VI. New Business
A. Press release to recruit additional WBPC commission members
Michelle had suggested that we work on recruiting additional WBPC commission
members. George commented that it would be nice to have some younger
members who have families on our commission. As a group, we discussed
whether a press release was appropriate vs. an article in the city newsletter.
Lou will reach out to Susan Bishel and ask for her guidance.
B. St. Charles students Interested in WBPC
Laurel said she will invite the St. Charles students interested in our bike
commission to our August meeting.
