A. September City Council Meeting
Mike submitted the following notes from the 9/2/25 meeting:
○ No citizens to be heard
○ Reappointment to Nancy Flynn to Environmental Improvement Council
○ Reappointment of Lewis Achenbach to Fine Arts and Cultural Arts Commission
○ Amending city code to address state law that requires utilities to be easily locatable
○ Uno Construction Co contract to replace private side lead service line replacement (last
remaining private line services - still have public lead services to remove)
○ 1S731 Orchard Road property annexed property
○ Changes to Real Estate Transfer Tax article
○ Council Comment
○ Wheaton Police starting Distracted Driver Campaign this week

WHEATON BICYCLIST & PEDESTRIAN COMMISSION MEETING MINUTES
September 17, 2025
Following is a summary of the 9/12/25 email response received from Will Kolschowsky, Assistant City
Manager, to some questions we had sent him regarding having one of our 2026 goals be an Active
Mobility Plan (to update our 2011 Bicycle Plan):
● Will recommended that we break the Active Mobility plan into a few discrete tasks: identify
desired scope of work, draft RFP (in consultation with City staff), apply for grant opportunities,
issue RFP and select consultant.
● Will also confirmed that he is the City’s ADA coordinator and that the City has undertaken some
steps for an updated self-assessment with the idea of developing an updated transition plan. He
is currently looking at some updated industry guidelines that may present some opportunities for
improving our public right-of-ways moving forward.
V. Ongoing Business
A. History Ride finalizing details
I. Police escorts - CSO Tim Boyle will be our escort. Lou will be the contact.
Ii. Virtual run thru with Rich from Comm Dept 10/13 9am
iii. Other Details:
-Bob will bring goodie bags and PA the day of the event.
-Michelle said we will ask for a CSO and get the History ride on the city calendar in
January for 2026.
B. Vote on 2025 Annual Report
Michelle led the discussion in reviewing the annual report and noted suggested changes. It was
decided to make the Carlton/Roosevelt sign independent of the 2026 annual goals (this was
suggested in an email from Will K., Assistant City Manager in a 9/12/25 email). He recommended
we update this proposal and send it to him and he will have Engineering review the request. Lou
will update this proposal and present it at our October meeting for approval.
After the entire report was reviewed and suggested changes were made, a motion was made by
Bob to approve the Annual report.

Unanimously approved via voice vote
C. 2025 Budget
Michelle reviewed the budget and we had a discussion on whether to purchase additional clip-on
lights (for our goodie bags) this year. Michelle made a motion that we purchase $400 worth of
clip-on lights (see link).
Pedestrian clip-on lights (26 X14.99=234 lights)
Seconded: Laurel
Unanimously approved via voice vote
D. Vote on 2026 Proposed Budget
Michelle reviewed the budget. The question was raised on whether we include the funds needed
($80-100K) for the Active Mobility plan and Michelle will ask Andrea if we should include it.
Michelle made a motion that we approve the proposed budget.

E. Bike/roll to school Oct 8
Connor has this press release done and will email it to Susan Bishel at the City tomorrow.
F. Conservation Foundation’s Take a Hike Challenge
Michelle discussed this initiative that promotes walking/hiking in the different Forest Preserves in
DuPage County. Michelle will email the Forest Preserve to find out if they have their own link for
this activity that we could ask the City to post. Participants must sign up for the challenge by 9/30.

VI. New Business
A. Oak Park Greenway Bike Boulevards
Bill brought up that he had read that Oak Park received $250,000 to develop greenway bike
boulevards and asked if we could do something similar. Michelle said that this would need to be
done as part of a bigger overall plan with the City.
B. Nov. 2nd IPP meeting 2 pm at Lubko Center
Ride Illinois will talk about E-bikes at this meeting and all are encouraged to attend..
C. October Meeting
Melisa Ribikawskis from DuPage County will be coming to discuss E-bikes and the county survey.
We will also discuss that we need a police liaison at this meeting.
