Wheaton Bicyclist and Pedestrian Commission November 19, 2025 7pm Gamon Room, Wheaton City Hall, Wheaton, IL In person and Virtual meeting I. Call to Order/Roll Call 7:00 pm Members present: Michelle, Lou, Rita, Bill, Laurel, George, Connor, Rick Members present via Zoom: None Members absent: Bob, Cate Public Present: None Public Present via Zoom: None City Officials Present: Will Kolschowsky, Assistant City Manager & Erik Berg, Wheaton Management Analyst II. Agenda Item Approval of September Minutes (Oct meeting canceled due to no quorum present) Motioned: Laurel Seconded: Bill Unanimously approved via voice vote. III. Presentation – Proposed Regulations for E-Bikes, E-Scooters, and Out-of-Class Electric Vehicles -Will Kolschowsky, Assistant City Manager and Erik Berg, Management Analyst e-bikes with Will K ebikePowerPoint Will and Erik presented the ebike PowerPoint. Will said the issue started with complaints from people to the City Council regarding e-bikes. Complaints were unsafe operations, speed and recklessness, especially in downtown areas and the Prairie Path and Park paths. A City council planning committee was held in October and they asked that staff solicit feedback from WBPC. Following are comments that were brought up and discussed: -It was agreed that we want to balance and promote all bike use, including e-bikes, since for some, this is a mobility issue. -City is working with Police and FP Police on e-bikes safety concerns. -Discussed whether to make registration of ebikes mandatory. Most felt this should not be mandatory but make it voluntary and include an education component. Currently any bike can be registered voluntarily with the Police Department which is helpful if the bike is stolen. Suggested data to collect for Registration: age of person riding, household users, serial #/make/model, complete education module -Follow posted speed limit on roads; 10 mph max on path near French Market and 15 mph on trails. -Social media campaign to promote safe cycling. Provide education modules in D200, Park District and Driver’s Education. WHEATON BICYCLIST & PEDESTRIAN COMMISSION MEETING MINUTES November 19, 2025 Will and Erik thanked us for our input and will be developing a proposed ordinance to present to the City Council in January 2026. IV. Public Comment - None V. Chair Report A. November City Council Meeting Lou submitted the following notes from the 11/3/25 meeting: ● Mayor Suess read a proclamation for the People’s Resource Center (PRC) declaring 11/3/25 as PRC day in honor of their 50th anniversary.. ● 2 re-appointments to the Commission on Aging and Band were approved. 1 new appointment was approved for the Community Relations commission. All were for 3 year terms. ● Water services contract was approved not to exceed $207,800 for water main maintenance. ● A contract was approved for Snow Systems (same company has been used since 2022) to provide snow clearing/salting to city sidewalks and city parking lots. The October meeting was cancelled because we did not have a quorum that could be present. Following is the October Chair report: B. October City Council Meeting Lou submitted the following notes from the 10/6/25 meeting: ● Richard (Rick) Tampier was approved to serve a 3 year term on our WBPC. ● 2 Environmental Improvement Commission reappointments were approved. ● An amendment to a city ordinance regarding chronic parking violators was proposed that will include that the City will have the option to tow vehicles. This is being done because there has been approximately $50,000 in unpaid parking tickets. ● 2025 Sidewalk Project is being completed. This project has added 2.06 miles of sidewalk. ● A contract was approved to resurface President Street between College Avenue and Harrison Street. Target date for completion is 2027. ● Mayor Suess announced that the People’s Resource Center is celebrating their 50th anniversary. C. Bicycle Donations at Wheaton Park District Community Center Our Bicyclist & Pedestrian Commission page has been updated to add the information about bicycle donations at the bottom of the page: https://www.wheaton.il.us/154/Bicyclist-and-Pedestrian- Commission. D. E-Bike Articles on our Google Drive Bill has emailed a number of E-Bike articles and Michelle has put them in this folder on our drive for your review: ebikearticles This is a repository for articles/information you find on e-bikes and e-bike regulations. We will refer to these materials as we work with the city in 2026 as they generate guidelines for e- bikes. This is one of our action items from our Annual Report E. Traffic Calming Intersections Traffic Calming Intersections We discussed at the August meeting that Michelle would create a document to keep track of intersections that residents reach out to us about. This was in our annual report that we will reach out periodically to Will to see if any on our list are being prioritized for a traffic calming study 2 WHEATON BICYCLIST & PEDESTRIAN COMMISSION MEETING MINUTES November 19, 2025 Please do not edit or comment on these documents as that would be considered collaboration outside of a meeting and would violate the Open Meetings Act. We can add to this document during a meeting if we get any further intersections brought to our attention VI. Ongoing Business A. Membership i. New Member-Richard (Rick) Tampier ii. Members leaving-Michael Subtelny & Cate Brady iii. Attendance expectations Michelle reviewed attendance expectations according to City Sec. 2-257: If any board, commission or committee member is absent from three consecutive regular meetings or from four meetings within six-month period in a calendar year, the city council may consider that the position be considered vacated, and a replacement appointed. Michelle did clarify that a member may be counted as attending by Zoom, but can only can vote if a quorum is present. iv. Chair for 2026 Michelle is stepping down as co-chair and Lou is leaving the commission in 2026. We will vote on a new chair/co-chair at the January meeting. B. Wheaton E-bike guidelines - See discussion above with Will Kolschowsky, Assistant City Manager and Erik Berg, Management Analyst C. History Ride recap Michelle will create a Google form to get feedback that we can review when we plan next year. D. Carlton Proposal take 3 Michelle suggested we put a sign in Wheaton ROW vs. a sign at the intersection as proposed, but it was decided to keep the sign closer to the intersection as directed on the proposal even though this is in the IDOT ROW. Michelle made the motion that we send the current proposal to Will and ask Engineering how to improve it and make a better case to IDOT for the importance of this sign at this very busy intersection. Rita seconded. Unanimously approved via voice vote. E. Do we meet in December or adjourn until January Michelle made the motion that we not meet in December and resume meetings in January.
