I. Call to Order/Roll Call: 7:01 pm
A. Members present: Dede Barnicle,Rita Nathanson, Bill Nieman, Bob Van Valzah, Mike Mullen,

II. Approval of Minutes: February

1. Gary Ave bike/pedestrian path maintained by city: need city signs about “cyclists yield
to pedestrians” advice to city
2. Carleton - city maintained, too
3. Juneteenth celebration in community at Memorial Park, 5-7, anything we want to
advertise?
IV. Chair Report
A. We welcome newly appointed members Dede Barnicle and Mike Mullan
B. We have an application from Nathan (Nate) Swartz to be considered at the City Council
meeting on April 6; also, reappointment of Bill & Rita to be considered
C. Our web page has been updated with purpose and history as proposed by Michelle
D. City Council says move ahead with proposed “Halfway There” History Ride celebrating
America250 — city admin says it is “workable.”
E. Will and Erik have proposed significantly simplified e-bike regulations
1. See Proposed ordinance for the details
a) Ordinance had no questions on first reading, final consideration at April 6 City Council
meeting
b) Erica’s comments about City Council considerations: lots of regulation proposals in
suburban communities; IL General Assembly will do something, so just focus on
e-motos and education, schools onboard to educate; 16 yo + driver’s license will be
required to ride e-motos; reckless operation will be interpreted by WPD; walk all

wheels downtown; public comment at April 6th meeting would be good to attend by
WBPC
c) Review of Bob’s list of FAQs — discussed details, such as “what is reckless riding” (Add

V. Ongoing Business
A. Membership Update: Dede Barnicle application approved by Mayor’s action.
B. America250 Celebration:
1. WBPC plan for Halfway There History Ride: is “workable”
C. WBPC 2026 Priority Setting
1. Bike Valet – June 6th: Service and give aways
2. National Night Out – education and give aways
3. History Ride – U.S.A. 250
a) Proposed dates: September 19th with rain date of September 26th
b) Bob will connect with Bob Goldsborough to reserve dates
VI. New Business:
A. Consider a Juneteenth Event: Peck House or something else?
B. Revive Slow Roll Ride(s)?
VII. Next Meeting: April 22, 2026 (Note: this meeting moved to 4th Wednesday of month)
